    Protection Officer-LGBTIQ+

    Overall purpose of the role:

    The purpose of this position is to support the successful management, coordination & implementation of the GBV protection activities for Lesbian, Gay, Bi-Sexual, Transgender, Intersex, Queer and other (LGBTIQ+) persons in Kakuma and Kalobeyei. The tasks involved will be in GBV prevention through promotion and enhancement of the rights of LGBTIQ+ refugees with community members and structures and in GBV response through quality case management to LGBTIQ+ survivors of GBV in Kakuma camp and Kalobeyei settlement. The officer will be responsible for reporting on a weekly and monthly basis on LGBTIQ+ protection activities undertaken and representing DRC at meetings with donors and agencies. S/he will supervise the professional development of the Protection Assistant(s) and Para-Counselors by designing and delivering internal and external trainings as needed, providing guidance in the field and ensuring the quality of services provided. S/he will work and liaise closely with the Protection Officer-Prevention, Psychosocial Officers and Protection Assistants on documentation of program activities as per the donor requirements

    Responsibilities

    Project (Case) Management:

    • Support the maintenance of an effective and confidential case management system.
    • Ensure provision of professional and confidential psychosocial services to survivors of GBV and other beneficiaries through a survivor-centered case management approach.
    • Develop professional, effective and appropriate GBV psychosocial programming, including direct individual and group counseling including support groups.
    • Develop and ensure implementation of psychosocial activities that are responsive to the needs of refugee women, girls, men & boys, and LGBTIQ+ persons.
    • Participate in maintaining and updating quality GBV Information Management System (GBVIMS) database on a regular basis. 
    • Take lead in preparing all relevant reports regarding the LGBTIQ+ activities, beneficiary databases.
    • Take lead in design and development of project concept notes and proposals

    Community Engagement and Outreach:

    • Strengthen and maintain networks with community stakeholders,  including community leaders, LGBTIQ+ CBOs, service providers to ensure that LGBTIQ+ persons receive compassionate support from the community and to encourage greater communication, collaboration and coordination among partners.
    • Support other GBV staff in conducting awareness and sensitization campaigns in the communities on LGBTIQ+ protection
    • Assist in assessing, identifying and analyzing community sensitive interventions geared towards building social cohesion and resilience.
    • Conduct community dialogues and community forums.
    • Establish and maintain networks with existing community structures and other partners for referral and networking purposes

    Budget Management:

    • Regularly update the projects budget tracker for all project expenditure and participate in monthly BFU reviews with the finance team
    • Actively support in grant monitoring through development of detailed/activity implementation work-plan, phased budget, procurement plans, and conduct budget tracking and narrative/financial reporting on outputs  

    Training and Capacity Development:

    Mentor and provide technical support to staff and para-counselors directly involved with the psychosocial and care for SGBV survivors.
    Monitor and supervise case management, including capacity building through training and on-the-job training. 
    Provide guidance regarding psychosocial activities to all partners and community workers to ensure all program activities meet best practice standards

    Coordination

    • Develop and maintain effective working relationships with all stakeholders, including community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
    • Maintain a strong working relationship with Health, Legal and other partners to support the provision of quality care to sexual assault survivors
    • Support the development and strengthening of an effective GBV referral system and coordination mechanisms for Kalobeyei.
    • Lead case conferences and support GBV coordination meetings with partners and community members

    Staff Management and Development: 

    • Provide supervision to Protection Assistant(s) to ensure effective provision of case management and community work.
    • Take lead in ensuring that all protection staff participate in debriefing and professional supervision 
    • Conduct continuous performance monitoring/evaluation for national staff working under him/her
    • Provide leadership and intellectual guidance on the LGBTIQ+ protection program. 

    Experience and technical competencies:  

    • Good and demonstrated understanding on the of prevention and response to Sexual and Gender Based Violence (SGBV) and  diversity and inclusion for persons of diverse Sex, Sexual Orientation, Gender Identity, gender expressions and sex characteristics (SOGIESC).
    • Must have in depth technical expertise in case management and psychosocial support to survivors of SGBV
    • At least 3 years’ hands on experience in community engagement on GBV LGBTIQ+ protection matters and psychosocial support-counseling-to survivors of SGBV and trauma especially LGBTIQ+ persons.
    • Must have experience with operationalizing SGBV principles; Human Rights Law, MHPSS and other relevant international standards in a humanitarian aid setting; Well versed with Humanitarian Accountability Standards
    • Experience in a refugee setting and knowledge of refugee issues 
    • Excellent Analytical, Communication and Report writing skills; Excellent Negotiation and Conflict Resolution skills
    • Strong interpersonal skills and demonstrated ability to establish effective working relations with community members, local staff, beneficiaries, duty bearers and other stakeholders

    Protection Officer-Persons With Specific Needs (PSN)

    Responsibilities

    Protection Assistant-Social Worker

    Overall purpose of the role:

    The Social Worker will provide case management interventions aimed to protect refugee persons with specific needs from situations of abuse, neglect and other forms of maltreatment by ensuring the social, physical, psychological and emotional well-being of these persons within Kalobeyei Settlement. Under the Supervision of the PSN Officer, s/he will assist in the identification of persons of concern, the development case management plans and implementation of such plans. S/he will directly supervise a number of PSN community incentive staff. 

    Responsibilities: 

    PSN Case management:

    • Identify refugee persons with specific needs i.e. persons with disabilities and unaccompanied elderly and conduct assessments on their situation identifying the protection concerns.
    • Conduct home visits/ follow up assessments to determine key social factors in the persons of concerns’ home environment and make concrete case plans.
    • Conduct assessments to determine whether the current living arrangement is adequate for the PwD or the elderly person is fit to provide care and evaluating whether the person of concern should be temporarily or permanently removed from his living situation and placed in alternative care arrangements.
    • Conduct regular follow up visit for persons of concern under alternative care arrangements.
    • Conduct referrals of vulnerable PwDs or unaccompanied elderly to partner agencies and follow up to facilitate access to external services not offered by DRC. 
    • Monitor to ensure social assistance is reaching vulnerable refugees 
    • Conduct support groups for PwDs and Elderly, and their caregivers for their psychosocial well-being.
    • Collaborate with national/county social services officers and provide joint in-home visits, safety and risk assessments and progress reports for host community persons with specific needs. 
    • Document beneficiary data accurately in the intake forms and ensure they are under lock and key.
    • Accurately update the PSN database and tracker on a regular basis for all beneficiaries and interventions conducted at the field level.

    Community Engagement and Outreach:

    • Conduct sensitization, dialogue and mediation sessions with the wider population about issues of disability and elderly persons for support in identification of vulnerable cases and volunteer caregivers.
    • Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the persons of concern receive adequate support at the community level.
    • Supporting in identification and conduct evaluations for prospective volunteer caregivers and maintain up to date database and provide ongoing capacity building
    • Attend and instruct planned trainings for parents and foster families within the community
    • Support with management of the CFS and child-to-child activities within the CFS

    Monitoring and Evaluation:

    • Assist in preparing daily, monthly, quarterly and annual reports, progress notes, and treatment plans on time 
    • Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner    
    • Work closely with the refugee staff to ensure quality reporting   
    • Assist in the designing, planning, implementing and facilitating of external trainings for numerous target groups
    • Ensure Core Humanitarian Standards are mainstreamed in the day to day project implementation 
    • Attend relevant training forums relevant to the job 
    • Assist with any other related activities as deemed necessary by the supervisor

    Staff Management and Development:

    • Provide supervision to the community workers and ensure effective provision of Psychosocial services.
    • Conduct continuous performance/evaluation for the community working under her/him.
    • Conduct regular formal and on-job training and mentorship to community workers on areas related to case management for PwDs and Elderly persons to enhance professionalism.
    • Conduct regular case conference meetings with the community workers both at individual and group levels.
    • Organize for external capacity building forums on disability and elderly persons needs
    • Ensure staff timesheets are done and submitted to HR on time on a monthly basis.

    Experience and technical competencies:  

    • At least 2 years of experience working in Social work with refugees, asylum seekers, migrants and/or other vulnerable persons; with at least 1 – year experience working with refugees in a camp setting 
    • Must have technical expertise in case management and psychosocial support to persons with disability and elderly persons.
    • Should be resilient and able to handle high levels of stress and emotionally volatile or difficult situations.
    • Experience in establishing and working with community structures including community leaders
    • Experience and proven ability to work as part of a team 
    • Excellent analytical and writing skills; cultural sensitivity and respect for diversity
    • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local partners and other stakeholders
    • Experience and willingness to work in the field and proficient in the use of computer/email/internet

    Protection Assistant – Counseling Psychologist.

    Overall purpose of the role:

    The purpose of this post is to provide day to day case management and mental health and psychosocial support and related activities in Kakuma and Kalobeyei.  In particular, the person is responsible for addressing mental health needs of persons with mental health concerns. In collaboration with the PSN Officer, S/he will be in charge of the provision of training and supervision of the PSN community workers, to respond to cases of persons with disabling chronic mental health disorders and persons of concern experiencing stressful situations and in need psychosocial interventions within the camp and ensure effective case management and psychosocial support. S/he will work and liaise closely with the PSN Officer, PSN Social worker and Physiotherapist on documentation of program activities as per the donor requirements.

    Responsibilities:

    Case Management and Mental Health and Psychosocial Support:

    • Conduct psychosocial assessments and Mental Status Examinations, prepare and submit the reports to the supervisor. 
    • Conduct psychosocial counselling (individual and group) to persons with mental health concerns identified or referred using highest levels of confidentiality, professional ethics and etiquette.
    • Ensure appropriate psychosocial interventions are in line with the IASC MHPSS guidelines.
    • Document client data accurately in the intake forms and ensure they are under lock and key.
    • Accurately update the MHPSS database and tracker on a regular basis for all beneficiaries and interventions conducted at the field level.
    • Participate in the interpretation of the analyzed data on trends and work with prevention team to disseminate information to all relevant stakeholders.
    • Participate in the development of the MHPSS monitoring tools and systems and ensure that all staff are required to utilize them are trained on the correct way of handling the systems.
    • Participate in design of case management and psychosocial projects

    Coordination and Networking:

    • Maintain and strengthen existing networks through other service providers at the camp level, to ensure that persons with mental health concerns receive quality services and support both at the agency levels.
    • Actively participate in scheduled meetings such as the case conferences and inter-agency meetings and as assigned
    • Strengthen existing referral systems and identify new networks to work with to ensure holistic support to the clients.
    • Work in close collaboration with the GBV and Child Protection to ensure ongoing needs of persons with mental health concerns are being met in the community activities.
    • In collaboration with other partners, design psychosocial interventions within the refugee community focusing on the MHPSS needs.
    • Participate in conducting trainings for partners on relevant organizational development areas and support peer learning between DRC and other partner agencies.

    Community Engagement and Outreach:

    • Provide supervision to the community workers and ensure effective provision of Psychosocial services.
    • Conduct continuous performance/evaluation for the community working under her/him.
    • Engage in quality self-care through supervision, debriefings, and other shared sessions.
    • Conduct regular formal and on-job training and mentorship to community workers on areas related to case management, counselling and other related topics to enhance professionalism.
    • Conduct regular case conference meetings with the community workers both at individual and group levels.
    • Organize for external capacity building forums on MHPSS.

    Experience and technical competencies: 

    • 2 years’ experience in providing psychosocial counseling to persons with mental health conditions
    • Good team player; able to take direction and work collaboratively with others.
    • Excellent written and verbal communication skills, including empathic listening.
    • Ability to communicate in a highly professional manner with clients, community members and professional partners.
    • Able to complete required reporting and documentation within the set deadlines.
