    Logistics Coordinator – Dadaab.

    Job Description

    The Logistics Coordinator will be responsible for coordinating and supervising Food and Non-food items distribution items to the Refugees in Dadaab. The incumbent will ensure effective and efficient warehousing, asset, fleet and fuel management best practices. S/He is expected to demonstrate CARE Kenya core values of Integrity, Excellence, Respect and Commitment when undertaking his/her responsibilities, promote rights and good governance and promote gender responsive behaviors 
    The employee shall fully comply with CARE policies and procedures and should be accountable for it.

    JOB RESPONSIBILITY 1: Overall Coordination and logistics management – 50%

    • Identify requirements, establish and maintain all logistical infrastructure for better management of warehouses in Dadaab main office and camps.
    • Frequent visit to all camps to monitor the warehouses organization, review records and ensure it is maintained up to date both in hard copy and electronically, either in excel or update of record in any EPR used by CARE or donor.
    • Coordination of logistics in Dadaab including distribution of food and non-food items to the refugee populations located in North Eastern Kenya.
    • Approve commodity requests slips for all sectors/units.
    • Coordinate preparation of warehousing monthly update reports.
    • Conduct random physical checks of warehouse stocks.
    • Take up discrepancies identified with management for decision-making.
    • Ensure security of warehouse through training and delegation of responsibilities for locking and material releases in coordination with Safety and Security Coordinator.
    • Represent CARE Kenya during donor agencies (UNHCR, WFP etc) planning meetings on areas concerning Logistics.
    • Develop, manage and monitor all operations related budgets.
    • Work within the budget limits and be able to account for all expenditure incurred.
    • Together with the Donor agency staff, participate in joint quarterly and yearly project evaluations/ appraisals.

    JOB RESPONSIBILITY 2: Development, revision and ensure proper use of logistics policies/SOPs – 10% 

    • Develop logistics policies/ systems and procedures.
    • Review and revise Logistics SOP at least once a year.
    • Engage internal and external stakeholders for input before roll out of logistics Standard Operating 
    • Procedures (SOP).
    • Ensure all staff are engaged and understand the Logistics Standard Operating Procedures (SOP).

    JOB RESPONSIBILITY 3: Fuel and Fleet Management – 30%

    • Ensure fleet wave is used and complete information is updated in the system.
    • Ensure fuel and fleet records are maintained accurately both in hard copy and electronically including gate passes, commodity requests, vehicle logs
    • Ensure commodity request for fuel for generators and vehicles are recorded in hard copy and electronically.
    • Oversee the overall transport activities including coordination of workplans 
    • Approving road and flight manifests as per CARE guidelines.
    • Review monthly vehicle reports and ensure effective and efficient utilization of fuel and vehicle management.

    JOB RESPONSIBILITY 4: Staff   management and reporting -10% 

    • On continuous basis, manage the logistics support staff on leave management, performance and personal development and capacity building, mentoring, recruitments, time sheets, 
    • Provided support, guidance and on job training to sector staff on various fields of need.
    • Prepare Bi-Weekly and monthly, quarterly and annually statistical and narrative donor reports.
    • Observe and maintain timely reporting to management/ donors as required.

    WORKING CONDITIONS
    The position is based at Dadaab Main Office (DMO) with frequent movements to the Camps Hagadera, Ifo and Dagahaley as well as any other extension camps and program sites. This is a non-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys). Strict adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy. The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required.

    Qualifications

    Education: Bachelor’s Degree in Business Administration/Logistics/Statistics 

    Experience:  5 years relevant experience in a busy Logistics Coordination role preferably with an international NGO

    Competencies 

    • Sound background in project management, fleet management, Administration and Warehousing practices.
    • Good working knowledge of Logistics procedures, systems and reporting skills.
    • Ability to work effectively in a multicultural team environment.
    • Flexibility and adaptability to change and accepting work assignments outside normal working hours.

    Office Assistant/Service Adviser – Dadaab

    Job Description

    Reporting to the Assistant Workshop foreman, S/he will provide support to the Workshop and other Mechanical services operations. 
    Under general direction, S/he will work with the Assistant workshop foreman to coordinate the technical, administrative and customer service operations of an assigned Fleet Service under Mechanical Service Unit Operations.  
    S/he will be responsible for making initial motor vehicle diagnostic assessments, coordinating the workflow of the workshop and preparing vehicles for disposition or reassignment; Ascertaining performance problems in liaison with Fleet Workshop Forman and services requested; verifying warranty and service contract coverage; developing estimates; generating work orders through Fleet management system; maintaining customer rapport and records.
    S/he Will assist other staff members with general office and secretarial tasks.


    JOB RESPONSIBILITY 1: CUSTOMER CARE SERVICES – 35%

    • Receive vehicles and interprets information provided by users or drivers in order to diagnose maintenance issues specify repairs to be performed and estimate service time.
    • Prepares vehicle work orders and inspection forms, and coordinates scheduled vehicle maintenance through the fleet management system.
    • Coordinates the activities of several inter-related work teams by prioritizing and advising workshop Supervisor tasks to ensure the timely completion of all work required in the maintenance, repair, service and/or removal of vehicles, while monitoring workshop operations for safe performance.
    • Coordinates maintenance and repair jobs records and feedback on Partners vehicles and Equipment with appropriate service contract and dealers in order to expedite work and maximize benefits of warranties and service contracts.
    • Maintain fleet management register of equipment & vehicles data and maintenance history
    • Analyzes inspection forms and work orders in order to determine specific needs accident and methodology required for optimal equipment performance and reliability to reduce on down time

    JOB RESPONSIBILITY 2: QUALITY OFFICE MANAGEMENTS – 35%

    • Tracking of maintenance schedule and review Work Orders after jobs are completed and update technician labor hours in tracking software. 
    • Maintains records in order to provide accurate and current documentation of all shop activities and archive management.
    • To operate the computerized fleet management system, including manual data capturing.
    • May be required to undertake any other duties consistent with the Job/grade as reliever to Assistant Workshop foreman.
    • Maintain and monitor office supply stock levels and arrange to replenish.
    • Forwarding PR’S to the procurement office and financial documents for approval to the support manager.
    • Prepare Sitrep report, fleet data base and invoicing partners.

    JOB RESPONSIBILITY 3: DOCUMENTATION AND CONTROL OF WORKSHOP RECORDS – 30%

    • Prepare and update leave roster, annual leave, and arrange production of statistical information as required.
    • Updating of technical correspondence, photocopying and reception duties.
    • Produces correspondence, reports, forms and related materials when need arises.
    • Prepare Sitrep report, fleet data base

    Qualifications

    • Diploma in Business Management.
    • Diploma in Mechanical Engineering or any related field will be an added advantage.

    Auto Mechanic

    Job Description

    Reporting to the workshop Foreman, the primary role of the Auto Mechanic is repair and servicing fleet booked at the workshop for both auto electric and mechanical tasks, diagnosing faults on the fleet and determining the extent of repairs required.  Stripping, fitting and replacing components on fleet of various makes, types and models.  S/He shall undertake inspections, repairs and routine preventative maintenance for the fleet in Dadaab region and ensure that all vehicles, plant and equipment meet or exceed set repair and maintenance standards. The emphasis on quality control and customer centered attitude will be the hallmarks of her/his day to day work. S/he will be required to comply with the Workshop Standard Operating Procedures, Internal Control Procedures and CARE’ Kenya’s vehicle operation & maintenance management policy
    The role of the Auto Mechanic will be as follows: 

    Job Responsibility 1: Preventive and breakdown maintenance of motor vehicles and equipment – 35% 

    • Carry out the mechanical/electrical preventive maintenance and repair of vehicles, plant and equipment including but not limited to Isuzu trucks, 4×4 vehicles, tractors, backhoe loaders, and heavy vehicles of various makes, types and models. 
    • Prepare vehicles/equipment available for use by inspecting and testing vehicles; completing preventive maintenance such as, engine tune-ups, oil changes, tire rotation and changes, wheel balancing, replacing filters.
    • Service and maintain all mobile air Conditioning systems and other related accessories.
    • Maintain vehicles in functional conditions by listening to operator complaints; conducting inspections; repairing engine failures; repairing transmissions, differentials, hydraulic pumps malfunctions; replacing parts and components and computerized vehicle gadgets, air brakes, electronic fuel injection (EFI) and mobile air conditioner systems.
    • Maintain vehicle records by recording service and repairs while ensuring they are signed before handing over the documents to supervisor.
    • Verify vehicle serviceability by conducting test drives; adjusting controls and systems.
    • To rescue breakdown vehicles in the field and provide defect reports on the root cause and actions taken into the breakdown.
    • Request for spare parts and other necessary sundries/consumables; requisitions must be approved by the supervisor.
    • Take responsibility of approved spares and work in progress for intended purpose.
    • Get the repair of vehicles/equipment first time right away to avoid down time and repeat work.
    • Account for all tools and equipment assigned to or on temporary request.

    Job Responsibility 2: Safety precautions and quality control – 35%

    • To consistently deliver high quality repairs in the required timeframes, which will ensure clients’ needs and requirements are met. 
    • To ensure that all electrical appliances are turned off in the evening before closing for the day.
    • To complete all work orders and record all additional repairs and parts and ensure that a checklist has been performed.
    • Ensure workshop safety rules and procedures are followed, including designating highly flammable substances and use of right tools and equipment.
    • Complies with statutory regulations of vehicle requirements by testing engine, safety, and combustion control standards.
    • Observe and implement NEMA environmental laws concerning the handling of hazardous materials routinely used in fleet service operations.
    • Observe Occupational Safety and Health Administration (OSHA) regulations, and fleet policies and procedures pertaining to the safe performance of fleet service operations.
    • To segregate used parts before disposal.
    • Maintains vehicle/equipment appearance by cleaning and washing.

    Job Responsibility 3: Mechanical and electrical diagnosis and interpretation of repair manuals – 30% 

    • Interpret instructions, technical manuals (manual/digital), illustrations, specifications, diagrams, schematics and other guides in conducting repairs and modifications.
    • Keeps workshop equipment operating by following operating instructions; troubleshooting breakdowns; performing preventive maintenance; inform supervisor of any pending repairs.
    • Skilled usage of measuring instruments and test equipment such as engine analyzers, injector testers, ignition timers, lactometers, ammeters, ohmmeters etc.
    • Ensure proper use of vehicle computer-controlled diagnostic machine on engine, fuel and ignition, ABS braking and transmission systems
       

    Qualifications

    • Diploma in Mechanical Engineering (Automotive/Plant) and must have a Valid driving license with Class B, C, E
