    Embu Water and Sanitation Company (EWASCO) Limited was incorporated as a company by Embu Municipal Council in March 2003. The Company became operational in March 2005 and the financial operations of the Company were separated from those of the Municipal Council in July 2005. After devolution the Company is wholly owned by the Embu County Government. Water supply network coverage in 2005 was 23 km2 out of 80 km2(29% coverage) and has increased to 775 km2 in 2017 out of 975 km2(79.5% coverage).     Head of Corporate Services

    JOB REFERENCE: EWASCO/HR/006/2020

    Embu County is seeking to recruit a self-driven individual for the position of Head of Corporate Services .

    Reporting to the Managing Director, the successful candidate will be responsible for providing leadership and effectively coordinating the Administration, Human Resources, ICT and PR functions, ensuring effective support for the Company from these functions.

    Key Responsibilities

    Managerial Responsibilities

    • Lead the development of policies and systems to support efficient functions framework.
    • Lead the development of procedures and processes to ensure efficient service delivery and quality of services to exceed customer expectations.
    • Initiate, develop and maintain sound and mutual relationship and network with relevant public and private bodies and institutions critical to the success of the functions.
    • Be responsible for the recruitment, development and retention of a strong team of staff for the function.
    • Ensure the competence and efficiency of staff in the function in terms of knowledge, skills and attitude.
    • Ensure effective management of staff in the department.
    • Sets guidelines for staff in the department to ensure an efficient workflow in a work environment that fosters high degree of personal integrity, team spirit and outstanding work standards.
    • Lead in undertaking performance management activities for the department.
    • Determine Section budgets in liaison with the Section heads supervised.
    • Compile the annual departmental needs for inclusion in the Annual Procurement Plan and budget.

    Operational Responsibilities

    • i. Oversee the functions of Human Resource, PR, ICT, Administration and Logistics.
    • ii. Develop overall annual strategic plans towards achieving set organizational objectives.
    • iii. Develop strategies to guide the Company’s Communication and Corporate Social Responsibilities’ activities to the Stakeholders and surrounding communities respectively.
    • iv. Develop and oversee implementation of PR, marketing, branding and advertising strategies in coordination with external consultants.
    • v. Develop departmental plans with respective Section Heads supervised.
    • vi. In partnership with departmental heads, identify business development and growth opportunities.
    • vii. Initiating special studies, market and competitive research pertaining to the future of the institution.
    • viii. Oversee all operations and business activities within the department and ensure they produce the desired results and are consistent with the vision, mission and strategy for the Company.
    • ix. Act as a point of contact and build trust relations among all the departments within the Company.
    • x. Ensure an effective working environment throughout the entire Company.
    • xi. Prepare and submit timely reports as required.
    • xii. Undertake continuous professional development to keep up with current industry trends.

    PERSON PROFILE

    • Master’s degree in a business-related field
    • Bachelor’s degree in Commerce, Business management, Business administration or any other business-related field
    • At least 12 years’ experience, 5 of which should be in a Senior Management position coordinating varied functions
    • Proficiency in ICT with strong MS office and internet ability
    • Excellent planning and organizational skills

    Head of Internal Audit

    JOB REFERENCE: EWASCO/HR/005/2020

    Embu Water and Sanitation Company LTD, a public water utility company fully owned by the County Government of Embu and with a mandate to provide water and sanitation services in Embu County is seeking to recruit a self-driven individual for the position of Head of Internal Audit .
    Reporting to the Audit, Risk and Governance Committee of the Board and functionally to the Managing Director, the successful candidate will be responsible for providing the conduct of independent appraisal of the effectiveness and improvement of policies, procedures and standards of management of financial and physical resources of the Company, lead risk assurance and carry out value-for-money audits

    Key Responsibilities

    A. KEY RESPONSIBILITIES


    Managerial Responsibilities

    • Provide strategic direction in the Internal Audit and Risk Assurance function of the Company.
    • Develop systems for the evaluation of financial, information systems and operational procedures to ensure adequate internal controls are present.
    • Develop, document, implement, test and maintain a comprehensive internal audit plan to ensure compliance with applicable laws, regulations, and the Company’s policies and procedures.
    • Develop and document systems for reviewing and monitoring the Company’s risk management system and make appropriate recommendations for improvements based on industry best practices.
    • Ensure sound practices in internal audit/risk management that conform to international best practice, International Professional Practices Framework (IPPF), International Financial Reporting Standards (IFRS), International Audit Standards (IAS) and the Retirement Benefits Authority (RBA) Act 2007.
    • Ensure a competent and motivated internal audit team through quality hiring, training and evaluating of staff; and taking corrective actions to address performance gaps.
    • Provide sound leadership and supervision to the staff in the department.
    • Prepare comprehensive internal audit draft annual budgets.
    • Ensure compliance with the approved budget including prudent and timely spending.
    • Ensure timely reporting of the department’s performance.
    • Ensure sound systems, policies and procedures for effective functioning of the department are in place.

    Operational Responsibilities

    • Develop EWASCO Internal Audit Charter and review it regularly.
    • Regularly perform risk exposure assessments.
    • Act as Secretary to the Audit, Risk and Governance Committee of the Board.
    • Act as a link between the external auditors and the internal audit function and the Company as a whole.
    • Follow up on recommendations given by external audit team and other regulatory bodies.
    • Oversee the preparation of audit reports with relevant recommendations.
    • Prepare annual audit schedules, programs and annual internal audit plan (risk-based audits) aligned to the threats and risks identified in the strategic plan – to ensure the company achieves its strategic goals and objectives.
    • Determine that all operations carried out at EWASCO are in conformity with existing laws and regulations, and internal policies and procedures and are consistent with both institutional objectives and good business practices.
    • Lead in conducting risk-based audits and prepare appropriate recommendations on minimization of risks to safeguard EWASCO’s assets.
    • Carry out systems audits of all departments and appraise the application and adequacy of accounting, financial, procurement, IT and other controls.
    • Review the credibility and integrity of financial statements by ensuring that they have been prepared in accordance with the relevant Regulations.
    • Ensure that noncurrent assets of EWASCO have been safeguarded, their physical condition is proper, they exist and they are correctly valued.
    • Ensure that the information contained in the financial statements is complete and reliable for effective decision making.
    • Review the economic efficiency and effectiveness in the utilization of EWASCO resources in order to achieve its objectives.
    • Review the adequacy, design and effectiveness of the Internal Control Systems to monitor the quality of such controls, detect any weakness and provide recommendation for improvement through analysis of the accounting system to ensure that security levels are well guarded.
    • Identify and qualify key business risks estimating the probability of occurrences and their impact on EWASCO and make appropriate recommendations.
    • Train employees and members of the Board on the roles of effective internal Audit.
    • Evaluation of strategic plan in terms of performance achieved (half yearly).
    • Preparation of quarterly internal audit reports for audit committee.
    • Undertake continuous professional development to keep up with current industry trends.
    • Undertake any other duties as may be assigned.

    PERSON PROFILE

    • Master’s degree in a business-related field
    • Bachelor’s degree in Finance or Accounting
    • Full professional qualification in either CPA (K), ACCA, CISA or CIA
    • Member of ICPAK or CIA
    • At least 12 years’ experience, 5 of which should be in a senior management position
    • Proficiency in ICT with strong MS office and internet ability
    • Excellent planning and organizational skills
    • Strong analytical skills
    • Excellent communication skills
    • Strong leadership skills
    • Good interpersonal relations skills

    • Develop and maintain networks with key stakeholders to facilitate technical operations including donors and fund-raising partners.
    • Prepare master programs for technical assignments on projects and water distribution.
    • Review and approve designs for works.
    • Monitor and evaluate technical works to ensure adherence to laid down budgets, timelines, policies and procedures.
    • Advise on viability of projects, related infrastructure and land.
    • Review and evaluate proposals and works and recommend improvements.
    • Oversee production schedules from the plants.
    • Oversee maintenance of infrastructure to undertake technical works.
    • Review and recommend technical partners for operational assignments.
    • Coordinate external reporting to technical matters to regulators, WSB, donors, and others, and ensure reports are accurate and timely.

    • Bachelor’s degree in Civil Engineering
    • Registered with Engineers Board of Kenya as a Professional Engineer
    • Member of the Institution of Engineers of Kenya (MIEK)
    • At least 12 years’ experience, 5 of which should be in senior management position
    • Proficiency in ICT with strong MS office and internet ability
    • Excellent Networking and stakeholder management abilities
