    Roster of Consultants - Cancer Control Plan

    Purpose of consultancy

    To provide technical expertise to Member States in the support of cancer control programme development; to contribute to formulation and/or implementation in national cancer control plans; to contribute to guidance and/or tools to support government agencies in the cancer control plan development and/or implementation strategy for WHO cancer initiatives (breast, cervical and childhood cancers).  

    Deliverables

    • Deliverable 1: Provide technical guidance to Member States – at their request – as part of cancer-related mission including WHO cancer initiative (breast, cervical and/or childhood cancers) or imPACT review as part of cancer control policy development.
    • Deliverable 1.1: Conduct situational analysis of cancer control in selected Member State including contributing to technical inputs and synthesizing data contributed by the government and internal and external partners active in cancer control.
    • Deliverable 1.2: Meet regularly with WHO staff at all three levels (country office, regional office, and headquarters) to organize country support.
    • Deliverable 1.3: Develop and write reports documenting current status and recommendations for strengthening cancer control programme for selected Member State in line with WHO guidance.
    • Deliverable 1.4: Draft brief operational strategy to contribute to implementation of recommendation including roles and opportunities for internal and external partners active in cancer control.
    • Deliverable 2: Contribute to technical guidance towards the achievement of relevant national targets in cancer control including reduction of premature mortality from cancer and increasing access to cancer services as part of universal health coverage.
    • Deliverable 2.1: Provide essential guidance on the design, implementation, and coordination of national cancer control plans in line with WHO recommendations.
    • Deliverable 2.2: Advocate and provide strategic, technical, and programmatic advice for the development, update and implementation of cancer policies and activities.
    • Deliverable 2.3: Provide guidance on use of tools to allow governmental stakeholders finalize cancer plans and define and implement priority interventions. 
    • Deliverable 3: Promote and contribute to a community of practice in national cancer control experts through strategic dialogues, relevant networks, and multi-stakeholder partnerships.  
    • Deliverable 3.1: Discuss with relevant scientific and technical partners, including but limited to the International Atomic Energy Agency (IAEA) and International Agency for Research on Cancer (IARC) relating to technical expertise provided to Member States.
    • Deliverable 3.2: Contribute to the identification, documentation, systematization, dissemination and scaling-up of good practices and lessons learned in the area of cancer control as part of a community of practice (WHO Knowledge Action Portal).

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Band B and C: Advanced university degree in medicine with specific qualification in cancer-related field including epidemiology, pathology, medical, radiation, surgical or pediatric oncology or oncology nursing.

    Desirable:

    • Degree in public health or public policy.

    Experience

    Essential:

    • Band level B: Over 5 years of relevant experience in cancer and public health. 
    • Band level C: Over 10 years of relevant experience in cancer and public health.

    Desirable:

    • Professional experience in public health or related sector.
    • Work experience in developing countries.
    • Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.

    Skills/Knowledge:

    • Demonstrated expertise of working in a high-level environment at an international level and expertise in supporting national policy dialogues.
    • Excellent writing skills in any UN language, including for technical and general audiences.
    • Excellent interpersonal and communication skills.
    • Ability to work independently and collaboratively.
    • Familiarity with the WHO environment and practices.
