    Director Corporate Services

    Job Summary

    • Have a Bachelors Degree in either Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
    • Have a Minimum of twelve (12) years relevant work experience and at least five (5) in a management role in the Public Service or Private Sector;
    • Masters Degree in any of the following: Commerce, Accounting, Business Administration, ICT or their equivalent qualification from a recognized institution will be an added advantage;
    • Be a member in good standing of a relevant professional body/Institution;
    • Have a certificate in Leadership Course lasting not less than two (2) weeks from a recognized institution;
    • Be proficient in computer applications;
    • Fulfill the requirements of Chapter Six of the Constitution; and Demonstrate competence in work performance.

    Responsibilities

    • Developing and overseeing the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
    • Developing the Authority’s budget and continuously monitor and evaluate its implementation;
    • Giving oversight to the Authority financial affairs and advise the Authority on financial planning strategies and policies;
    • Ensuring effective and efficient management of the Authority’s resources including Finances and Assets;
    • Ensuring the provision of meaningful, accurate and prompt management accounts and reports to the Managing Director and the Board;
    • Negotiating with banks and donors for appropriate support;
    • Giving oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
    • Ensuring that current and future space and other facility needs are provided for;
    • Providing oversight for effective records management operations;
    • Overseeing performance management system in the Authority;
    • Participating in the development and review of the Institution’s strategic plan;
    • Ensuring compliance with labour laws, public, Public Financial Management Act, IPSAS and IFRS and ISO Standards;
    • Reviewing the Corporate Services business plans in line with the overall strategic objectives and government performance contract;
    • Overseeing operations of HRM, Administration, ICT and Finance & Accounting departments.

    Director Research & Strategic Planning

    Job Summary

    • Have Bachelors Degree in any of the following fields:- Project management, Economics, Statistics, Finance, Engineering or other pure sciencesrelevant and equivalent qualifications from a recognized institution;
    • Have a minimum period twelve (12) years relevant work experience and at least five (5) years in a supervisory role in comparable position in the Public Service or in the Private Sector;
    • Have Masters Degree in any of the following fields: Project Management, Economics, Statistics, Finance, Engineering or other pure sciences and relevant or equivalent qualifications from a recognized institution;
    • Leadership course lasting not less than two (2) weeks from a recognized institution;
    • Be in possession of relevant professional qualifications;
    • Be a member of a relevant professional body;
    • Demonstrate merit and ability as reflected in work performance and results;
    • Be proficient in computer applications.
    • Fulfill requirements of Chapter six of the constitution.

    Responsibilities

    • Oversee development of research and development strategies, tools, management processes and methodologies that will ensure effective identification, evaluation and implementation of projects;
    • coordinate the development of the Authority’s research and planning policy, procedures, guidelines and incentives that create a system approach to research and planning;
    • Coordinate building and sustaining of a deep, corporate-wide capability to innovate by driving and continually measuring innovation Authority-wide with an aim to improve the Authority business spectrum;
    • coordinate the development of skills, tools, management process, metrics and systems to support research and planning across the Authority;
    • oversee innovation idea hypothesis testing, scoping, evaluation and concept experimentation;
    • oversee screening and sequencing of innovative ideas within overall strategic direction;
    • coordinate implementation of quick wins and rapid results initiative with significant value to the business and playing a key role in the identification of new business/services/products and support in their rollout;
    • Ensure development of Research and Planning reports
    • Ensuring department budgets are developed and aligned to work plans;
    • Ensure development of networks and collaborations with partners in order to leverage on strategic partnerships for width, depth of reach, tapping into specialized professionals and gaining financial support;
    • Ensure monitoring, evaluation and progress reporting of projects to the Authority’s management and key stakeholders;
    • Ensuring that the Authority is adequately advised on management of research and planning needs of the Authority.
    • Manage and Supervise department staff;
    • Ensuring prudent utilization of the resources of the division; and
    • Mentoring and coaching staff

    Job Summary

    • Bachelor’s Degree in any of the following disciplines: - Commerce (Accounting/Finance Option), Finance, Business Administration, Business Management or equivalent qualifications from a recognized institution;
    • At least twelve (12) years working experience in the Public Service or Private Sector five (5) of which must be at a senior management position;
    • Have Masters Degree in any of the following disciplines: - Commerce (Accounting/Finance Option), Finance, Business Administration, Business Management or equivalent qualifications from a recognized institution;
    • Must be a Certified investment and financial analyst;
    • Leadership course lasting not less than two (2) weeks from a recognized institution;
    • Proficiency in computer applications;
    • Demonstrated results in work performance; and
    • Fulfill requirements of Chapter six of the constitution.

    Responsibilities

    • Advising Management on Viable Business and investment options and on related matters;
    • Ensure development of policies, regulations, guidelines and strategy for Business Development and investments;
    • Ensure the development of CDA’s investment plans ;

    • Ensure Establishment and linkages with strategic financial partners;

    • Oversee prudent management of all investment portfolios for the Authority;
    • Oversee identification and monitoring of risk and development of hedging mechanism and diversification strategies;
    • Ensuring investment opportunities are aligned with CDA’s strategic objectives;
    • Oversee the undertaking of Portfolio and Investment Research;
    • Liaison with external parties including, project developers and advisers;
