    Management and Programme Analyst, P3

    Responsibilities

    This position is located in UNEP's Governance Affairs Office at the Nairobi duty station. The incumbent will report to the Director of the Governance Affairs Office and within delegated authority, the Management and Programme Analyst will be responsible for the following duties:

    • Participates in the development, implementation and evaluation of assigned programmes /projects, monitors and analyzes programme /project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    • Researches, analyzes and presents information gathered from diverse sources.
    • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other activities and studies.
    • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    • Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications.
    • Contributes to the smooth and efficient preparation, conduct and follow-up of the meetings of the United Nations Environment Assembly of UNEP (UNEA) and its subsidiary organs, in particular, the Committee of Permanent Representatives, including through the use of technology
    • Undertakes outreach activities; conducts training workshops, seminars, makes presentations on assigned topics/activities.
    • Coordinates activities related to budget and funding (programme /project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
    • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues; manages the identification, design, and implementation of internal process improvements: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability.
    • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems.
    • Research, analyzes and evaluates new technologies and makes recommendations for their deployment.
    • Manages projects involving feasibility studies, systems analysis, design, development and implementation of systems in support of UNEP’s engagement in, support to, and follow-up actions from relevant intergovernmental processes.
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Performs other duties as required.

    Education

    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in project or programme management, change management, or related area is required.
    • Experience in using technology to provide support to intergovernmental or legislative processes is required.
    • Experience in dealing with procedures, policies and practices of intergovernmental bodies and /or legislative machinery is desirable.
    • Experience with data warehouse, data analytics, reports, and dashboard design and development is desirable.
    • Experience in the United Nations system or comparable international organizations is desirable.
    • Experience in managing project budgets is desirable.
    • Two (2) years or more of experience in data analytics or related area is desirable.

    Associate Programme Management Officer

    Responsibilities

    This position is located in the Youth, Education & Advocacy Unit, Ecosystems Division in the Nairobi duty station. The incumbent will report to the Chief, Youth, Education & Advocacy Unit and will be responsible for the following duties:

    • Works and engages with key partners from both developed and developing countries to facilitate the development, implementation and evaluation of assigned programmes/projects in support of the Medium Term Strategy; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

    Senior Programme Management Officer, P5

    Responsibilities

    Under the direct supervision of the Director, Corporate Services, and within delegated authority, the Senior Programme Management Officer will perform the following duties:

    • Budget Preparation and Administration:
    • Plans and co-ordinates review of budget submissions and provides advice and guidance, on budgetary and financial policies and procedures, including results-based budgeting.
    • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from Divisions/Offices at Headquarters and in the regions, including programmatic aspects; Ensures compliance with the medium-term plan and other legislative mandates.
    • Proactively supports relevant intergovernmental and expert bodies in the review of the medium-term plan and its revisions; secures approval from the General Assembly and United Nations Environmental Assembly (UNEA).
    • Co-ordinates the preparation of budget submissions from managers and ensures legislative mandates are accurately translated into programme budgets.
    • Reviews, analyzes and finalizes UNEP Programme of Work and related engagement with Intergovernmental bodies and experts including Committee of Permanent Representatives.
    • Provides substantive support and guidance to relevant intergovernmental and expert bodies in their budget review; secures approval from the General Assembly.
    • Manages/issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
    • Monitors expenditures to ensure that they remain within authorized levels.
    • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    • Oversees the review and finalization of budget performance reports; monitors variances between approved budgets and actual expenditures. Provide advice and support on internal mechanisms for managing of programme support cost linked to country contributions.
    • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with budgets and established regulations and rules.
    • Programme Management:
    • Plans and oversees the management of activities undertaken by the Unit; ensures that substantive/administrative work programmes and programmed activities are carried out in a timely fashion and coordinating diverse projects in liaison with other divisions and regional offices, as appropriate.
    • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual, annual, and/or quarterly reports.
    • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
    • Directs research and programme evaluation and presents information gathered from diverse sources.
    • Undertakes survey initiatives/or technical missions; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports studies and presentations.
    • Represents the Corporate Services Director in meetings of Divisions in inter and intradepartmental meetings.
    • Oversee use of budget data to provide management reporting and substantive analysis.
    • Provides substantive input and support in the preparation, presentation, and deliberations of programme budget reports to intergovernmental bodies such as the Committee of Permanent Representatives, UN Environment Assembly and other UN headquarters bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate.
    • Plans, organizes and manages staff and work programmes; plans and discusses individual work programmes with staff and evaluates their performance.
    • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
    • Performs other related duties as assigned.

    • Experience in field operations and/or programme/project management, implementation and monitoring is required.
    • Experience supporting the presentation of budget proposal to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions (ACBCQ), the General Assembly (GA) or other policy-making organs is required.
    • Experience with Business Intelligence Reporting within a Enterprise Resource Planning (ERP) System such as SAP is required.
    • Experience in supporting collaboration and development of multi-year programme of work that steer organizational results is required.
    • Experience with reporting of budget information in accordance with International Public Sector Accounting Standards (IPSAS) is desirable.
    • Experience in data analytics or related area is desirable.
