    Director Research & Planning

    GRADE COB 3

    Reporting to the Controller of Budget, the successful candidate will ensure strategic leadership in formulation and implementation of research policies, systems and procedures.
     
    Key Responsibilities:

    • Head the Research and Planning Directorate;
    • Coordinate the development and implementation of research strategy, policies, systems and procedures;
    • Facilitate implementation of the strategic plan for the institution;
    • Spearhead and coordinate the organization’s research assignments;
    • Collating and analyzing macro-economic, socio-economic and fiscal data;
    • Oversee objective research and analysis on budget implementation policy issues with the ultimate goal of advising on improvement in budget implementation;
    • Any other relevant duties assigned by the Controller of Budget from time to time.

     Requirements for the position:

    • Must have a Master’s Degree in Economics, Statistic Planning or its equivalent  from a recognized University;
    • Must have a Bachelor’s Degree in Economics or Commerce from a recognized University;
    • Must have at least 10 years’ relevant work experience at senior management level;
    • Must be well versed with the Constitution of Kenya;
    • Possesses broad knowledge in Research and Project Management

    County Budget Coordinator

    GRADE COB 6

    Reporting to the Chief Fiscal Analyst – County Governments, the officer will be responsible for analyzing the performance of the County government budgets and preparation of periodic and special reports. Qualified persons from Tana River, Embu, Kajiado, Kericho, Kirinyaga, Makueni and Samburu Counties are encouraged to apply.
     
     Key Responsibilities:

    • Day to day running  and management of the County Office;
    • Analyze the performance of County government budgets;
    • Organize public participation programs to disseminate information on budget implementation in the counties;
    • Prepare monthly reports on withdrawals from the County Revenue Fund;
    • Prepare monthly, quarterly, annual and special reports on implementation of the budgets of the County governments;
    • Monitor and analyze monthly expenditure returns from the County government in order to analyze and report on county funds utilisation;
    • Verify supporting documents for withdrawal of funds from County Revenue Fund and process all requisitions for withdrawals;
    • Analyze county government budgets by sector, sub-sector, economic classification, programs and projects;
    • Any other relevant duties assigned by Chief Fiscal Analyst – County Governments
    • Promoting Prudent Financial Management in the Public Sector

    Required Education, Skills and Experience:

    • Must have a Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from  a recognized university;
    • Must be a Certified Public Accountant of Kenya ( CPA-K) and or its equivalent 
    • Must have at least three (3) years relevant work experience from a reputable organization;

    Internal Auditor

    GRADE COB 6

    Reporting to the Chief Internal Auditor, the successful candidate will assist in implementing and reviewing internal control systems, internal audit policies, systems and procedures in line with audit work plans and report as required

    Key Responsibilities:

    • Implement internal control systems for the organization
    • Carry out periodic and special audits;
    • Implement and maintain internal audit policy, systems and procedures;
    • Implement the audit plan; 
    • Prepare period/special audit reports;
    • Undertake internal audits in accordance with international standards on auditing;
    • Verify correctness and validity of pension claims;
    • Any other relevant  duties assigned by the Chief Internal Auditor

    Required Education, Skills and Experience:

    • Must have a  Bachelor’s Degree in Business Administration,  Commerce, Finance/Accounting or its equivalent from a recognized University;
    • Must have at least 3 years relevant work experience from a reputable organization;
    • Must be a Certified Public Accountant of Kenya ( CPA-K) and or its equivalent 
    • Must be an active member of a relevant professional body with good standing

     Required Skills and Personal Attributes

    • Excellent communication and interpersonal skills
    • Integrity
    • Team Player
    • Must be well versed with the Constitution of Kenya, 2010 and Public Finance Management Act, 2012.

    Manager Finance/Accounts

    Reporting to the Chief Manager Finance and Accounts, the successful candidate will be responsible for implementing and maintaining sound accounting procedures, policies and systems in line with generally accepted accounting standards.
     
    Key Responsibilities:

    • Ensure implementation of a sound financial management policy framework;
    • Ensure proper books of accounts are maintained;
    • Ensure timely preparation of budgets and periodic financial reports ;
    • Implement sound accounting policies, systems and procedures in line    with generally accepted accounting standards;
    • Ensure compliance with statutory requirements.
    • Oversee preparation of monthly cash flow statements and bank    reconciliation statements;
    • Any other relevant duties that may be assigned by the Chief Manager Finance/Accounts from time to time.

    Required Education, Skills and Experience:

    • Must have a Bachelor’s Degree in either Commerce, Business Administration, Finance or its    equivalent from a recognized university;
    • Must have at least 5 years’ experience in Financial Management and Accounting.
    • Must be a Certified Public Accountant of Kenya ( CPA-K) and or its equivalent
    • Must be an active member of a relevant professional body with good standing
    • A Masters degree in either Business Administration, Finance or its equivalent from a recognized university will be an added advantage.
