    Driver-Mombasa

    Program / Department Summary

    The Operations Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the operations functions. The overriding objective for all administration and logistics operations is the prompt and effective provision of support services to Mercy Corps’ beneficiary populations in compliance with donor rules

    General Position Summary

    The driver work within the Operations department of the logistics support structure to provide safe, transport services for Mercy Corps program in the respective field location(s). The driver will adhere to all traffic and Mercy Corps safety rules and follow the transport guidelines required by the Mercy Corps operations department

    Essential Job Responsibilities

    • Operate Mercy Corps vehicles as assigned by supervisor.
    • Maintain vehicle log-sheets in accordance with Mercy Corps policies/regulations.
    • Check the vehicle conditions after each trip/routinely – report needs and problems to logistics team.
    • Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor.
    • Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.
    • Keep the vehicle ready, clean and on standby – ready for use at all times.
    • Assist, as required, with logistics in the office daily workloads.
    • Cooperate and be of assistance to staff and visitors – assist in troubleshooting potential problems during daily business.
    • Report all maintenance needs of the vehicle to transport management on a regular basis;
    • Undertake field assignments as assigned.
    • Responsible for preparing and submitting monthly vehicle fuel and maintenance reports to the Logistics focal point.
    • Adherence to all Mercy Corps policies and procedures as outlined in Mercy Corps policies and procedure manuals.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation.

    Knowledge and Experience

    • Valid driver’s license and certificate of good conduct
    • At least 3 years driving experience with an NGO.
    • Experience operating 4x4 vehicles.
    • Experience working in and thorough knowledge of the coastal towns of Mombasa, Kilifi, Kwale, Lamu, Malindi and by extension Garissa.
    • Knowledge of routes to above locations and safe driving in insecure locations is required.
    • Good understanding of English and fluency in Swahili is required. Knowledge of any other local languages spoken at the Kenyan coast would be an asset.

    Country Level MEL Manager

    Program / Department Summary

    Mercy Corps began working in Kenya in 2008 and has to date built a robust and diverse portfolio in working to enable Kenyans affected by poverty, resource scarcity, and conflict - in particular, youth, women, adolescents, and marginalized communities - to be healthy, productive and to drive peace and development of their communities. To do this, we deliver integrated programming to strengthen resilience, market and governance systems, address the root causes of conflict, and equip vulnerable populations- in particular youth, women, adolescents, and marginalized social groups- with the skills, opportunities, and resources they need to be healthy, productive and to drive the development of their communities. Mercy Corps Kenya also collaborates with neighboring countries to implement several multi-country and cross-border programs.

    General Position Summary

    The Monitoring, Evaluation and Learning (MEL) Manager is the key position in Mercy Corps responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports and proposal development.  The MEL Manager will be responsible for developing (in partnership with project staff), coordinating, maintaining and constantly improving the nation-wide M&E system, as well as training M&E staff in each office. Mercy Corps Kenya is in the process of launching a new country-wide data automation system to generate instant data analytics to inform program adaptation, and the Country MEL Manager will be responsible for driving this forward.  

    Essential Job Responsibilities

    Strategy & Vision

    • Develop country MEL strategy, provide leadership to field offices in developing individual program level M&E systems that inform and improve each program, as well as feed into the broader nation-wide M&E system and country strategy.
    • Lead and develop an M&E team country team and also the M&E officers assigned to each program in developing and maintaining a system that improves the country’s ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
    • Participate in country management meetings and country-wide strategy sessions.

    Program Management

    • Use existing MC resources train M&E and program teams in the area of monitoring and evaluation and report writing.
    • Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on Tola (digital tool developed by MC) and the periodic reflection and analysis of program monitoring data to disseminate learning.
    • Develop plans to mentor and coach staff to build their capacity to enable them to develop excellent reports and other documents.

    M&E System Development

    • Lead efforts to establish an M&E unit working out of Nairobi that will facilitate M&E for all programs and collaborate closely with Program Managers in developing and establishing the M&E system, one that serves the needs of the overall of the country portfolio and its field officers.
    • Spearheaded the data automation process across all programs in the portfolio, integrating this into the country M&E system.
    • Support all country programs’ independent M&E efforts to ensure high quality M&E at the program level as well as build a nationwide system that captures and presents results at a national level.
    • Design and maintain an M&E system with utility and program quality in mind, providing managers and their teams real time information that can steer program implementation as well as informing donors and strategic program direction and that helps strategize future program interventions.
    • Work with senior management to address shortfalls in M&E that affect program implementation and conduct internal DQAs.

    Monitoring and Evaluation/ Assessments

    • Assist in designing programs that incorporate Mercy Corps’ standards on design, monitoring, and evaluation.
    • Coordinate and play a role in assessments as requested. Provide input as to M&E systems and act as a link to HQ M&E technical staff.
    • Set up and supervise the country M&E programs including hiring, orienting and supervising M&E staff as appropriate.
    • Play a central role in all evaluation, design and implementation and developing the capacity of a national team to conduct internal evaluations.

    Security

    • Ensure compliance with security procedures and policies as determined by country leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.

    Organizational Learning

    Knowledge and Experience

    • BA/S or equivalent, preferable in business administration, public administration or international development. MA/S in relevant field preferred.
    • 5-7 years of experience in the areas of program development and monitoring and evaluation, including relevant experience building and managing an M&E system and team, relevant experience supervising data collection and data validation exercises, and building staff capacity.
    • Must have extensive training skills and experience working with a variety of donors.
    • Must have a high interest in, and capacity in, computer and digital technology – e.g. Excel, CommCare, PowerBI etc.
    • Should enjoy building and managing high-performing teams, including fostering a positive culture.
    • Ability to manage and meet deadlines.
    • Ability to work independently and multi-task. .
    • Excellent Communication and organizational skills.
    • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.

    Sub Awards Coordinator

    Program / Department Summary

    USAID's Office of Food for Peace recently awarded funding to a Mercy Corps-led consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties. Mercy Corps’ NAWIRI consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.

    General Position Summary

    The Sub Awards Coordinator works under the guidance and supervision of the Senior Sub Awards and Compliance Manager, working closely alongside the Chief of Party, Finance and Grants Manager, Consortium members and the Mercy Corps Finance team in Kenya. Sub awards Coordinator will be based in Nairobi with significant travel to the field.

    Essential Job Responsibilities

    PROGRAM MANAGEMENT

    • Work with the Partnership and Capacity Building Manager in identification, due diligence, and assessment of Local Implementing Partners in Mercy Corps operational counties, including preparation of partner agreements as per donor guidelines and requirements. 
    • Support in the development and implementation of organizational capacity assessment tools geared towards the determination of LIP functional and programmatic capacities.
    • Support the development and delivery of a joint capacity strengthening plan for sub awarded LIPs on financial, administrative, grants management and donor requirements for effective compliance and accountability.
    • Lead accountability and compliance support for LIPs including development and implementation of regularized monitoring to ensure compliance with donor expectations and requirements.
    • Ensure all LIP documentation, including financial reports is uploaded into donor/project/programme specific shared folders for documentation and action.

    AWARD MANAGEMENT

    • Conduct pre-monitoring of grant applicants to evaluate financial and administrative systems, as needed.
    • Monitor all approved grants and ensure timely financial reporting is completed.
    • Consult program coordinators as needed for enhanced monitoring and evaluation exercises according to Mercy Corps’ best practices and compliance requirements.
    • Support in the development of Mercy Corps’ resource tools for building capacity of local NGOs and CBOs.
    • Identify linkages between projects from different sectors and different geographic areas.
    • Ensure close communication with sub-grantees implementing projects.
    • Identify potential problems during implementation of projects by the sub-grantees and make recommendations.
    • Prepare progress reports on sub-grantees.
    • Conduct financial and administrative training for sub-grantees.
    • Conduct periodic audits of sub-grantees.
    • Following audits and subsequent discussions with the Implementation Manager and Finance and Compliance Director recommend financial and administrative training activities for sub-grantees.
    • Ensure that grant activities comply with Mercy Corps and partner internal policies and procedures, as well as Donor rules and regulations.
    • Participate in the development and implementation of the program’s annual work plans.
    • Ensure that field staff are familiar with grants management procedures.
    • Ensure that sub grantee details are updated in Navigator.

    COMPLIANCE

    • Ensure that the program is executed in alignment with the prime award agreement and the applicable the donor regulations, staying abreast of changes in regulatory environment related to Mercy Corps/donor/grant compliance, update Program procedures as necessary.
    • Identify and communicate compliance risks associated with program implementation. Work with program teams ensure that program activities are designed to be compliant, while facilitating the achievement of the program objectives.
    • Review the Program procurement and program transactions, contracts and other documents for compliance requirements and ensure these requirements are met.
    • Prepare prior approval, waiver and other compliance requests to the donor. Assist subrecipients, as needed with subrecipient compliance requests to Mercy Corps.
    • Prepare and maintain internal and donor compliance-related reports.
    • Provide leadership and direction with regard to any grant or contract functions needed for the program’s success and to provide input on program functions.
    • Ensure the compliance tracker is up to date and reviewed with the relevant departments on a monthly basis.

    Knowledge and Experience

    • A bachelor’s degree in business administration, Finance, Economics, CPA(K) or relevant field with at least 4 years work experience in Finance and Grants Management.
    • Ability to communicate technical, budgetary and program details to staff, grantees and applicants.
    • Report writing with the ability to make recommendations for improvement.
    • Ability to design and implement effective workflow processes and procedures.
    • Knowledge and application of best practices in grant management, software and information technology skills.
    • Analytical capabilities with accounting procedures and processes for structuring projects and experience in monitoring and evaluation.
    • Previous experience developing and implementing projects internationally or with an NGO.
    • Knowledge of Sphere standards and other training in humanitarian response preferred.
