    Senior Human Rights Officer/ Coordinator (Temporary Job Opening), P5

    Responsibilities

    • Within delegated authority, the Senior Human Rights Officer, Coordinator will:
    • Supervise the development of investigation plans, methodology and tools to collect and process all data;
    • Support the Members of the Fact Finding Mission on substantive, operational and administrative procedures and ensure their implementation;
    • Manage the overall work of the Secretariat of the Fact Finding Mission, including by facilitating constructive internal work-flows, information sharing, accountability and performance management;
    • Perform other duties as required.

    Education

    • Advanced university degree (Master's degree or equivalent degree), in law, political science, international relations or another discipline related to human rights is required.
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of ten (10) years of progressively responsible work experience in human rights, or combined experience in human rights and international humanitarian law or international criminal law is required. A minimum of five (5) years of experience in managing teams is required.
    • A minimum of two (2) years of experience carrying out human rights, international humanitarian law or international criminal law investigations is desirable.
    • Relevant working experience in or on the region is desirable.

    Programme Management Officer, P3

    Responsibilities

    • Within delegated authority, the Programme Management Officer will be responsible for the following duties:
    • Participates in the development, implementation and evaluation of activities of the EU-UN Global Terrorism Threats Facility, with a specific focus on strengthening the full, equal, meaningful representation and representation of women within government entities involved in preventing and countering terrorism and in ensuring gender responsive approaches to CT/PCVE; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    • Undertakes consultations with the Counter-Terrorism Committee Executive Directorate, other UNOCT programmes, other UN entities, as well as European Union (EU) services and projects in exercising their functions, particularly in the design of Facility activities.
    • Performs consulting assignments, in collaboration with the clients of the EU-UN Global Terrorism Threats Facility, by planning and facilitating gender equality related workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change, in close cooperation with the EU.
    • Researches, analyzes and presents information gathered from diverse sources related to gender equality, gender mainstreaming and women´s full, equal and meaningful participation in preventing and countering terrorism.
    • Performs other duties as required. Work implies frequent interaction with the following: Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies.
    • Representatives and officials in European Union institutions and EU funded-projects, national governments, international organizations, consultants.
    • Results Expected: Develops, implements, monitors and evaluates assigned programme/projects.
    • Provides thorough, well-reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc.
    • Develops and maintains effective working relationships.
    • Promulgate coherent policies, and consistent adherence to these by clients. Efficiently uses resources.

    Education

    • Advanced university degree (Master’s degree or equivalent) in management, international law, international affairs, security, gender affairs or a related field.
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of three years of experience in the field of CT/PCVE is required.
    • A minimum of three years working directly with gender and security related areas is required.
    • Demonstrated experience is required working with government entities involved in CT/PCVE planning and operations, such as intelligence, law enforcement, judiciary, corrections, and other security bodies, as well as national gender machineries and women-led civil society organizations, in Sub-Saharan Africa or the Middle-East region.
