    Organizational Strengthening Specialist

    Responsibilities:

    • Responsible for day-to-day management and oversight of HICD/institutional strengthening activities.
    • Oversee performance analyses.
    • Develop and oversee implementation of a communications strategy.
    • Lead the development of a performance solutions package for (RIGO).
    • Plan, schedule and oversee technical assistance to RIGO to implement recommendations.
    • Draft scopes of work for short-term trainers and consultants and coordinate and oversee their work.
    • Conduct ongoing monitoring of interventions through established performance monitoring systems, and, in coordination with senior project management, adjust work plans and timetables as necessary.
    • Manage day-to-day communications, problem resolution, internal and external formal communications, and respond to feedback from beneficiary partners.
    • Coordinate and facilitate trainings, workshops, and other events as necessary.
    • Ensure all technical and administrative obligations of human and institutional capacity development are met in a timely and results-oriented fashion.
    • Manage all technical aspects of institutional capacity development.
    • Contribute to project reports, activity design, work planning, and the project’s monitoring and evaluation plan.
    • Draft notable project successes for use in success stories and project publicity.
    • Communicate issues, successes, and problems immediately to the COP.
    • Perform other tasks as assigned.

    Qualifications:

    • At least ten 10 years of experience implementing organizational development, institutional strengthening, change management, and/or local capacity building is required and more experience is preferred.
    • Advanced degree in organizational development, business administration, public administration, international affairs, development studies, or other related field.
    • Experience with USAID Organizational Performance Index measurement tool (OPI) or its equivalent preferred.
    • Experience in public sector reform is desirable.
    • Experience in trade facilitation is desirable.
    • Excellent writing and presentation skills.
    • Preference for candidates designated as a Certified Performance Technologist (CPT) or Human Performance Improvement (HPI), but not required.
    • Experience working on donor-funded activities preferred.
    • Business-level fluency in English (written and verbal) is required.
    • Fluency in French and Arabic (written and verbal), is required for Djibouti position.

    Monitoring and Evaluation Specialist

    Responsibilities:

    • Ensure quality of all assessments, data, analytical reports, and evaluations, including the testing of the development hypothesis.
    • Assist Technical Teams to review and revise the intermediate results in their results frameworks, as necessary, for more effective implementation and monitoring.
    • Periodically review and discuss indicators and reporting with IPs and COTR/AOTRs, and help operationalize indicators by assisting USAID Technical Teams with definitions, data collection, and data analysis.
    • Provide technical assistance and training, as needed, for USAID, IP and GOK staff (to the extent they are involved in USG projects).
    • In collaboration with the project recruiter, assist in finding stellar short-term team members.
    • Assist in the capacity development of the national M&E staff.
    • Other duties, as assigned by the Chief of Party.

    Qualifications:

    • At least 10 years of international experience in the analyses and assessments, participatory data collection methods and protocols, and data verification techniques.
    • At least seven years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects
    • A graduate degree in the field of evaluation, international development or a related technical field.
    • Maintain experience in coaching organizations and project staff in capacity building for competency in monitoring and evaluation.
    • Experience working on donor-funded activities preferred.
    • Experience working with senior level government officials is required.
    • Experience working with African intergovernmental bodies is preferred.
    • Business-level fluency in English (written and verbal) is required.
    • Kenyan nationals preferred.

    Communication Specialist

    Responsibilities:

    • Responsible for the project’s communication strategy within a multi-stakeholder framework and raise public awareness of the RIGO Working Groups.
    • In collaboration with the three RIGOs, develop and implement communication campaigns for project activities.
    • Develop and coordinate Technical Advisor publications.
    • Prepare, review, and edit news releases, newsletters, web material, reports, and publications and ensure that they comply with USAID branding requirements.
    • In collaboration with the RIGOs and project staff, organize press conferences (when appropriate and approved by the COP and USAID) and draft and review speeches and presentations.
    • In collaboration with the RIGOs and beneficiary ministries, take and/or supervise the taking of pictures and videos of project activities with technical assistance, as needed.
    • Draft project success stories for submission to the Chief of Party.
    • Update and manage the project website and supervise the work of the webmaster.
    • In collaboration with the RIGOs and project staff, participate in media interviews if approved by the COP.
    • Coordinate the translation of documents in English, French or Arabic.
    • Identify opportunities for dissemination of documents created by this regional program and overseas. Coordinate and manage archived project reports of activities, outreach material, digital photos, stakeholders, and beneficiaries, etc.
    • Ensure that all project communications are in conformity with USAID branding requirements. Collaborate with the Monitoring & Evaluation Specialist to gather data for performance monitoring reports and assist in writing reports when needed.
    • Draft weekly, monthly, quarterly, and other reports as needed regarding project activities.
    • Perform other related activities as requested by the COP.

    Qualifications:

    • Minimum seven (7) years of experience in the Regional of East Africa in communications, journalism, media relations or a related field.
    • Experience with writing press releases and success stories, development of scripts for radio and video spots and use of social media channels to reach the public preferred.
    • Bachelor’s degree in communications or related-field.
    • Familiarity with foreign assistance and USAID’s contributions to Kenyan society preferred.
    • Demonstrated ability to work with internal and/or external parties including USAID and public institutions.
    • Expert skills in Microsoft Word for report and document preparation. Skills in publication software preferred. Proven skills in PowerPoint and other presentation software.
    • Experience working on donor-funded activities preferred.
    • Business-level fluency in English (written and verbal) is required.
    • Kenyan nationals preferred.

    Deputy Chief of Party

    Responsibilities:

    • Provide overall leadership for the financial and administrative aspects of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
    • Establish and oversee financial systems in accordance with USAID and MSI requirements and international best practices. 
    • Lead budget planning and reporting.
    • Work closely with partnering and subcontracting organizations to ensure rigorous financial and contract management.   
    • Develop and manage the project procurement system.
    • Provide oversight of the human resources and recruitment function, including ensuring adherence to local laws.
    • Oversee an initial security assessment and ensure adherence to USAID and MSI security requirements throughout the life of the project.
    • Liaise with counterparts in the MSI home office on the full complement of financial and administrative functions.

    Qualifications:

    • Minimum 15 years of international experience.
    • A Bachelor’s degree or equivalent in finance or a related subject required; Master’s degree or MBA is strongly preferred.  
    • Experience managing finance and administrative functions for an international development project required. Experience with USAID projects and projects >$20 million preferred.
    • Knowledge of relevant US federal regulations and procedures is preferred. 
    • Experience working on donor-funded activities preferred.
    • Business-level fluency in English (written and verbal) is required
    • Kenyan nationals preferred.

    Chief of Party

    Responsibilities:

    • Responsible for day-to-day management and oversight of the economic growth and institutional strengthening activities.
    • Oversee performance analyses.
    • Provide overall leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
    • Oversee fulfillment of all contract delivery requirements including reports.
    • Manage and supervise the work of project personnel and subcontractors to achieve project objectives and targets, and ensure timely implementation.
    • Oversee internal management of the project including budget, procurement and security serve as principal liaison with USAID, counterparts, and stakeholders.

    Qualifications:

    • Minimum 15 years of international experience.
    • Master’s degree in public administration, international relations, economics, business administration, law or a related field.
    • Substantial technical experience, working within public sector institutions is strongly preferred.
    • Prior experience as Chief of party, or equivalent for USAID projects is preferred.
    • Demonstrated strong leadership, management, resourcefulness, and integrity.  
    • Knowledge of relevant federal regulations and procedures is preferred.
    • English fluency required.
    • Experience working on donor-funded activities preferred.
    • Experience working with senior level government officials is required.
