    Project Officer – Education (Let’s Play and Learn Project)

    Reporting to : Project Manager – Let’s Play and Learn Project

    Grade Level : 12

    Work Location : Illaramatak and Matete

    Purpose of Position

    Provide technical support in the implementation and monitoring of the LET’S PLAY AND LEARN PROJECT to ensure Integration of play in learning through improved skills among teachers, increased access to quality inclusive teaching & learning resources and improved ecosystem that supports learning through play in the identified schools and communities in Matete and Ilaramatak.

    Major Responsibilities

    Project design, Planning and Implementation (45%)

    • Conduct termly material development sessions to enhance skills and increase variety of play materials for the targeted schools.
    • Organize termly quality meetings for targeted teachers to showcase best practices in the integration of play and materials in teaching
    • Support establishment of language and play corner in grade 1-3 classrooms for the targeted primary schools
    • Coordinate the distribution of attractive T/L materials and equipment for the identified target schools to enhance access to materials by learners.
    • Organize fun learning activities to enhance collaboration amongst learners (contest, symposiums, role plays, debates, reading camps) for the identified schools
    • Spearhead sensitization of caregivers on importance of play and T/L materials and equipment to enhance meaningful and deliberate involvement in provision of T/L materials
    • Mobilize BOM members in targeted schools to plan and allocate resources for provision of play materials and equipment to enhance enrich learning Conduct training of Area Advisory Committees at ADP and Sub-ADP levels to enhance their capacity to Prevent, Detect and Respond to Child Abuse
    • Mobilize caregivers termly to develop play and learning materials to enhance access to adequate materials by learners
    • Support quarterly for a with MOE/TSC for project planning, monitoring, coordination and sharing of evidence to inform policy
    • Ensure that parents/caregivers support and engage in early learning opportunities for 0–3-year-old.
    • Ensure Most Vulnerable Children (MVCs) and Registered Children (RC) families are involved as stakeholders and as beneficiaries so that the interventions meet their needs.
    • Promote equal and inclusive access to learning opportunities and participation in play activities for boys and girls to enhance child development and well-being including for children with disabilities
    • Ensure accurate and quality Child Learning PDDs, Project AoP’s and 4D matrix.
    • Ensure effective integration of the project’s interventions with other projects in the program.
    • Promote the sustainability of project interventions by ensuring the ownership by the beneficiaries (community involvement, local administration involvement) of the implemented activities.

    Quality Assurance, Monitoring, Reporting and Documentation (20%0

    • Ensure that children have access to information, consulted, participate and share feedback on project interventions.
    • Ensure alignment of all project activities with the stipulated Design, Monitoring, Evaluation, Accountability & Learning (DMEAL) standards.
    • Ensure sustained data collection, analysis and interpretation to inform decision making at local and National level.
    • Analyze, share and appropriately utilize project information gathered in the Area Programs (Aps) monitoring activities
    • Facilitate regular reflection meetings to ensure action on all issues from the monitoring reports.
    • Develop quality annual, semi-annual and monthly management reports in line with World Vision (WV)and donor reporting guidelines and per project schedule.
    • Ensure adequate participation of parents/caregivers, community members and other stakeholders in the planning, implementation, review and evaluation of the project to promote ownership of project interventions by all stakeholders.
    • Identify project’s best practices and support documentation and dissemination of lessons learnt, best practices and project related data.

    Community Empowerment & Capacity building (10%)

    • Support parental engagement to enhance safe and secure learning environment at household, community and at school.
    • Mobilize and empower parents and caregivers to support their children to achieve expected early learning outcomes.
    • Mobilize community members and facilitate empowerment programmes for ownership and sustainability of the project’s activities
    • Build capacity of communities and partners on integration for synergy and community based monitoring for sustainability of project’s interventions
    • Build the capacity of education (e.g PTAs, BoMs, CBOs,) partners to enable them effectively intervene in the project.
    • Organise training for targeted teachers on integration of play and material development for developing early literacy skills among learners using the Agakhan LtP modules.
    • Coordinate bi-annual training for the targeted teacher coaches to enhance coaching and mentorship skills.

    Collaborations, Advocacy, Engagement, Networking and Partnerships (10%)

    • Strengthen the interaction between the communities and the decision makers by establishing or strengthening existing platforms for advocacy in partnership with other development actors.
    • Empower community to participate in the Annual County Government’s Planning and Budgeting process and influence resource allocation to the priority needs of the most vulnerable groups within the Area Programme.
    • Work with other AP staff to engage in advocacy activities with the government structures at the County level, to address the education needs of local communities and inform national level advocacy initiatives
    • Work with community groups to utilize Citizen Voice and Action (CVA) to enable service users and local partners engage directly with local government to improve the quality of government services for children and to generate information and evidence for use in national level advocacy work.
    • Support community engage constructively with duty bearers and service providers to improve access to, and quality Early Childhood Development (ECD) services.
    • Work together with MOE/TSC for project planning, monitoring, coordination and sharing of evidence to inform policy
    • Collaborate with relevant line ministries to implement project interventions within the APs.

    Resource Acquisition and Sponsorship Management (5%)

    • Provide information to inform fund raising initiatives for ECD
    • Mobilize the community for community contribution in project interventions
    • Ensuring Integrated Sponsorship monitoring
    • Ensure appropriate programming for child wellbeing issues reflected in Single STEP

    Others (5%)

    • Any other duty as assigned by the Supervisor

    Knowledge, Skills and Abilities

    • Minimum Bachelor’s degree in education, early childhood development, and special needs education or their equivalent.
    • Minimum of two years working experience in education sector initiatives at community level
    • Experience in ECD, Child Rights, advocacy and/or Community Development with strong partnership with GoK ministries and Churches
    • A team player, capable of building staff and community capacity through training.
    • Cross-cultural sensitivity and emotional maturity
    • Familiar with current education sector programming
    • Excellent English and Swahili communication skills (both oral and written).
    • Good computer skills in MS office (Excel, word, PowerPoint etc)

    Regional Auditor (RA), WV Kenya

    PURPOSE OF POSITION:

    To provide an independent objective assurance and consulting activity designed to add value and improve the organization’s operations. This will be done by using a systematic approach to evaluate and improve the effectiveness of risk management, internal control and governance processes of the Organization.

    Must prove high standards of professional and social ethics and will conduct regional engagements of varying size and complexity, provide support for planning for the various phases of the field work, carry out audit work as assigned by the Regional Senior Auditor or Regional Audit Manager, provide a summary of audit findings, criteria, risks and recommendations.

    KEY RESPONSIBILITIES:

    Planning:

    • Participate in the Annual Planning Process:
    • Contribute to the preparation of the annual audit plan as will be directed by the Regional Audit Manager (RAM).
    • Active engagement with senior management staff within the NOs in order to gain a good understanding of their business and ensure the efficient execution of assigned audits.
    • Ensure the preparation of pre - audit information and coordinate receipt of information from the auditees before the fieldwork.

    Audit Execution:

    • Conduct detailed risk-based audit work and document findings of all allocated assignments within prescribed Audit Plan time lines.
    • Provide role of Advisor to Senior Leadership in absence of/ as may be delegated from time to time by RSIA or RAM.
    • Review follow up evidence of implementation of audit findings as per auditee “audit implementation plan’’ to ensure audit matters arising are fully resolved.

    Quality Assurance:

    • Ensure WV GIA quality standards are maintained, which includes but is not limited to:
    • Timely audit binder setup and technical execution of audits (planning to completion) in Governance Risk & Compliance (GRC) system.
    • Develop and submit timely audit work and draft findings to Regional Senior Internal Auditor (RSIA) for review.
    • Ensure timely resolution of audit review feedback from RSIA.

    Professional Development:

    • Maintain Continuing Education (CPE) by attending online courses or professional seminars and trainings. The incumbent should maintain a minimum of 40 units per year.

    Other:

    • Provide regular capacity building to Management Teams within NO Portfolios assigned, regarding RBIA and enterprise risk management during field work, and at designated training forums planned by Management.
    • Support and implement the Global Internal Audit (GIA) initiatives deemed to increase the internal audit team effectiveness and efficiency.

    KNOWLEDGE, SKILLS & ABILITIES:

    • Must have prior working experience in audit (Public or private) of not less than three years in a recognized organization, two of which should be at a senior supervisory level. Experience in accredited audit firms and/or in a Non-
    • Governmental organization will be an added advantage.
    • Proven experience in Risk Based Auditing.
    • Strong interpersonal skills, including the ability to influence others and establish credibility with business partners.
    • Cross cultural and multi faith experience.
    • Exposure to various accounting systems.
    • Bachelor degree in Audit, Accounting, Finance or related field.
    • Professional audit certifications (ACCA/CPA/CIA) finalized or in advanced stage of certification process.
    • Must be able to effectively work with new and changing situations including new regulations; where there may not always be a readily apparent solution.
    • Excellent presentation, analytical, interpersonal, time management, research, and communications skills.
    • Maintain a current knowledge base of audit industry practices and to ensure best practices as always considered.
    • Perform all assigned audit duties in a manner that reflects the highest professional standards and complies with the guidelines of the Institute of Internal Auditors.
    • Considerable knowledge of the Standards for the Professional Practice of Internal Auditing and the Code of Ethics developed by the Institute of Internal Auditors.
    • Good command of the English Language, written and communication skills in particular. Knowledge of French/Spanish would be an added advantage.

    Work Environment/Travel:

    Clinical Supervisor - Mental Health & Psychosocial Support

    Reporting to : Mental Health and Psychosocial Support Specialist

    Grade Level : 14

    Work Location : Nairobi,

    Purpose of Position

    To Provide Clinical Supervision and technical guidance to ensure effective implementation of mental health and psychosocial support, GPM+ which will also include supervision of PM+ trainer of trainers.

    To effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

    Major Responsibilities

    Supervision for Mental Health GPM+, and Trainer of Trainers (ToTs), in accordance with project targets 50%

    1. Planning and implementation of the project
    2. Facilitate weekly supervisions for CHWs
    3. Grant interventions implemented within schedule and regular review of project status
    4. Conduct in class and infield competency assessments for CHWs
    5. Conduct randomized fidelity checks for CHWs
    6. Capacity building of CHWs on GPM+ and Basic Helping Skills
    7. Ensure care and safety of clients is being upheld and safety risks are adequately responded to
    8. Provide materials for supervision sessions to the CHWs

    Monitoring, reporting and Documentation 25%

    • Ensure completion of CHW client tracking and supervision forms
    • Ensure completion of data and its timely data entry
    • Timely Submission of quality project reports
    • Development of a Referral Directory for clients
    • Monitor and report serious adverse events
    • Maintain updated records of weekly supervision sessions
    • Identify and document promising practices
    • Convene forums for sharing and learning on MHPSS interventions

    Capacity Building 10%

    • Prepare all training materials
    • Capacity building of CHWs in Basic Helping Skills and GPM+/PM+
    • Lead capacity building initiatives for communities and partners
    • Facilitate training for the Ministry of Health TOTs

    Engagement and Networking 10%

    • Effective representation of WVK in key stakeholder forums
    • Provide Clinical Supervision to Implementing Partners TOTs
    • Ensure close collaboration with key Government Line Ministries
    • Work closely with the county to develop a supervision model for CHWs

    Other duties 5%

    Knowledge, Skills and Abilities

    • Bachelor’s degree in Counselling Psychology, Clinical Psychology,
    • 4 years working experience in mental health and psychosocial support, one of which has to be at a supervisory level
    • Registered with Kenya Association of Professional Counselors
    • Trainer of Trainers in Problem Management Plus and Psychological First AID
    • Clinical experience at community level, either in a research or clinical capacity
    • Prior experience in community research and stakeholder’s engagement
    • Good computer skills in MS office (Excel, word, PowerPoint).
    • Must understand task-shifting approaches in order to build capacity in community health workers
    • Must show flexibility and openness to different psychological modalities
    • Good understanding of how psychological interventions are delivered and the practice of working with lay helpers
    • Excellent oral and written communications in Kiswahili and English and relationship skills
    • Training and experience in implementation in WHO Low Intensity psychological intervention like Problem Management Plus is an added advantage

    Project Manager -Let's Play and Learn Project

    Purpose of Position

    Provide technical oversight and coordination of the LET’S PLAY AND LEARN PROJECT to ensure efficient and effective implementation of project activities. The job holder will be responsible for the overall strategic and operational management of the project whose objective is to ensure integration of play in learning through improved skills among teachers, increased access to quality inclusive teaching & learning resources and improved ecosystem that supports learning through play in the identified schools and communities in Matete and Ilaramatak.

    Major Responsibilities

    Technical Support, leadership and management (45%)

    • Provide effective, innovative and strategic leadership and direction to the project staff.
    • Develop appropriate implementation strategies for the project.
    • Ensure quality implementation, monitoring and evaluation of the project’s interventions on improved skills among teachers, quality inclusive teaching & learning resources and improved ecosystem that supports learning through play.
    • Ensure social inclusion and conflict sensitive programming.
    • Ensure integration of the grant with other Area Programs (APs) technical project objectives including WVK Initiatives and Child Well- being outcomes in-line with the WVK Strategic priorities.
    • Ensure coordination and integration with other Participate and coordinate quality review and capacity building meetings of staff and stakeholders.
    • Ensure that professional development activities, including performance appraisals, performance agreements, monitoring and needed training and mentoring activities carried out successfully.
    • Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower Project teams.
    • Work with the grant finance team to ensure financial compliance with the set donor standards and that the project expenditure remains within acceptable levels

    Design, Monitoring, Evaluation and Reporting (25%)

    • Guide development of detailed plan that will support delivery of the project objectives throughout the project period appreciating the unique context.
    • Ensure that project’s interventions are implemented in compliance with the Agakhan, GoK, WVK and donor guidelines and regulations.
    • Ensure timely surveys of the Project and dissemination of findings to all partners including GoK and the Donor while ensuring streamlining implementation in respect to the outcomes of the survey.
    • Organize annual review meetings for planning and monitoring of project activities.
    • Compile and submit timely and quality periodic (weekly, monthly, quarterly, semi-annual and annual) reports on the project Implementation and any other reports as required.
    • Work with the design monitoring and evaluation team, consultants, AP team to ensure all project indicators are properly baselined, monitored and mid or end term project evaluation is done as per the proposal and Detailed Implementation plans (DIP) and that any recommendations are promptly acted upon.
    • Ensure identification, documentation and sharing of best practices, change stories and lesson learnt with the relevant partners & stakeholders.
    • Ensure production and dissemination of communications resources for the project to key stake holder
    • Ensure Integrated Sponsorship monitoring
    • Ensure operational standards of the project are maintained leading to acceptable audit performance
    • Ensure implementation of risk and audit recommendations

    • Collaborate with relevant line ministries to implement the project’s interventions within the APs, county and national level.
    • Strengthen networking with relevant government departments especially Ministries of Education and county government to lobby for their active participation in building relevant structures for sustainability.

    • Engage with and manage relationships between partners, and act as the main link between the project and donor.

    • Ensure active engagement on policy at the county level on issues to do with Early Childhood Educational Development (ECED) to increase visibility of the project.
