    Temporary Administration Support

    Job Purpose

    To provide advice and guidelines to Africa Regional Office to finalize the value-for-money analysis, tendering and evaluation process for potential office relocation.

    Job Duties and Responsibilities

    The consultant will:

    Review Office requirements and related considerations in order to summarize opportunity costs on the following options:

    • Overview to remain in current premises.
    • Overview for rental from office service providers
    • Overview to purchase current premises / upgrade / build new facility.
    • Overview to fit out and rent new office facility.
    • Overview to obtain land from Gov of Kenya / build new facility.
    • Work with competent and knowledgeable Commercial Property Agents that can share office locations and support to negotiate with landlords.
    • Desk top exercise to review costs of all options and present overviews.
    • Conduct Market survey of rental premises both through service providers and rent and fit out providers, planning, scheduling and budgeting whilst agree office layout and technical specs.
    • Gather information from all stakeholders and work closely with the Office Committee to set criteria for technical requirements to ensure IFRC procedural compliance.
    • Visit shortlisted premises and providing recommendations to management.

    Consultant, Anticipatory Action Project

    OBJECTIVES

    The objective of the consultancy is to support the Africa Regional Office by taking a lead role in establishing the new anticipatory action project, which includes staff recruitment, liaising with key stakeholders, communications, coordination with IFRC Delegations, IFRC technical units and support services.

     

    Job Duties and Responsibilities

     

    • Develop a workplan for the next 6 months that will result in the successful initiation of the project, considering programmatic, human resources, coordination, financial and administrative aspects. The workplan should include the relevant information such as timeline of each activity, and the key stakeholders for each collaboration.
    • Under the coordination of the Lead, Preparedness and Response and technical support from the AA Coordinator, liaise with regional Human Resources, Partnership and Resource Development (PRD), finance, administration and Italian Red Cross the recruitment of key project staff (3-4 staff) and ensure their successful onboarding.
    • Identify all key project stakeholders and coordinate discussion to define each one’s roles and responsibilities.
    • Facilitate information dissemination and dialogue on the new project with all the involved regional stakeholders, the Geneva Office, Italian Red Cross and the Red Cross Red Crescent Climate Centre.
    • Work with finance, PRD units and the grants manager to set up the initial financial management structure of the project, ensure fundings are correctly allocated and financial monitoring systems are set up.
    • Prepare a quick overview of the anticipatory action initiatives in each country to identify entry points for the new project and work with concerned IFRC Delegations individually to engage them in the project.
    • Once project staff is recruited work alongside them to initiate project activities, including country specific workplans.
    • Set up coordination forums at the technical level to discuss programmatic and financial aspects of the project.
    • Coordinate the steering committee meetings to update the Italian Government, the Italian Red Cross and IFRC Senior Management on the implementation plan for the first 6 months.
    • Act a focal point for all project stakeholders, third parties and contracted personnel staff in order to have an increased understanding of the project requirements, structure and deliverables.

    Duration And Location

    The contract duration will be 4 months (estimated 88 days) and the consultant will have to work out of the IFRC Regional Office in Nairobi, Kenya – with expected travels to other locations. The IFRC will cover the accommodation and travel costs while performing the consultancy.

    Education

    • Bachelor’s degree with 5 years of relevant work experience in project management

    Experience

    • 3 years experience in monitoring, reporting, development and coordination in an international organization
    • Knowledge of finance, accounting, budgeting, and cost control procedures.
    • Experience working within the RC/RC Movement (required)
    • Experience working with IFRC systems (preferred)

    Knowledge, Skills and Languages

    • Availability to start working immediately.
    • Proactive, self-starter that can work with minimal oversight.
    • Excellent communication and interpersonal skills with the ability to represent the IFRC.
    • Good teamwork and ability to work independently.
    • Skill in organizing resources and establishing priorities.
    • Demonstrated proficiency and knowledge of information technology in Microsoft Office applications especially Excel, Word, and PowerPoint.
    • Fluently spoken and written English
