    Roster of Consultants - Cancer Control Plan

    Purpose of consultancy

    To provide technical expertise to Member States in the support of cancer control programme development; to contribute to formulation and/or implementation in national cancer control plans; to contribute to guidance and/or tools to support government agencies in the cancer control plan development and/or implementation strategy for WHO cancer initiatives (breast, cervical and childhood cancers).  

    Deliverables

    • Deliverable 1: Provide technical guidance to Member States – at their request – as part of cancer-related mission including WHO cancer initiative (breast, cervical and/or childhood cancers) or imPACT review as part of cancer control policy development.
    • Deliverable 1.1: Conduct situational analysis of cancer control in selected Member State including contributing to technical inputs and synthesizing data contributed by the government and internal and external partners active in cancer control.
    • Deliverable 1.2: Meet regularly with WHO staff at all three levels (country office, regional office, and headquarters) to organize country support.
    • Deliverable 1.3: Develop and write reports documenting current status and recommendations for strengthening cancer control programme for selected Member State in line with WHO guidance.
    • Deliverable 1.4: Draft brief operational strategy to contribute to implementation of recommendation including roles and opportunities for internal and external partners active in cancer control.
    • Deliverable 2: Contribute to technical guidance towards the achievement of relevant national targets in cancer control including reduction of premature mortality from cancer and increasing access to cancer services as part of universal health coverage.
    • Deliverable 2.1: Provide essential guidance on the design, implementation, and coordination of national cancer control plans in line with WHO recommendations.
    • Deliverable 2.2: Advocate and provide strategic, technical, and programmatic advice for the development, update and implementation of cancer policies and activities.
    • Deliverable 2.3: Provide guidance on use of tools to allow governmental stakeholders finalize cancer plans and define and implement priority interventions. 
    • Deliverable 3: Promote and contribute to a community of practice in national cancer control experts through strategic dialogues, relevant networks, and multi-stakeholder partnerships.  
    • Deliverable 3.1: Discuss with relevant scientific and technical partners, including but limited to the International Atomic Energy Agency (IAEA) and International Agency for Research on Cancer (IARC) relating to technical expertise provided to Member States.
    • Deliverable 3.2: Contribute to the identification, documentation, systematization, dissemination and scaling-up of good practices and lessons learned in the area of cancer control as part of a community of practice (WHO Knowledge Action Portal).

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Band B and C: Advanced university degree in medicine with specific qualification in cancer-related field including epidemiology, pathology, medical, radiation, surgical or pediatric oncology or oncology nursing.

    Desirable:

    • Degree in public health or public policy.

    Experience

    Essential:

    • Band level B: Over 5 years of relevant experience in cancer and public health. 
    • Band level C: Over 10 years of relevant experience in cancer and public health.

    Desirable:

    • Professional experience in public health or related sector.
    • Work experience in developing countries.
    • Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.

    Skills/Knowledge:

    • Demonstrated expertise of working in a high-level environment at an international level and expertise in supporting national policy dialogues.
    • Excellent writing skills in any UN language, including for technical and general audiences.
    • Excellent interpersonal and communication skills.
    • Ability to work independently and collaboratively.
    • Familiarity with the WHO environment and practices.

    Consultant – Epidemiologist (Yellow Fever)

    Purpose of consultancy

    To define the risk level for countries endemic for yellow fever using standardized methodologies.

    Deliverables

    • Task 1: To conduct sub-national yellow fever risk assessments and develop risk profiles validated with country stakeholders in at least 3-4 countries in Africa. 
    • Output 1: Sub-national yellow fever risk assessment and risk profiles validated with country stakeholders in at least 3-4 countries in Africa (expected by the end of contract).
    • Task 2: To conduct analysis work in collaboration with the Risk Analysis Working Group (RAWG).
    • Output 2: Two updated risk ranking of countries using standardized methodology (expected by early 2023 and mid 2023).
    • Task 3: To provide technical appraisal of a model developed to create vaccine coverage heat maps for countries in Africa to improve identification of critical immunity gaps. 
    • Output 3: Written guidance on use of the model, suggestions for improvement on use of the model to identify immunity gaps (final draft expected by the end of contract). 
    • Task 4: To plan and convene an in-country workshop, assuring MoH engagement and partner participation in relation to a subnational risk analysis for YF in a high-risk country in Africa.
    • Output 4: Technical guidance development for MoH on YF risk analysis (final draft expected by the end of contract).

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university level degree (in epidemiology, public health, or similar field).

    Experience

    Essential:

    • At least 7 years of relevant experience combined at the national and international levels, in the areas of epidemiology, public health risk analysis, public health needs assessments, or health emergencies. 
    • Field experience in Africa, Latin America, or the Caribbean.
    • Prior experience in areas related to health systems or health data.

    Desirable: 

    • Experience with WHO, UN agencies, US CDC or a health cluster member organization.

    Skills/Knowledge:

    • Proven ability in managing and analyzing public health data sets.
    • Excellent communication and presentation skills.
    • Ability to work together as a team with a variety of stakeholders and meet deadlines.
    • Demonstrated ability in risk analysis.
    • Proficiency in the Microsoft office suite of applications (Word, Excel, PowerPoint, Teams, SharePoint) and remote working technologies.
    • Demonstrated knowledge in developing and implementing public health policies and strategies in the context of emergencies. 
    • Expertise in vector surveillance, yellow fever programmes or outbreak responses.
    • Sound knowledge of viral hemorrhagic fevers and/or arboviral diseases.

    Languages required:

    Essential: 

    • Expert knowledge of English. 
    • Expert knowledge of French.

    Consultant – Yellow Fever Immunization

    Purpose of consultancy

    To address the yellow fever immunization gaps by improving its assessment in targeted countries.

    Deliverables

    • Task 1: Identify YF immunization gaps in high-risk countries. 
      • Preparatory work with EYE Vaccine Delivery Working Group (VDWG) and in-country assessments in collaboration with country stakeholders and EYE partners. 
      • Output 1: Reports on vaccination coverage assessments for at least four high-risk countries (expected by end of contract).
    • Task 2: Develop national strategy and workplan to resolve critical gaps in YF vaccination coverage in high-risk countries.
      • Collaborative work with EYE partners, the EYE Risk Analysis Working Group (RAWG) and VDWG to define strategies and develop national workplan as well as organizing workshops with country stakeholders to discuss workplans. 
      • Output 2: Development of strategies and workplan to resolve critical gaps in yellow fever vaccination coverage in at least four high gap areas (expected by end of contract). 
    • Task 3: Support the VDWG in attaining its annual workplan objectives by providing technical input, coordinating a desk review of documents and data and reviewing reports.
      • Output 3: Participation in all VDWG working sessions and related tasks requested by VDWG.
    • Task 4: Finish the development of operational guidance for the PCCS in resource-limited settings and that can be applied in reactive campaigns. 
      • Output 4: Operational guidance for PCCS finalized. (expected by end of contract).

    Qualifications, experience, skills and languages

    • Advanced university level degree (Master’s level or above) in public health, epidemiology, or other relevant disciplines.

    Experience

    Essential:

    • At least 5 years of relevant experience combined at the national and international levels, in planning, programming, implementation of health/Immunization programmes. 
    • Field experience in Africa, Latin America or the Caribbean.

    Desirable:

    • Experience in research (operational or implementation research) or data analysis.
    • Experience with WHO, UN agencies, US CDC or a health cluster member organization.

    Skills/Knowledge:

    • Proven ability in managing and analyzing public health data sets related to immunization activities.
    • Excellent communication and presentation skills.
    • Ability to work as a team with a variety of stakeholders and meet deadlines.
    • Proficiency in the Microsoft office suite of applications (Word, Excel, PowerPoint, Teams, SharePoint) and remote working technologies.
    • Expertise in vaccination coverage surveys. 
    • Background/familiarity with emergency settings.
    • Sound knowledge of vaccine preventable diseases.
