    Care and Treatment Lead

    Project:            CDC: Supporting the Sustainable Implementation of Comprehensive High-Quality HIV Prevention, Care and Treatment Programs in Nairobi County/Western Region of Kenya under PEPFAR   

    Location:         Nairobi County/Western Region, Kenya

    Reports to:      Co-Principal Investigator /Deputy Principal Investigator

     

    We are currently seeking qualified candidates for the position of: Care and Treatment Lead  

    Summary of Position:

    The Care and Treatment Lead will provide overall technical leadership and support in the design, planning and implementation of all aspects of HIV care and treatment component of the program, including PMTCT and TB, as well as integration of the same with Reproductive Health (RH)/Family Planning (FP). This will include development of relevant technical strategies and innovations.  The incumbent will ensure that technical assistance leads to high quality services; increased coverage and uptake of HIV care and treatment, PMTCT, TB/HIV services, adherence support and retention for all populations, including key and priority populations. This position will collaborate closely with other program leads, technical officers from county and national governments, CDC, and other relevant stakeholders to lead capacity transfer strategies, achieve targets, utilize evaluation to inform program strategy and sustainably strengthen the health systems for HIV/TB/PMTCT services. The position will be based at the project’s main office with significant travel to supported counties, sub counties and health facilities. The Care and Treatment Lead will report to the Co-Principal Investigator.

    Duties and responsibilities

    • Provide technical leadership and technical support related to clinical management of HIV/AIDS, PMTCT and its integration with Reproductive Health/Family Planning strategies.
    • Coordinate the design, planning and implementation of HIV clinical care/ART, PMTCT, RH/FP.
    • Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and TB; and by strengthening the capacity of field staff and health care workers.
    • Provide technical assistance in capacity building to strengthen capacity of program staff and facility staff, in collaboration with CDC, County Health Management Teams (CHMTs) and Sub County Health Management Teams (SCHMTs) to achieve program objectives and results, including achieving HIV epidemic control. 
    • Develop guidelines, tools, standard operating procedures, and recommendations related to the implementation, evaluation of clinical management of HIV/AIDS, PMTCT and RH/FP. 
    • Provide leadership in the development of lessons learned related to clinical management of HIV/AIDS, PMTCT, RH/FP and apply these lessons to improve the program.
    • Monitor and ensure that the program meets the milestones and targets set by the donor in accordance with the program work plan, ensures all activities are conducted in close coordination with the donor and County Governments, and are aligned with Government of the Kenya (GOK) standards, protocols and policies;
    • Use technical quality, leadership, and accountability (TQLA) as a central strategy to provide technical assistance to program staff to design, develop, implement, monitor, and evaluate strategies to effectively integrate various components of service delivery elements as appropriate.
    • Liaise with the Co-Principal Investigator and counterparts within the health system at national and county levels to ensure quality service provision in the high burden sub-counties/areas.
    • Stay abreast of latest technical developments in the field of care and treatment and support the CHMTs and SCHMTs to apply cutting edge strategies to the HIV programming.
    • Work closely with program staff in the field offices to ensure coordination in implementation of technical strategies.
    • Oversee the development of all regular and ad hoc care and treatment technical reports, as well as other deliverables; Represent the program on issues of clinical management of HIV/AIDS, PMTCT and RH/FP with external audiences at conferences and other fora as needed.
    • Support the Co-Principal Investigator in project management to achieve strategic goals.
    • Support performance management and professional development of direct reports, including ongoing feedback, coaching and career support; and
    • Perform other duties as assigned.

    Desired knowledge, skills, and attributes

    • Knowledge of health and development programs in Kenya.
    • In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental settings.
    • Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS, including provision of ART.
    • Advanced training in HIV Clinical Care/ART and/or CT/PMTCT.
    • Registered member of the Kenya Medical Practitioners and Dentists Board
    • Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among program staff, health care workers, county and sub-county officials, consultants, sub-awardees, program beneficiaries, other stakeholders; Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff;
    • Articulate and able to communicate in a clear, professional manner with clients and staff.
    • High degree of proficiency in written and spoken English communication, including presentation and training skills.
    • Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision, and well-developed computer skills.

    Minimum Requirements

    • MBChB/MB.BS/MD/ or similar degree with 10 years of relevant experience, and at least 5 years of progressive experience working in the health or development field in Kenya.
    • Possession of an MPH or post graduate degree in a related field is required.
    • A minimum of 5 years of experience in designing, implementing, managing, and leading HIV care and treatment programs (especially with ARV programs) for a large project involving multiple partners, stakeholders, and geographic target areas in Kenya.
    • Prior experience as a Technical Director/ Care & and Treatment Lead or senior leadership role at a similar level of a PEPFAR or CDC-funded project is required.
    • Strong knowledge and familiarity with cutting-edge HIV programmatic strategies and clinical expertise, with the ability to perform complex data analyses and make recommendations based on findings. Must also have the ability to articulate and disseminate information via multiple channels with clear communication in English.
    • Previous experience in providing technical assistance, strengthening health systems, and building capacity of program staff. Previous experience with TQLA will be an added advantage.
    • Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines, as well as to lead and work collaboratively with others. Must be able to develop and maintain sound professional relationships among project staff, partners, host government and other stakeholders.
    •  Proven experience in project development, planning and facilitating technical training. 
    • Familiarity with Kenya public sector health system and NGOs is highly desirable; and
    • Ability to undertake extensive local travel, and limited international travel as assigned.

    Co-Principal Investigator

    We are currently seeking qualified candidates for the position of a Co-Principal Investigator  

    Summary of Position:

    The Co-Principal Investigator will be responsible for the overall technical oversight of the program, including providing technical leadership in the design, planning and execution of sound technical strategies and best practices in the program areas targeted by this program. Reporting to the PI, the Co-PI will take a leadership role in ensuring technical implementation and ensure the program meets stated goals and reporting requirements. The Co-PI will directly supervise the program’s senior technical and program staff and will lead development of the project’s annual work plans, overseeing the achievement of targets set in the work plans and reporting on progress toward achievement on a weekly, monthly, quarterly, semi-annual and annual basis. S/he will work closely with the  CDC technical teams to review and re-align program implementation strategies to achieve the expected program outcomes. S/he will take a technical leadership role in coordinating overall technical implementation strategies with program technical leads, Government of Kenya (GOK) structures at the national and county levels, and other partners.

    Duties and responsibilities

    • Work in close collaboration with the PI to plan and oversee senior level technical assistance for the program;
    • Provide the overall program technical leadership and direction in the design, planning, implementation, and monitoring of program activities  and ensure seamless integration, coordination of all components of the program to facilitate timely delivery on planned activities.
    • Identify technically sound, cost-effective, and practical approaches to enhance provision of comprehensive HIV prevention, care and treatment services that are consistent with CDC's strategies/regulations, international standards and GOK policies and priorities.
    • In consultation with the GOK county counterparts, ensure timely co-development, co-implementation and  co-monitoring of the annual work planning process that will strengthen the capacity of the county, sub-county, and health facility levels to deliver comprehensive high-quality HIV prevention care and treatment interventions.
    • Work closely with PI and technical teams to ensure that all program activities and deliverables are programmatically sound and of the highest technical quality.
    • Ensure that regular quarterly, semi-annual and annual program reports, along with ad hoc reports requested by the donor are accurate, of the highest quality, and submitted in a timely manner.
    • Serve as a member of the project senior management team, providing input to decision making and action planning and helping to communicate decisions and important issues to program staff accordingly.
    • Work closely with M&E Lead and other Technical Leads to ensure that quality management is well integrated into both program interventions and internal processes and procedures.
    • Provides day-to-day supervision to technical staff in the program and ensures technical quality of the work of the technical unit/team.
    • Support the PI in programmatic representation, strategic development, and quality control duties, including liaison with CDC and government stakeholders to respond to their informational, data and monitoring requirements.
    • Contribute to the tracking of progress, analysis of data and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders; and
    • Perform other duties as assigned.

    Desired knowledge, skills, and attributes

    • In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental contexts.
    • At least five years of demonstrated, recent experience within the capacity of a senior staff in HIV/AIDS prevention, care and treatment; and/or quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
    • Demonstrated ability to work effectively with government representatives, other implementing partners, local community organizations, donors, and other stakeholders, particularly at the county level.
    • Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among project staff, consultants, and recipients of project TA and support.
    • Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff.
    • Articulate and able to communicate in a clear, professional manner with clients and staff; and
    • Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    Minimum Requirements

    • A minimum qualification of medical doctor (MD) plus Master of Degree in public health infectious disease, or related discipline.
    • Concrete and clear understanding, and knowledge of Kenya’s health care system and National HIV program.
    • At least ten years of proven and demonstrated experience in technical and strategic planning, implementation, monitoring, and supervision of comprehensive HIV program.
    • At least 10 years of reputable technical leadership and program management experience in large complex public health programs.
    • At least five years of demonstrated senior- level experience in the design, planning, implementation, and overall technical management of donor funded HIV programs.
    • Demonstrate decision making ability, problem solving ability, competency to work independently when required and under stressful conditions, and the experience of operating in a management culture built on consensus and results.
    • Experience in supervision of senior technical staff within an NGO setting.  
    • Expertise in care, treatment, and support for adult, pediatric HIV/AIDS/eMTCT, and TB at the clinical level, with the ability to understand full range of issues around the clinical management of HIV/AIDS and TB including provision of ART.
    • Sound knowledge of HIV prevention strategies such as Recency testing, Smart testing approaches, VMMC, PreP and cervical cancer.
    • At least 5 years of senior-level experience within INGO-led, USG-funded public health programs focusing on HIV/AIDS, including ART.
    • Demonstrated ability to interact professionally with, gain credibility/respect from, and maintain strong relationships with key project stakeholders, especially county and national governments officials, and the donor.
    • Experience in reporting writing based on USG/CDC guidelines is an essential requirement for the position; and
    • Should have the knowledge of and experience in training and capacity building and must be fluent in written and spoken English.
