    Water Quality Officer I

    JOB SUMMARY:

    The Water Quality Officer reports to the WASH Coordinator, and is responsible for ensuring the supply of quality water to refugees and host community members in Dadaab camps.

    The Primary responsibilities of Water Quality Officer will includes overseeing the proper treatment of water at permanent and temporary treatment plants; supervision and monitoring of regular water quality test activities; set up of water quality data management system (data collection, entry, analysis, reporting); and conducting regular trainings to build the staff capacity on water quality. He/she will also ensure proper management of equipment, consumables and other resources under the program and reporting periodically to supervisors.

    DUTIES AND RESPONSIBILITIES:

    • Ensure proper treatment/disinfection of water at treatment plants.
    • Establish clear and straightforward management systems including Jar tests, Alum dosage, Chlorine dosage, chemical preparation, etc.
    • Organize regular water quality data monitoring system and conduct regular water quality test starting from the Intake, to different stages of treatment plant, tap stands, storage reservoir/s, household level, etc to ensure refugees/host community are supplied with safe water as per UNHCR and international standards.
    • Develop necessary formats and a database for regular water quality data collection, data entry, storage, analysis and report production.
    • Raise purchase requests for procurement of equipment, reagents, treatment chemicals, and ensure the availably of all necessary items in stock for regular water quality test and operation.
    • Ensure the cleaning of treatment plant units, service reservoir, and clean water wells at regular, scheduled intervals.
    • Prepare the preparation of Operation manuals for the water treatment plants in Dadaab camps.
    • Work with WASH officer and coordinate with other IPs on information sharing related with water quality and promotion of proper water storage at household level.
    • Summarize and produce weekly, and monthly water quality report to the Area Manager to share to head office and UNHCR;
    • Serve as the focal person for water quality issues for Dadaab camp and head of the water quality lab.

    Water Quality Control

    • Collect water samples from selected water sources and from points of its usage i.e boreholes, households, water taps, schools and health facility
    • Carry out physical and bacteriological analysis of drinking water for all the camps and water sources. Coordinate and manage lab testing.
    • Ensuring training of national staff, incentive staff and WASH committees in technical areas including water quality testing and/or building and maintaining quality water point structures.
    • Ensure SPHERE standards both qualitative and quantitative are considered for analysis of water quality and quantity.

    Sanitation and Hygiene

    • Together with hygiene promoters, WASH committees and community leaders, conduct assessments to understand barriers and motivators for promoting key sanitation and hygiene practices and behaviors.
    • Develop effective social and behavioral change intervention strategies for promoting key sanitation and hygiene practices and behaviors based on identified barriers and motivators.
    • Support hygiene promoters to carry out these strategies through regular hygiene promotion activities and community dialogues to engage communities to foster their initiatives to improve their sanitation and hygiene
    • Provide technical assistance for the community agents and beneficial communities on construction/installment of WASH related facilities e.g., toilet, hand washing facility, refuse-pit and dish rack, etc.
    • Coordinate with education partners and schools to implement School Led Total Sanitation (SLTS), star school awarding and any other activities to promote sanitation and hygiene among school going children
    • Conduct community awareness creation sessions on menstrual hygiene management. This includes dialogues with leaders including religious leaders and any other trusted persons in the community
    • Work together with incentive sanitation cleaners, market committees and any other groups and individual to remove the waste from the residential and communal spaces, dispose the waste and manage existing disposal site properly. Develop a strategy for sustainable solid waste management service for the future implementation
    • Develop sanitation marketing strategies with CBOs and private sectors for sanitation and hygiene and involve hygiene promoters in carrying out sanitation marketing activities.

    Project Implementation, Monitoring and Evaluation

    • Work with the health partners on how to interpret and use data/findings to guide targeted interventions and decision making
    • Work closely with the MEAL officer to conduct routine KAP surveys and latrine census.
    • Timely development of monthly, quarterly, semi-annual and annual performance reports and highlighting success stories arising from the field
    • Represent the organization as required in inter-agency and government coordination meetings and liaise with other organizations working in the operational area where appropriate.
    • Carry out any other task as requested by the supervisor

    Require Qualifications Education and qualification

    • Bachelor's degree in Water engineering, public health/environmental health, analytical chemistry, biochemistry or microbiology from a recognized university
    • Knowledge of SPHERE, WHO and national quality standards
    • Be a registered/licensed member of the relevant body
    • Additional course or personal learning on community development, livelihood, project and business management is an asset
    • Understanding of water pipeline designs, knowledge of ArcGIS; Epanet, AutoCAD Civil-CAD and water modeling software is an asset

    Relevant Experience

    • Minimum 5 years relevant work experience in the area of WASH and at least 1 year in humanitarian setting.
    • Experience in capacity building for community own resource persons or community-based staff
    • Experience in intervention projects with strong community involvement
    • Experience in partner and stakeholder coordination
    • Experience in designing and implementing social and behavior change communication

    Tractor & Machinery Operator

    JOB OVERVIEW:

    Reporting to the Transport Officer, the Tractor & Machinery Operator will be responsible for tractor, crane, backhoe loader and forklift operations to oversee solid waste management, digging of dumping sites in Hagadera, Dagahaley and Ifo Camps. In addition, he will give support to the WASH team in discharging sanitation duties. He/she will observe the safety standards related to heavy machinery operations to avert damage to property and injury.

    DUTIES & RESPONSIBILITIES

    • Carry out daily routine machine checks and minor repairs.
    • Advising management on service and requirements.
    • Scheduling tractor and machinery operations in liaison with Sanitation Officer.
    • Maintain an up to date fueling record and log for the tractor and the allocated vehicles.
    • Haul or lift to load and offload heavy machines such as generators and containers.
    • Deliver sanitation and other materials to destinations required.

    Refuse management

    • Collect animal carcasses for proper disposal.
    • Waste collection and disposal from disposal sites (from collection points to landfill or appropriate points.)
    • Participate Camp cleaning campaigns.
    • Sensitization of general public on safe disposal methods.
    • Assist in general transportation of WASH and other sectors materials.
    • Assist Program or centralized fleet in driving duties.
    • Back up to support PHP team in materials distribution and sanitary needs assessment.

    Monitoring

    • Maintaining tractor and machinery log.
    • Maintaining borehole logs for the 5 boreholes.
    • Track and update disposal record for onward reporting to supervisor.
    • Crosschecking borehole logs and dipping records.

    Water supply and compound power operations

    • Support the PHE component through guidance from immediate supervisor.
    • Shall be called upon to offer towing services to PWJ vehicles and other UNHCR/agencies vehicles as part of emergency and recovery mission.

    General Tasks

    • Bush clearing and grading of impassable roads within the Camps.
    • Backfilling of filled dumping sites at the refugee camps.
    • Collect wastes and carcasses for safer disposal.
    • General transport of materials and fragile items for WASH activities and other IPs.
    • Track and update disposal records for prompt reporting.

    Qualifications & Professional Experience

    • Valid driving license for class B, C, E, D and Kenya Secondary Education Certificate.
    • 5 years hands-on experience in driving and operating tractors engaged to turntable drawbar trailers.
    • Fully conversant with operating a tractor with front loader and plough.
    • Broad experience in skip loading and operating tipping machineries.
    • Ability to multi-task and operate both pneumatic and hydraulic equipment.
    • Knowledge on basic mechanical operating systems (Diff lock, 4Wd engagement etc.).

    Other knowledge, additional competences

    • Ability to safely and competently use heavy equipment machinery.
    • Proven work experience as a Heavy Machine Operator.
    • Ability to work for long hours, and has extensive knowledge of Camp terrain and routing patterns.
    • Reliable, honest and has good organizational skills.

    Field assistant

    JOB SUMMARY:

    Reporting to the Shelter Engineer, the field assistant shall support the implementation and monitoring of the Shelter & Settlement projects in Dadaab.

    The position aims at offering technical assistance and shelter package (construction material and cash.

    DUTIES AND RESPONSIBILITIES:

    • Support the Shelter and Settlement of Refugees.
    • Assess the needs and resources and shelter type.
    • Collect data on refugees/beneficiaries.
    • Assist in beneficiary selection by identifying vulnerable families eligible for shelter assistance according to established selection criteria.
    • Support in offering Shelter package.
    • Monitoring to ensure that all programme data are accurately collected and reported.
    • Offer assistance to ensure that shelter is provided to selected and approved beneficiaries.
    • Ensure the quality and quantity of construction material distributed to individual beneficiary families, is correct and according to the delivery plan.
    • Ensure that the shelter construction plan in terms of completion and occupancy respects the activity plan.
    • Participate in field missions.
    • Produce weekly reports on weekly or as needed.

    Master Plumber

    JOB OVERVIEW:

    Reporting to the Water Officer, the Master Plumber will be responsible for quality installation of water reticulation systems, repair of bursts, ensuring that all water appurtenances are fixed correctly and in a professional manner and will train and mentor repair team members.

    TASKS AND RESPONSIBILITIES

    Installation of water pipes and fittings

    • Guide a team of refugee’s plumbers in repair and installation of water reticulation system when a need arises and fixing associated fittings.
    • In collaboration with other team members, give technical extension information to the tap stand monitors on areas of facilities proper/prudent management for sustainability.
    • Lead the repair team in pressure regulation for equitable potable water distribution in the reticulation system, in line with the set water regime and SPHERE / UNHCR standards.
    • Work in collaboration with Water Officer in ensuring efficient and yet uninterrupted water supply during supply hours, should there be any repair work it should be attended in the shortest time possible.

    Reporting

    • Prepare a record of daily activities performed in the field and submit weekly reports to the supervisor.
    • Provide a record of all repairs and bursts attended during the week for documentation.

    Supervision

    • Inspect and certify any pipe repair work done by refugees’ plumbers before back-filling the soil to ensure quality workmanship is maintained.
    • Approve trench excavation done by contractors to ensure correct depth and width is achieved before pipe installation commences.
    • Supervise the repair team member and ensure appropriate work allocation for each work day.

    Collaboration and Networking

    • Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a sustainable solution.
    • Collaborate with other agencies’ staff in the field

    QUALIFICATIONS:

    Education:

    • Degree/Diploma in plumbing course and skills in accurate reporting.
    • Certificate in Microsoft office

    Experience: 

    • 5 years working in a building maintenance environment as a Plumbing technician is required

    Other knowledge, additional competences

    • Must have fundamentals of plumbing theory relating to the installation and testing of water supply and distribution systems
    • Must have ability to comprehend relevant safety requirement in the application of chemicals and the disposals procedures in accordance with international safety standards.
