    General Manager, Technical Services

    JOB REF: PPRA/GM/2/2021

    Reporting to the Director General, the job holder will be responsible for realization of the Authority’s strategic goals and objectives in the implementation of the PPADA,2015 and its Regulations of 2016 by providing leadership and direction to the technical services directorate through coordinating of various functions including legal and regulatory compliance in procurement law, investigations, enforcement,monitoring and evaluation, research, advisory services, stakeholder’s management and quality assurance.

    Person Specifications

    For appointment to this grade a candidate must have: –

    • Bachelor’s Degree in Procurement / Supply Chain Management, Commerce,Business Administration, Economics, Finance or any other relevant degree from a recognized institution;
    • Master’s Degree in Procurement / Supply Chain Management, Commerce,Business Administration, Economics, Finance or any other relevant field from a recognized institution;
    • Professional Diploma in Supply Chain Management;
    • Membership of the Kenya Institute of Supplies Management or other recognized procurement professional body;
    • At least Twelve (12) years relevant experience Seven (7) years of which should have been in the level of management;
    • Leadership course of at least 4weeks from a recognized institution;
    • Proficiency in computer applications;
    • Demonstrated merit and ability as reflected in work performance and results; and
    • Fulfilled the requirements of Chapter Six of the Constitution.

    Director General

    JOB REF: DG/1/2021 (1 POST)

    The Director General is appointed pursuant to Section 15(1) of the Public Procurement and Assets Disposal Act, 2015. Reporting to the Board, the Director General is the Chief Executive Officer of the Public Procurement Regulatory Authority and is responsible for the day to day management and administration of the affairs of the Authority and overseeing the execution of the Authority’s mandate. The Director General is appointed by the Cabinet Secretary on the advice of the Public Procurement Regulatory Board and is the Accounting Officer and Authorized Officer of the Authority.

    Specific duties and responsibilities entails:

    • i. Day to day management and operations of the Public Procurement Regulatory Authority (the Authority);
    • ii. Secretary to the Board and custodian of the Authority’s seal;
    • iii. Ensuring prudent management of resources of the Authority;
    • iv. Ensuring effective implementation of the Authority’s mandate;
    • v. Providing effective strategic direction on business related proposals and resource mobilization for the Authority’s activities;
    • vi. Providing strategic leadership in the development, implementation review of the strategic, business and annual plans to achieve the Authority’s mandate;
    • vii. Ensuring proper interpretation and implementation of Board decisions and resolutions;
    • viii. Ensuring development and implementation of policies, strategies and internal control systems for delivery of effective and quality service to internal and external clients;
    • ix. Advising the Board on the performance of the Authority’s core mandate and functions;
    • x. Advising the Cabinet Secretary responsible for The National Treasury & Planning on policies and strategies relating to Public Procurement and Asset Disposal;
    • xi. Initiating development of strategic partnerships and collaborations with the National and County Governments, development partners and other like-minded institutions;
    • xii. Leading in change management;
    • xiii. Ensuring effective communication between management and the Board, as well as between different levels of management and stakeholders;
    • xiv. Providing leadership and fostering teamwork among employees;
    • xv. Managing corporate risk;
    • xvi. Ensuring development and approval of the budget;
    • xvii. Ensuring compliance with statutory and legal obligations;
    • xviii. Fostering a culture that promotes ethical practice within the Authority;
    • xix. Ensuring succession management and employee growth and development;
    • xx. Ensuring that the Authority leverages on ICT in service delivery; and
    • xxi. Spokesperson of the Authority.

    Person Specifications

    For appointment to this grade a candidate must have:

    • At least fifteen (15) years’ relevant work experience, ten (10) years of which must be at a senior management position in procurement and supply chain;
    • Bachelor’s degree in procurement / Supply Chain Management /Law/Finance/Commerce /Business Administration/Economics or a related field from a recognized University;
    • Master’s Degree in a related field of study from a recognized University;
    • Professional qualification in Supply Chain Management;
    • Membership in a related professional body;
    • Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer application;
    • Demonstrated clear knowledge and understanding of:-
      • Local, national and international policies and regulatory frameworks governing the Public Procurement and Asset Disposal Systems;
      • Public Finance Management Act, 2012;
      • Public Procurement and Asset Disposals Act, 2015 and its attendant Regulations;
      • Mwongozo: The Code of Governance for State Corporations.
    • Fulfilled the requirements of Chapter Six of the Constitution.
    • Shown merit and ability as reflected in work performance and results

    The terms and conditions of service shall be approved in line with the Public Procurement and Asset Disposal Act, 2015.

    Manager ICT

    JOB GRADE PPRA 3JOB REF.: ICT/3/2021 (1 POST)

    Job Specifications

    The Job holder will drive the Authority’s ICT agenda and provide technical leadership and advisory to the management of the Authority. He/she will be responsible for developing, implementing, administering, and managing all ICT policies, standards,strategies and security initiatives enabling service delivery in the Authority.

    Person Specifications

    The ideal job holder shall have:

    • At least nine (9) years relevant experience in information communications technology or a related field;
    • Bachelor’s degree in any of the following fields: computer science; computer technology; informatics; computer science and technology; Information systems, informatics and computer science, information technology, computer security and forensics, business information technology, electrical/electronic engineering, telecommunications engineering or its equivalents from a recognized institution;
    • Master’s degree in any of the following fields: computer science, information systems, information technology, business information technology or any other ICT equivalent qualification from a recognized institution;
    • Professional ICT certificate from a reputable institution in a relevant area such as system or database management, information security, network administration, service support operations, system administration or software development;
    • Member of a relevant professional body;
    • Demonstrated merit and ability as reflected in work performance and results; and
    • Fulfilled the requirements of Chapter Six of the Constitution.
