    Program Monitoring, Evaluation and Reporting Technical Advisor (PMER - TA)

    Overall objective

    This Program Monitoring, Evaluation and Reporting Technical Advisor (PMER TA) position forms part of the Nairobi-based Program Unit and reports to the Program Manager. The PMER TA is responsible for ensuring effective application of all Monitoring and Evaluation (M&E) functions in LWF Kenya Somalia Program. The position shall ensure quality project, program and organizational monitoring and reporting of outputs, outcomes and impact and credible data collection and management based on continuous learning.

    Specific objectives

    • To support the development and use of appropriate M&E tools and processes for effective program/organizational planning, monitoring, evaluation and reporting. Through these tools and processes, the Kenya Somalia program will demonstrate clearly its desired objectives and provide concrete evidence of the changes its interventions have achieved, in alignment with vision outlined in the Kenya Program Country Strategy.
    • To ensure quality and effective monitoring and evaluation of, and reporting on, project outputs, outcomes and impact, ensuring both that specific donor requirements are met and that all projects contribute to the Country Results Framework (CRF) via standard indicators.
    • To ensure that the LWF Kenya Somalia Program has credible data collection and management, as well as effective internal learning and knowledge management approaches.
    • To ensure that the LWF Kenya Somalia program adheres to the Core Human Standards (CHS) as well as all other humanitarian codes of conduct and guidelines including Sphere Standards.

     Key duties and responsibilities

    Planning

    1. Guide LWF Kenya Somalia staff in high quality information gathering and analysis processes to inform program and project design and drive continuous improvement across the program.
    2. Contribute to the preparation of Theory of Change, Logical Frameworks and M&E plans of the programs/ projects.
    3. Ensure quality of the data and information on Kenya Program’s projects in the LWF-WS managed web-based PMER Newdea system, including targets for each projects’ annual total outreach as well as projected project budgets.
    4. Lead the preparation of LWF Kenya Somalia Country Annual Plan (CAP), including the annual targets for the Country Results Framework indicators (or Country Annual Targets/CAT).
    5. Lead the development of specific PMER plans and strategies for reporting on the Country Results Frameworks and for all projects, and ensure the implementation of these strategies and plans as well as estimating resources for M&E activities.

    Monitoring, evaluation and reporting

    1. Lead in the development and implementation of M&E processes, methodologies and tools to ensure credible data collection, data management and high quality reports.
    2. Develop, roll out, and monitor correct implementation of M&E strategies (framework and tools), to ensure quality and consistent data and information is available on program/ projects performance and impact.
    3. Provide technical leadership to ensure the overall quality of LWF Kenya Somalia teams field data collection exercises, data management, and analysis.
    4. Perform/coordinate program quality assurance activities such as data quality audits/reviews, periodic program reviews, field monitoring and evaluations.
    5. Ensure that all projects are compliant with internal reporting requirements, including mandatory reporting required in Newdea (e.g. total outreach and CRF indicator actuals), and lead on the establishment and operation of an improved (digital) beneficiary data management system (e.g. SurveyCTO, KOBO etc.).
    6. Prepare consolidated progress reports for the Country Program Management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations in line with Newdea system.
    7. Check that monitoring data are discussed in the appropriate forums, are timely and identify negative implications for future actions. Explore gaps and challenges of result-based monitoring, evaluation and reporting of project activities including documentation and sharing among staff;
    8. Share information with program teams and lead the delivery of Country Program knowledge sharing events and processes, focusing on learning and continual improvement.
    9. Design and manage evaluations and different assessments in compliance with LWF’s evaluation policy, from development of ToR, advising management on approval of final report, dissemination of evaluation/assessment findings and recommendations with intended audiences.
    10. Support the project teams and partners in extracting lessons learnt and good practices and documenting case studies which demonstrate qualitative and quantitative changes.
    11. Ensure effective and appropriate capacity building for LWF Kenya Somalia staff on skills and competencies necessary to deliver high quality PMER.
    12. Facilitate and act as resource person, and join if required in any external monitoring and evaluation missions.

     Knowledge management

    1. Support the preparation of knowledge management and learning strategies and to ensure that learning and knowledge acquired through projects is effectively captured and disseminated. Ensure LWF gender, disability, child protection and climate justice policies are mainstreamed in such strategies.
    2. Visit the field periodically (at least quarterly) to work with field staff and partners to capture knowledge and prepare initial drafts of knowledge product as well as to support them in doing so.
    3. Coordinate with expert teams within LWF for inputs in the drafted knowledge products and ensure that all inputs are incorporated in the final document.
    4. Work with communication and communications teams for audience identification and finalization of the knowledge products (i.e. identify right formats, finalize language, layout and branding).
    5. Identify how knowledge products can be reformatted (including translation) for different audiences and other communication channels.
    6. Coordinate for feature stories/human interest stories and best practices/innovations for communication and exchanging knowledge and experiences of projects intended to achieve.
    7. Work closely with the communication and IT teams to collect photographs/video clips from various ongoing functions of project required for knowledge products.
    8. Coordinate dissemination plans and delivery of the knowledge products which includes uploading all outputs to LWF website/ Newdea or any other officially approved appropriate dissemination techniques including online social media.
    9. Coordinate with other stakeholders (i.e. government, academia, INGOs, civil society organizations and research institutions) to share the projects’ knowledge as well as to encourage them on capturing and disseminating learning and knowledge related to LWF Nepal’s programmatic areas.

    Supervisory responsibility: None, technical dotted line with Area Program M&E Officers

    Education, expertise and skills required

    • Relevant University Degree in social sciences and statistics
    • A minimum of 5 years of relevant work experience, with a strong preference for experience from an International NGO and/or Humanitarian work
    • Practical work experience in Planning, Monitoring, Evaluation and Reporting
    • Strong computer skills in basic standardized software (Excel, Word, PDF, SPSS etc.), and experience of computerized M&E systems.
    • Positive attitude and approach, which will help colleagues to overcome challenges
    • Ability to work under minimal supervision, under pressure and on irregular working hours
    • A demonstrated ability to multi-task, meet deadlines and process information in support of changing program needs is necessary.
    • An impeccable professional standard of ethics as well as the willingness and ability to enforce compliance within the LWF World Service and donor policies and procedures is essential.

    Job Function

    Reporting to the Head teacher, the teacher will teach and oversee school academic progress for learners, support professional development of refugee teachers, assess learners to track and report on learning outcomes, provide psychosocial support and ensure inclusivity in all school activities.

    Duties and responsibilities of a primary school teacher

    • Teaching of the primary school children with special needs according to the curriculum to improve quality education.
    • Overall responsible for implementing and evaluating curriculum in the least restrictive environment to children with SNE in primary schools.
    • Establish and maintain up to date professional and administrative records.
    • Train SNE children in co-curriculum activities.
    • Provide technical support to regular teachers on SNE matters to meet individual learners’ needs through development and implementation of IEP’s to learners’ eligible for specialised services in special classrooms and resource rooms.
    • Assist head teacher and deputy head teacher to upload learners’ details on online data systems including NEMIS, conduct surveys and other related tasks, including registration of candidates for national examinations
    • Capacity building of incentive SNE Teachers and regular class room teachers on specific needs, modification and accommodation of children with special needs.
    • Provide itinerant services in areas of specialization.
    • Organizing the classroom and learning resources to create a positive learning environment.
    • Planning, preparing and presenting lessons that cater for the needs of the whole ability range within their class.
    • Motivating pupils with enthusiastic, imaginative presentation through provision of stimulating activities that will arouse their curiosity, interest and enhance their discovery and observation skills.
    • Assess and prescribe the right equipment to SNE children and train them to use them.
    • Staying up to date with changes and developments in the curriculum structure.
    • Working with the school management and other stakeholders to ensure meaningful participation of SNE learners in all aspects of education.
    • Guide and train parents of children with disability on basic concepts for upbringing of their children.
    • Involve the refugee community through the PTA in SNE issues.
    • Together with the SNE Monitors conduct community mobilization and sensitization on significance of SNE.
    • And any other duty assigned by the officer in charge.

    Requirements for appointment

    A teacher must:-

    • Have Primary teacher Education certificate.
    • Must be a Trained SNE Teacher
    • Be registered with TSC and in possession of TSC teacher certificate
    • Have at least 3 years of teaching experience

    Livelihoods Assistant - Agriculture (National Position)

     Lutheran World Federation World Service Kenya Program is seeking to recruit Kenyan nationals for the following position to be based in Kakuma.

     Position:  Livelihoods Assistant – Agriculture

     Role Purpose

    The Livelihood Assistant is responsible for supporting in the development, implementation and monitoring of agricultural interventions in Kakuma Refugee camp and surrounding host community areas. The position holder will provide support in the day-to-day implementation and delivery of responsive, effective and efficient project activities.

    The incumbent will report directly to Livelihoods Manager or his/her designate.

    Duties and responsibilities

    • Mentor and coach farmer groups on the best climate smart agricultural technologies
    • Demonstrate nurseries establishments and transplanting of crops
    • Undertake practical lessons for farmers on the drip irrigation farms and other dry land farming technologies
    • Take farmers through the crop production cycle and seasons with hands on daily supervisions and coaching
    • Undertake other agribusiness trainings that link farmers to markets
    • Document the farmers produce in the field and stores and train them on the milling concept and value addition.
    • Assist farmers in managing project assets and documenting their status.
    • Undertake field or farm sites observations and recommend reviews of interventions to the livelihood officer – Agriculture
    • Work with the community Food Security/Livelihoods Working Groups in the planning and enrollment of the activities
    • Develop timely and accurate weekly, monthly reports as required by the organization.
    • Follow up on all beneficiaries regularly to ensure that the implemented activities are in line with schedules provided.
    • Participate in the preparation of weekly and monthly plan and schedules to be submitted to the Project Livelihood Officer within given deadlines.
    • Prepare and submit reports and other updates of the farmers and field performance as required.
    • Establish strong working relationship with targeted communities, including local leaders and identification of local focal points
    • Ensure accountability mechanism are embedded in project implementation in coordination with the MEAL team

     Academic and professional Qualifications

    • Bachelor’s degree in agriculture or related qualification
    • 2 Years 'Experience in working with Food Security/Livelihood projects in a humanitarian/recovery context.
    • Previous experience from working in Refugee context.
    • Motor bike licence and riding skills will be an added advantage
    • Experience in using MS Excel, MS Office and MS PowerPoint is essential
    • Experience in conducting beneficiary identification, verification and registration

    Clerk of Works (National Position)

    Duties and responsibilities

    1. Organizing, supervision of skilled, casual and all contracted laborers working on LWF supervised construction projects within Kakuma Refugee camp.
    2. Development of sketches, Engineering drawings, Bills of quantities and design of all infrastructural developments within the Area program for further approval by the Area Manager.
    3. Update the Area Manager and Quality Services Manager on the progress of construction implementation through, daily, weekly, monthly quarterly and annual reports.
    4. Ensure a filling system in the construction office is in place for all construction projects to facilitate construction contract management.
    1. Ensuring quality, timely and professionalism in construction implementation while maintaining industries best practices.
    2. Carrying out any other duties as delegated/assigned by supervisor or designate

    Operations

    1. Adhere to sound and cost-effective operational standards and procedures in transport, stores, procurement, communications and security in the performance of duty.
    2. Properly utilize supplies, equipment and assets assigned for official duty.
    3. Responsible for supervising and motivating skilled and unskilled workmen on construction sites in addition to other incentive staff working under him/her in accordance with LWF/DWS policies, procedures and guidelines.
    4. Observe the highest standards of the Code of Conduct for humanitarian workers,
    5. Refugee protection and prevention of sexual abuse and exploitation of beneficiaries.
    6. Responsible for reporting to the Area Manager, supervisor or any senior staff any incidents of abuse of authority, all forms of fiscal impropriety and discrimination in LWF/DWS operations.

    Coordination

    1. To liaise with UNHCR field and technical office, implementing partners’ (IP) field staff and refugee representatives in facilitating community-based services.
    2. Ensure regular update and contact with the Quality Services manager on issues pertaining construction and any other senior staff of LWF/DWS on all key matters of construction.

    Professional Qualifications

    1. Degree/Diploma in Building and construction, Civil Engineering or related field.
    2. Qualifications and Experience in Project Management considered a Plus

    Relevant Experience and skills

    1. At least five years of post-qualification Experience.
    2. At least two years Project Management Experience.
    3. At least 4 years’ Experience in set ups similar to the LWF Kakuma Area program, working in a humanitarian context, with communities/refugees
    4. Proficiency in Computer Aided Design software such as Auto-CAD, Archi- CAD, Auto-CAD 3D and other related application
    5. Strong analytical, problem solving and quick response experiences in humanitarian Contexts.
    6. Possession of negotiation and facilitation skills
    7. Excellent Computer skills, with specific competence of working with the Microsoft Office suit.
