    Monitoring Evaluation and Learning Advisor

    Functional responsibilities

    The MEL Advisor will be responsible for the design, implementation and technical quality of all monitoring and evaluation activities on the project. S/he will ensure that systems are in place to ensure quality data reporting and promote learning and knowledge sharing. The M&E Lead will also direct implementation science and evidence utilization for the project. S/he will develop and deploy systems to make data, tools, materials and products relevant to M&E, available timely to the project. This position will communicate, connect, and coordinate with other HQ and country office technical staff, partners, faculty, government and stakeholders, and donor to ensure successful design and implementation of the M&E portfolio of activities expected.  This position will provide highest level strategic technical and program M&E leadership and quality assurance and will take a lead role in disseminating lessons learned from M&E at national and regional forums. The position will be based at the project’s main office, and s/he will report to the Technical Project Director.

    Duties and responsibilities

    • Lead the design and implementation of the project’s M&E activities, including developing and executing the project’s evaluation and result measurement plan.
    • Support the project leadership and partners to develop and implement appropriate M&E standards and guidelines.
    • Provide technical assistance on the design and implementation of qualitative studies and quantitative surveys for NCDs, educational and social services, including sampling strategies, survey instruments, survey implementation, data analysis, report writing, and dissemination of results. This may include cross sectional surveys, trials for improved practices (TIPS), sentinel surveillance, lot quality assurance sampling, focus group discussions, in-depth interviews.
    • Oversee the dissemination of information on project evaluations, successful and promising approaches, lessons-learned and other program results to local, national and regional-level intergovernmental bodies, funders, partners and other stakeholders.
    • Promote forums that facilitate collaboration, learning and action as a result of this information among these actors.
    • Contribute to strengthening data collection and information systems including providing capacity building (TA and training) as needed in strategic collection and use of data to track inputs, processes, outputs and outcomes, undertaking periodic reviews and participating in planning M&E system to strengthen actions, as well as other initiatives.
    • Contribute to work plans, quarterly and annual reports, financial reports, and others summarizing project results and evidence.
    • Perform other duties as assigned.

    Desired knowledge, skills and attributes

    • In-depth knowledge of educational and social services, simulation mode of teaching, NCDs, including medical faculties, governmental and non-governmental contexts.
    • Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among project staff, consultants, partners and recipients of project TA and support.
    • Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff.
    • Articulate and able to communicate in a clear, professional manner with clients and staff.
    • Sensitivity to cultural differences and understanding of the social, political, ethical issues surrounding Tunisian medical community.
    • Ability to work independently and manage a high-volume workflow.

    Minimum Requirements

    • Bachelor’s degree in monitoring and evaluation, public health, demography, health management, social science, bio-statistics, statistics or related field. Master’s degree or higher preferred.

    • Minimum of eight years of experience with progressively increasing responsibility in designing, implementing, managing and leading M&E activities for large public health programs, including educational and social service, NCDs, technical assistance, health systems strengthening, integrated health service delivery, human capacity and organizational capacity development.

    • Strong quantitative or mixed-method analytical skills. Must be able to use MS Excel Word, PowerPoint and Access, and at least one data management software program, such as R, SAS or SPSS. Experience training others in its use is highly desirable.

    • Demonstrated ability to engage in knowledge management and be able to articulate technical information clearly and effectively to both technical and non-technical audiences, including excellent report writing, analytical and communication skills, as well as strong oral presentation skills in English.Ability to undertake extensive local travel, and limited international travel as assigned.

    Senior Technical Officer Strategic Information

    Job description:

    The Senior Technical Officer SI (STO-SI) will be the lead technical staff responsible for strategic information functions related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. The STO-SI will work closely with the project leadership and country-level programs team to enhance or develop systems across sites to monitor service delivery and performance in real-time in order to plan services more effectively and to meet reporting requirements. STO-SI will lead efforts to strengthen monitoring and evaluation (M&E), and performance reporting within the targeted geographic area, which may include building capacity of community organizations and other stakeholders to monitor, document and analyze the performance of their HIV services and activities and ensure data quality. S/he will work with the epic program team to develop and support continuous quality improvement systems to ensure ongoing program improvement and reaching of targets.  The STO-SI will ensure program data are tracked, verified, and supporting documentation is maintained and reported to the epic Botswana leadership, FHI 360 HQ, USAID/PEPFAR and in DATIM.  The STO-SI will liaise with the Country Project Director and government of Botswana counterparts responsible for national- and state-level SI and support coordination with national health management information system.

    Position Responsibilities

    • Provide technical leadership in design, development, planning, implementation, and capacity building for staff in data collection, analysis, visualization, dissemination, and use of data from different sources.
    • Provide oversight for development of performance monitoring plans and development of systems for data collection, collation, analysis, and use.
    • Responsible for accomplishing assigned tasks following the standards and practices of the department and/or PEPFAR indicators/requirements. 
    • Work closely with the epic SI teams and country project leadership to provide oversight for development of performance monitoring plans and development of systems for data collection, collation, analysis and use;
    • Oversees compilation of M&E data for inclusion in monthly High Frequency Reporting (HFR), quarterly reports and other ad hoc reporting requests and ensures reporting is aligned with donor and EpiC program requirements.
    • Review, analyze and evaluate the effectiveness of projects and make recommendations for enhancements;
    • Ensure that SI systems and project implementation adhere to the appropriate global strategy and remain technically sound
    • Maintain constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners in Botswana;
    • Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other organizations
    • Support the analysis and use of data from routine information systems and special surveys to influence the design and scope of the project;
    • Reviews and/or writes M&E plans, papers, and reports and ensures their accuracy and appropriateness.
    • Perform other duties as may be required.

     

    Minimum Qualifications:

    • MPH or MS/MA in relevant degree with 3 to 5 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS and FP service delivery at the community level.
    • Experience in providing M&E support to programs working with key populations including one or more of the following is preferred: sex workers, men who have sex with men, transgender persons and people who inject drugs
    • Familiarity with Botswana public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) is highly desirable.
    • Previous experience working with USAID or PEPFAR supported programs and KP-led organizations, including familiarity with USAID M&E reporting requirements.
    • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
    • Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.
    • Demonstrated ability to portray complex data sets in easy-to-understand formats including visualizations.
    • Demonstrated working knowledge of Botswana health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data.
    • Previous experience in building capacity for generation and use of SI in CBOs.
    • Excellent communication, writing, and oral presentation skills in English.
    • Previous experience in Botswana preferred.
