    Tor: Living Goods Organization Incident Management

    OVERVIEW

    • Living Goods is committed to offering a safe and trusted work environment and meeting the duty of care it owes internally to its staff, board and volunteers (CHWs) and externally to its stakeholders (community it serves, partners, clients, donors, Governments, regulatory authorities, consultants). To achieve this, we have initiated a process to review the current safeguarding and related policies, complaint mechanisms and develop training materials. We aim to ensure relevant capacity within the organization specifically with the Field Operations teams while improving the current policies and guidelines. The scope of work will also include the development of safeguarding communication and training material to enable the integration of safeguarding consistently in Living Goods’ approaches and ways of working.

    OBJECTIVE

    • The objective of this consultancy is to support Living Goods (LG) in the development and institutionalization of an enterprise-wide incident management framework to provide a structured approach to identifying, analyzing,  and responding to incidents in the organization to minimize their impact on the business and prevent similar incidents from happening in the future.
    • Living Goods considers incident management capability as a critical factor in guaranteeing our operational resiliency. We believe that operational resilience as a concept is critical in managing operational risk to ensure mission viability by being able to adapt to new risks as they emerge and acting before reacting. Our operational resilience is understood as a function of a robust and strong incident management framework which will be part of our risk and security management activities.

    THE CONSULTANT’S RESPONSIBILITIES

    • This role will be on a 3 months consultancy basis, directly reporting to the Director of Compliance and Grants and interacting majorly with the organizational functional leads at the Global Office and Country Level. A Technical Working Group consisting of Global Executive and Management Team members will oversee the outputs of this consultancy.

    Key responsibilities will include the following:

    • Conduct a current state assessment to understand the current state of incident management in the organization.
    • Facilitate enterprise-wide cross-functional engagement to gather understanding, determinants, and gaps of the organization's current incident management practices.
    • Based on the needs analysis and findings of the detailed assessment make recommendations to the TWG on improvements and best practices for implementation.
    • Develop an incident management framework that outlines the processes, roles, responsibilities, and tools required to manage incidents effectively tailored to Living Goods’ needs.
    • Support the development of standardized methods, workflows, and procedures for the efficient and prompt response, analysis, documentation, ongoing management, and reporting of Incidents aligned to the incident management framework. These should help
    • Identify the incident types.
    • Define the severity levels and associated response times.
    • Steps that should be taken to resolve incidents.
    • Support the development of policies and procedures that define and assign the appropriate roles and to responsibilities for personnel involved in incident management activities.

    SCOPE OF WORK 

    • The consultant will be required to conduct a comprehensive review of LG’s incident management system with the aim of developing an enterprise-wide incident management framework. The consultant will provide advice based on industry best practices and Standards to meet the objectives of the assignment.

    Specifically, the Consultant is required to:

    • Undertake a comprehensive review of the proposed incident management mechanism to identify the needs and management teams across the enterprise and their specific roles and responsibilities (command and control structure with clearly defined RACI)
    • Support management in establishing a policy and corresponding procedures that define the incident management process and key participants.
    • Develop required workflows to illustrate how incidents flow through the incident management process, including detection, reporting, triage, analysis, response, and closure, which should be completed.
    • Develop the required incident management tools (Incident reporting forms, guidelines, and procedures).
    • Identifying people across the enterprise who have a role in analyzing and resolving incidents and their specific roles and responsibilities.
    • Establish a comprehensive enterprise-wide incident management system that supports the organizational mission, goals, or business drivers.
    • Develop a standard orientation program for the organization.
    • Map and ensure linkages of the proposed incident management system to any existing business continuity or disaster recovery plans where and when appropriate.
    • Ensure the incident management systems supports the overall strategy to protect and secure critical business functions and assets.
    • Other specific actions aligned with the key activities.

    DELIVERABLES

    The Consultant will deliver:

    • Inception Report
    • Presentation of draft
    • Final comprehensive LG enterprise-wide incident management framework, tools, and orientation;
    • This will include;
      • Incident management systems Key Performance Indicators (KPIs) to Critical Success Factors (CSFs).
      • Feature system to assign unresolved Incidents to appropriate Tiers.
      • Escalation mechanism.  
      • Incident lifecycle.

    CONSULTANT QUALIFICATIONS

    • At least 3 years of experience in providing consulting services in the field of incident management
    • Extensive experience in technology solutions for organizational processes.
    • Full command of the English language with prior experience and a proven ability for excellent oral and written communication/documentation in the development of Operational and Administrative policy and procedures development.

    Senior Manager - Digital Health & Government Partnerships

    • We now want to take it a notch higher by strengthening our Digital Health team to enable us to customize and build high-performance and scalable mHealth systems. As such, this is an excellent opportunity for a driven candidate to take on a leadership role where you would be committed to building and maintaining a highly productive software engineering team instilled with the ethos of delivering quality solutions. You will lead one of the most important digital health interventions in Kenya which is targeted at revolutionizing the community health landscape in the country. You will report directly to the Chief Digital Health Officer (CDHO) with a close working line to the Kenya Country Director.

    We are looking for someone who can: 

    • Be a part of the Core Digital Health Leadership Group and work closely with the Chief Digital Health Officer (CDHO) and Kenya Country Director to oversee the implementation and provide advisory support for Electronic Community Health Information System (eCHIS) in Kenya for maximizing the health impact as well as sustainable scaleup across various regions as per organizational priorities.
    • Develop and execute a clear and holistic eCHIS blueprint from a digital perspective in close collaboration and alignment with various departmental units including DH, Programs, and Kenya Country Team for supporting the eCHIS program.
    • Establish and inculcate a strong partner ecosystem with external partners (Government, Technology, and Implementing partner) involved with the eCHIS design, development, implementation, and scaleup workstreams.
    • Represent LG in external eCHIS forums and provide clear, effective, and strategic thought leadership for the larger eCHIS initiative in Kenya.
    • Lead and manage the development, work planning/resourcing, mentorship, and upskilling of the team involved with the eCHIS program including career goals and organizational future needs. 
    • Be a leader who has built effective teams that deliver results, technical experts, managers, and future leaders.

    Key Responsibilities

    • Develop a holistic roadmap for eCHIS design, development, implementation, and scaleup as per organizational priorities with a specific focus on technology readiness as well as the Government priorities and vision.
    • Provide digital thought leadership and active representation/participation for LG on eCHIS in external forums including but not limited to Government-led Steering Committees and Technical Working Groups in Kenya to positively contribute and support with proper decision-making to realize the vision of national scaleup of eCHIS in Kenya which will generate high impact on the ground.
    • Support with the design and development of the key ecosystem elements and aspects essential for successful and sustainable implementation and scaleup of eCHIS including both internal LG initiatives as well as the collaboration with external partners. This would include the readiness assessment on key aspects of policy framework, technology ecosystem (software and product roadmap, devices, infrastructure – hosting, network, security, etc.), skillset availability, institutional structures, long-term sustainability on both program and financial fronts.
    • Oversee and guide the establishment, growth, and refinement of the TA model for eCHIS by driving collaborative partnerships with government stakeholders as well as other development partners and donors.
    • Set project structures, and teams and establish alignment with key stakeholders within LG while providing the strategic direction on eCHIS technology roadmap while working closely with external stakeholders specifically the government stakeholders.
    • Develop and execute annual work plans for community health digitization workstream for LG with a specific focus on eCHIS Kenya.
    • Undertaking regular SWOT reviews and risk assessments for identifying gaps and areas of support from eCHIS implementation and scaleup standpoint.
    • Partnering with LG’s Programs and Advocacy team for generating awareness and seeking support from key stakeholders in the system on important ecosystem aspects related to eCHIS implementation and scaleup.
    • Ensuring adoption of best practices needed for effective program delivery including project management practices, proper knowledge documentation, report-outs, etc.
    • Organizing and coordinating meetings and discussions with key stakeholders to eliminate blockers and ensure efficient project delivery.
    • Providing overall ownership and compliance on eCHIS finance/grant management
    • Providing day-to-day direction and guidance to the eCHIS project team to ensure work plans are executed within the defined timelines.
    • Collaborate with the Global Software Engineering (GSE) team in LG and external Tech partners to design, develop and implement reliable, robust, scalable, efficient, and secure systems for eCHIS.
    • Engage and collaborate with senior management stakeholders (Government, Partners) in the external eCHIS ecosystem for technical discussions with appropriate and timely decision making.
    • Provide regular and periodic reports, updates, and insights to CDHO for necessary decision-making and owning the risk register on the eCHIS roadmap.

    Qualifications 

    • BS/MS in Computer Science Engineering / ICT, or related field.
    • 10+ years of professional experience across the ICT domain and/or management consulting domain with a specific focus on public health programs.
    • Prior experience of engagement with Government agencies and stakeholders for national scale program design and implementation would be accorded a higher weightage.
    • The candidate must possess at least 5+ years of leadership experience including hands-on experience in one of the following:
      • Program Management Support and/or Implementation of at least 03 large-scale digital / ICT programs involving service delivery, beneficiary coverage/outreach, process automation/workflow digitalization in any sector with direct government engagement.Or
      • Program Management Support and/or Implementation of 01 large-scale digital / ICT program involving service delivery, beneficiary coverage/outreach, process automation/workflow digitalization in any sector, and 02 small-scale / pilot digital health projects with direct government engagement.Or
      • Program Management Support and/or Implementation of at least 01 large-scale Digital Health program in the space of Community Health with direct government engagement.
    • Prior professional work experience in Africa and particularly East Africa is desirable.
    • Prior experience working in the development sector is desirable.
    • Prior experience in matrix reporting in a large global organization is desirable.
    • Prior experience in managing a team of at least 3-5 team members is desirable.

    Skillsets

    • A strong understanding of the technology systems, platforms, frameworks, and digital ecosystems including the software development lifecycle is essential.
    • A deep understanding of evolving digital health and community health landscape particularly in Africa, including opportunities and challenges and commonly adopted digital health solutions and platforms used in low-resource settings is desirable.
    • A good understanding of government systems, stakeholder engagement, and general functioning is strongly desirable.
    • A good understanding of the public health ecosystem and a detailed understanding of the community health program & landscape is desirable.
    • Strong interpersonal skills to inculcate and develop strong professional relationships with key stakeholders and experience in successfully delivering in a multi-stakeholder environment with a deep understanding of working and engaging with external ecosystem stakeholders at a strategic level to identify correct and workable solutions for given problem statements specifically when there are diverse opinions.
    • Ability to engage with stakeholders with diverse backgrounds specifically at the senior management level and act as a bridge/translator to explain the technical aspects in simple language including the use of basic data analysis for enabling the right decision-making
    • Willingness to work in a dynamic work environment and manage ambiguity as part of decision-making processes.
    • Service-oriented leadership and teamwork approach to support across business teams and diverse partners to deliver optimal solutions that meet organization and partner objectives
    • Desirable to have good experience in advocacy and policy development around digital interventions.
    • Excellent communications skills, both orally and written specifically with respect to the usage of MS Word Suite including Word, Excel, and PowerPoint tools.

    Senior Manager - Community Health Systems Strengthening (CHSS).

    Purpose of the role:

    • LG Kenya seeks to recruit a Senior Manager, Community Health Systems Strengthening who will oversee the scoping and scaling into new implementation support sites, lead and support advocacy and relations on strategic engagements with Key stakeholders towards adoption & scaling of DESC with a focus on sustainability.  The incumbent will drive LGK partnership strategy operationalization

    Key Responsibilities:

    • Develop & oversee overall Country scaling strategy: both Direct & Indirect Implementation support – scoping, negotiations, validation of the enabling environment, contracting, resourcing requirements, and investments and transition in line with desired DESC maturity frameworks.
    • Continuously refine framework Country Implementation support blueprint inform County roadmap and broader LG new Country blueprint. Based on maturity and overall change of context
    • Map, establish & nurture relations with strategic stakeholders to drive the adoption of DESC with sustainable financing frameworks; Senior MOH officials Bilateral, Multilateral & Influential implementing partners.
    • Define and drive the health financing as a strategic pillar Country’s sustainability framework– Landscaping, donor intel, influence Govt budgetary allocation etc – Guide teams on Spearhead the cost validation and resource mobilization initiatives at the Country level (including unlocking of government financing) – Bills, operationalization of CHS acts, budgeting, etc.
    • Coordinate all HF initiatives with County governments – e.g., proposal responses in coordination with Business Development (BD) teams.
    • Provide strategic technical input in relevant policy formulation & resource mobilization at the National and county level.
    • Support with catalyzing adoption / scale up of e-CHIS Nationally
    • Lead demand and coverage of digitization and digital tools to drive impact within the community health space.
    • Develop and implement project plans with the involvement of all relevant stakeholders.
    • Outline objectives, expectations, plans, resource requirements, and budgets and coordinate resources with LG and partners/stakeholders.
    • Offer technical support in the development of strategic and operational plans at the national level.
    • Lead and develop the Community Health System Strengthening organization (Managers, officers & other roles as required) .
    • Support documentation of learnings to inform New Country blue print and dissemination at strategic fora
    • Oversee coordination & implementation of USAID HSS project

    Qualifications and Experience Required:

    Academic Qualifications

    • Masters in health, social sciences, Information Technology, Health economics or related field.

    Work Experience

    • Minimum of 10 years’ experience working in public health programs/research/ Strategic advocacy/ Health economics or related fields
    • Experience in Health programming, partnerships, co-design, innovative health financing, championing policy change/ advocacy as well as working directly or indirectly with bilateral/multilateral projects.

    Competencies/Attributes:

    • Managerial experience in a senior position.
