    Consultancy on the Effectiveness of EBTVET

    Objectives of the study

    The overall of the study is to establish the effectiveness of the EBTVET model in equipping youths with the necessary skills for gainful employment in Mandera County. The study will trace the beneficiaries of the training to establish what they are currently to provide evidence of the project’s relevance, effectiveness, impact, and sustainability. Consequently, the assessment will account for the youth’s engagement in apprenticeship, self-employment, and formal employment.

    Specific Objectives

    • Identify the type of current employment and incomes achieved by the trained youths
    • Establish the employability of the skills and training offered in EBTVET
    • Establish the factors inhibiting youth employment (wage or self-employment) in Mandera  County
    • Identify perceptions and satisfaction levels of the youths regarding the EBTVET models implemented.
    • Establish best practices/lessons learned from the project implementation of EBTVET (Business
      Development Services, Placement Services, Graduates, Skills Development)
    • Establish  factors that  influenced achievement or non-achievement of sustainability of the EBTVET model

    Scope of the evaluation

    • The extent to which the project facilitated vision building with youth, local authorities and (local) businesses on what an attractive and relevant vocational training model would look like (e.g. roundtable events) and the technical follow up support provided.
    • The establishment of a platform for continued and regular exchange between youth, public and private sector to ensure attractiveness and market relevance of skills transfer.
    • The effectiveness of an alternative vocational training model (enterprise based technical and vocational education and training [EBTVET] which links youth to local businesses for apprenticeships) and whether it has increased demand and ownership for this model.
    • The social marketing campaigns used to disseminate successes of the EBTVET model and to increase demand and ownership for the model that have been implemented.
    • The extent to which the project engaged in advocacy to address structural constraints in the vocational training sector (e.g. advocate for stipends to be provided to the poorest and most deprived youth to enable them to carry out apprenticeships)
    • The effectiveness of local stakeholders to run the programme independently, the relevance of the capacity building carried out and whether the project is sustainable or not
    • The technical support provided to public and private sector stakeholders to develop quality insurance system for the EBTVET model (child safeguarding, workplace safety, training quality, gender equality, life skills and business development curriculum development, linkages with complementary models and certification services etc.).
    • The extent to which community sensitization campaigns were carried out with the aim to broaden prevailing gender norms of what are ‘appropriate’ career and life choices for adolescent girls and young women.
    • The extent to which tailored capacity building (e.g. on technologies or business models), mentoring and networking support was provided to selected local businesses in identified growth sectors that have high potential to create additional jobs and entrepreneurial opportunities for youth.
    • Dissemination of evidence, facilitation of network meetings and trade fairs to encourage other businesses from the targeted sectors to tap into existing knowledge networks, to adopt new technologies and/or to adopt new business models
    • The facilitation of knowledge and technology transfer networks (e.g. via the facilitation of trade and knowledge fairs, cross-country exchange visits etc.)that was carried out by the project and the impact created
    • The facilitation of access to financial service providers and the impact created
    • The extent to which the project was engaged in advocacy to remove key structural constraints for local businesses.

    Consultant’s qualifications

    • An advanced university degree (MA/MSc) or Masters’ degree in education management, social sciences and a TVET related qualification.
    • General professional experience: At least 10 years of professional experience related to TVET policies implementation.
    • Specific professional experience: Proven experience in evaluation of livelihoods projects will be considered as an asset;
    • Proven experience in gender transformative programming , TVET and youth empowerment, etc. will be considered as an asset;
    • Proven experience in life skills for success and entrepreneurship training  will be considered as an asset;
    • - Proven experience in resources mobilization strategies and development of evaluation reports with potential donors and development partners
    • -Strong experience in working with TVET stakeholders such as the pastoralist communities, County Government and Local skilled enterprises.

    Project Officer – Field Hospital

    ROLE PURPOSE: 

    The Emergency Health Unit (EHU) has a field hospital team. The team is looking for a project officer to support in the administration and implementation activities for the next year. The key activities centre around the World Health Organisation (WHO) Emergency Medical Team (EMT) accreditation that the team are in the process of. As part of the process this will involve supporting the team in standard operating procedure development and editing, procurement of outstanding field hospital equipment and supply chain agreements in place for medical commodities. The person for this role will have a strong attention to detail to support in the final year of the process and ensure all activities are achieved to the highest quality. This will involve strong editing and grammar experience in written English as well as good Excel knowledge to support in the tracking system as well as ability to pick up new systems to take on key responsibilities amongst the team. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    This role is a great opportunity for someone who has great attention to detail, and is interested in expanding their knowledge of the humanitarian sector and emergency medical teams within that.

    EXPERIENCE AND SKILLS

    Essential:

    • Excellent written and grammar skills, fluent in English
    • Excellent attention in document editing
    • Proven ability to design and show processes in a flowchart format
    • Experience successfully coordinating project activities across multiple teams
    • Ability to resolve issues swiftly and escalate as needed whilst safeguarding standards and procedures

    • Ability to liaise effectively with a broad range of people at all levels, across different cultures and to act with credibility, discretion, tact and diplomacy both within and without the organisation.

    • Possessing a calm disposition and positive outlook particularly when working under pressure
    • Self- motivated with ability to work autonomously
    • Experience of planning and organising meetings and events, with a strong attention to detail
    • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint), particularly word and excel

    Desirable:

    • Previous experience of working with Save the Children and their policies and processes
    • Experience of working in a humanitarian/development or healthcare setting including lower income country settings
    • Knowledge of ensuring alignment to humanitarian and UN processes

    Medical Safety & Compliance Lead

    ROLE PURPOSE: 

    As a senior member of the global medical team, the Medical Safety & Compliance Lead will provide strategic leadership to ensure effective risk management across all levels to enable medical safety and compliance with the medical services quality framework (MS-QF) and achievement of the 2022-24 strategic objectives, specifically leading on the following priorities:

    Senior Project Manager (CRM for Programmes)

    Role Purpose:

    The role of Senior Project Manager (CRM for Programmes) sits within the Digital Programming team within Save the Children International. The Digital Programming team is responsible for ensuring that we realise the full potential of digital technologies in our programming and that we deliver a greater impact to far more children across 60 Country and Regional offices and 29 Member organisations.

    Customer Relationship Management (CRM) platforms are widely used across the organisation to support our work with donors and supporters. We believe that CRM could also help us to transform the way we manage our work with children. With this project we are looking to harness CRM to deliver more responsive, joined up programmes that are tailored to the needs of those we wish to support so that we can deliver a greater impact to far more children. This role will be responsible for defining a pathway to achieving our ambitions in this area and for delivering what is required to get there.

    EXPERIENCE AND SKILLS

    Essential

    • An extensive track record of successfully managing large and complex projects and programmes that include systems, processes and operating model changes
    • Extensive experience leading projects focused on the transformation journey of a Customer Relationship Platform for a global organisation
    • A proven ability to deliver projects on time / on budget, using project management processes and tools including risk management, benefits management, financial management and quality assurance
    • A proven ability to apply excellent analytical and problem solving skills, and to work collaboratively to deliver effective solutions to project related issues. This will include taking on hands-on analysis activities to support the wider team as required
    • Highly developed organisational awareness and ability to understand any sensitivities within a complex multi-stakeholder structure; and think creatively and strategically to overcome obstacles to cooperation and progress
    • Strong team leadership abilities with the ability to motivate and mobilise individuals outside their reporting line
    • Excellent communication skills (written & oral English), including the ability to communicate and influence at all levels of the organisation
