    Finance Assistant ,Service Contract SC5 (equivalent to G5)

    JOB PURPOSE

    To support effective delivery of finance, budget, and administration support services in order to facilitate transparent and efficient utilization of financial resources.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Bachelor’s degree in Finance, Business Administration, Accounting or related fields

    Working Experience: one or more years of progressively responsible work experience in finance and budgeting field.

    Language: Fluency in both oral and written English. Intermediate knowledge of other UN language would be an advantage.

    KEY ACCOUNTABILITIES (not all-inclusive)

    What you will do:

    • Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations.
    • Monitor monthly expenditure forecasts and provide expenditure reports to facilitate informed decision-making.
    • Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.
    • Perform bank reconciliations for the regional bureau accounts and action of reconciliation issues.
    • Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
    • Monitor and record all expenses in line with the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers and other supplier invoices are processed in a timely manner.
    • Monitor and reconcile the Regional Bureau Invoice tracking system by ensuring weekly reports are issued to spending unit focal points and flag any system issues that require escalation.

    • Maintenance of the finance physical and digital repository files.
    • Support with the vendor reconciliation process. Initiate the vendor circularization process, follow up for responses and manage discrepancies.
    • Preparation of the consolidated country offices monthly management closure reports (MMC) and follow up with regional bureau management approval process and submission to headquarters.
    • Coordinate and review of the quarterly external auditors’ inputs from country offices and follow up on incomplete details with respective Country Offices.
    • Support with the regional coordination for the vendors record review exercise to ensure timely compliance.
    • Perform any other duties as required.

    Monitoring Assistant SC4, Kakuma

    ORGANIZATIONAL CONTEXT

    Under the general guidance of Head of Sub-Office and direct supervision by Programme Associate, he/she will perform monitoring activities for cash and in-kind food assistance activities in Kakuma Sub-Office and provide reports. The incumbent will also support the effective delivery of assistance packages

    STANDARD MINIMUM QUALIFICATIONS

    Education: Completion of secondary school education. A post-secondary Diploma or Certificate in  or other related field is desirable.

    Language: Fluency in both oral and written communication of English and Kiswahili.

    JOB PURPOSE

    To perform monitoring activities within a specific coverage area of Kakuma and provide reports to support the effective delivery of assistance packages. 

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
    • Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, to assist in the effective delivery and distribution of food items or non-food items.
    • Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.
    • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
    • Receive and collate comments and feedback from cooperating partners, beneficiaries, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
    • Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
    • Prepare field mission reports to document programme implementation.
    • Provide technical support in planning and implementation of various agricultural activities and processes within relevant WFP policies and guidelines.
    • Arrange for regular community dialogues and sensitization meetings with water user committees, community field facilitators on all agricultural activities within Kalobeyei settlement and host communities.
    • Collate and process information including dissemination to support the production selfreliance reports for the unit, to enable decision-making and the effective management of resources.
    • Perform other duties as requested.
