    Project Officer - Nutrition

    Purpose of Position

    Provide technical support and guide the implementation of nutrition interventions in the KIERP project to be implemented in Wajir, Tana River, Kilifi, Garissa and Mandera Counties. The Nutrition Officer will ensure the effective and efficient implementation of activities directly related to Integrated Management of Acute Malnutrition, Infant and Young Child Nutrition, Baby friendly community initiative and capacity building of health workers and community health volunteers in the respective county.

    Major Responsibilities

    Project Planning and Implementation 45%

    • Ensure all affected children, pregnant and lactating women are identified, admitted and discharged from emergency nutrition programs as per national Integrated Management of Acute Malnutrition(IMAM) guidelines and Maternal Infant and Young Child Nutrition (IYCN) guidelines
    • In liaison with Ministry of Health organize and coordinate integrated outreaches in hard to reach areas to increase access to nutrition services
    • Work closely with community Health volunteers to mobilize communities to participate in nutrition project interventions
    • Conduct training and sensitization of health facility staff and Community Health Volunteers on IMAM, IYCF, ICCM and micronutrients supplementation
    • Support the Sub-County and county nutrition officers) to make timely requests and quality reporting nutrition commodities to ensure there are no stocks out. 
    • In liaison with project accountant ensure monthly tracking of project expenditure and manage work plans and budgets

    Quality Assurance - M &E, Reporting and Documentation 25%

    • Develop quality reports: weekly situation reports, monthly reports and quarterly reports as per WV and/donor(s) reporting guidelines
    • In liaison with other project partners and MoH develop monitoring plan, analyze nutrition information from health information system and other sources to understand trends for timely decision making
    • Document success stories, and best practices to demonstrate the impact created by WVK from the project implementation

    Advocacy, Engagement, Partnership and Networking 10%

    • Ensure representation of WV Kenya in key nutrition stakeholder forum/meetings at the Ward, Sub-County and County levels.
    • Actively participate in County level technical working groups on nutrition relevant to policy forum.
    • Collaborate with relevant ministries and other relevant partners at the County and community levels to ensure integration and high level implementation of all nutrition activities.
    • Engaging with MoH as Sub-County or county level to influence resource allocation nutrition
    • Provide support to community led processes of monitoring public service delivery.

    Capacity building 10%

    • Ensure that key trainings meet the standard required to facilitate, provide knowledge and reinforcement of desired nutrition behaviour and practices.
    • Ensure capacity Building of government community and CBOs be able to effectively manage and sustain Health and Nutrition interventions.

    Resources Acquisition 5%

    • Support development of technically sound funding proposals through provision of information & data to inform fund raising initiatives for health and nutrition, education, gender, child protection and disability at all levels

    Others 5%

    • Perform any other duty as may be assigned by supervisor or designee from time to time
    • Participate and contribute in committees and task forces as may be required.

    Knowledge, Skills and Abilities

    • Minimum of Bachelor degree in Nutrition or their equivalent.
    • At least three years working experience of which two should be in a maternal, newborn and child health/nutrition interventions.
    • MUST be registered with relevant health associations such e.g. Kenya Nutritionists and Dieticians Institute. Effective in written and verbal communication in English
    • Good understanding of Ministry of health systems, Health and Nutrition programming models, standards and guidelines, Ministries of Health structures at county and national levels
    • Familiarity of national Health and Nutrition policy and advocacy instruments and structures
    • First-hand experience in health and Nutrition programming including in complex emergencies
    • Experience in conducting health and nutrition surveys using Lot Quality Assurance Survey (LQAS), Open Data Kit or ENA-SMART methodologies is an added advantage.
    • Significant experience working with an NGO environment, community and people’s groups, state institutions etc.
    • Good understanding of SPHERE and other international standards.
    • Excellent English communication skills (both oral and written).
    • Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
    • Ability to take initiative, a team leader able to work with minimum supervision

    Accountant

    Purpose of Position

    To promote Grants financial stewardship, accountability, reliability and accuracy of financial reports as well as implement financial policies. The role is required to safeguard assets and ensures compliance to donor regulations.
    Major Responsibilities

    Budget Monitoring 25%

    • Help Project staff in linking Grant Budget to Grant Work-plans, so that the activities to be undertaken in the projects matches to the budget
    • Ensure strict adherence to the approved budgets.
    • Monitor and review activities to ensure that only budgeted costs have been incurred

    Financial Reporting 20%

    • Preparation of timely and accurate financial reports for submission to support offices, donors and management as required.
    • Prepare and submit timely, accurate and complete grants financial reports
    • Load grants reports in FFR database
    • Prepare management reports for decision making purposes
    • Support and participate in year- end processes

    Monitoring & Compliance 20%

    • Monitor Project expenses against the approved budget.
    • Reconcile LDRs with payroll for the project staff under grants. 
    • Ensure donor regulations are adhered to for the assigned projects. 
    • Perform Vendor screening
    • Support and coordinate grants end closure processes

    Risk Management 20%

    • Facilitate audit process for assigned grants both internal and external audits
    • Provide relevant information for audit responses
    • Follow up on implementation of audit recommendations
    • Review grants PRFs for budget availability and proper coding
    • Provide and maintain grants financial information for safe custody and access
    • Ensure assets purchased through donor funds are properly utilized and safe guarded

    Administration 10%

    • Attend program technical meetings and give feedback and updates on financial aspect of the assigned grants. 
    • Ensure good storage of financial reports and records in line with the WVK and donor requirements
    • Ensure all copies of final signed Grant agreements documents between donors and WVK is available on file
    • Any other Duty assigned by supervisor or designee 5%
    • Perform any other duty as may be assigned by supervisor or designee from time to time

    Knowledge, Skills and Abilities

    • Bachelor of Commerce, Economics, Accounting or Finance or related field with CPA Part 2
    • 3 years of experience in accounting field and at least 2 years in grants management
    • Practical experience of using SUN system accounting Software is preferred
    • Excellent Microsoft Office skills
    • Excellent analytical skills
    • Excellent verbal and written communication skills, good interpersonal relation skills.
    • A team player.
    • Demonstrable ability to work with minimum supervision.

    Program Officer- Carbon Development

    Major Roles and responsibilities

    Technical Support 

    • Provide effective technical support to project teams on carbon project design and project cycle management – carbon related project usually has two tracks, the project management cycle and the carbon management cycle; support the carbon management cycle in collaboration with field project teams.
    • Provide effective technical support to the CLHHR team at national Office, AP Staff and Grant Project managers on integration of carbon-related components in landscape restoration projects.
    • Lead multi-disciplinary teams to undertake actions related to GHG and carbon feasibility studies, project design document development, and GHG and carbon certification technical assistance
    • Manage project team activities including the preparation of project work plans, schedules, budgets, technical activities, and coordination of technical staff and sub-consultants to ensure efficient carbon programming
    • Analyse carbon markets, standards and certification parameters to support decision mechanisms for carbon-related projects.
    • Support the organization on carbon credit modelling, monitoring and measurement frameworks.
    • Ensure carbon development elements are properly integrated in environmental and climate action strategic and operational plans and are rolled out across the organization.
    • Participate in joint technical coordination, planning and review meetings for carbon-related landscape restoration projects, plans and initiatives within the organization and externally including with government.
    • Enhance skills and capacities of staff and partners in climate mitigation and carbon development strategies, successful models and approaches in the Child Learning and HH Resilience TP and other TPs.  
    • Contribute to regular learning forums to profile, communicate and ensure adoption of promising practices as well as disseminate strategic carbon project development and management guidelines

    Accountability, Learning and Innovation

    • Develop an internal capacity building plan and support capacity building of relevant departments and staff on carbon programming.
    • Support documentation and communication of best practice and lessons from carbon programmes.
    • Integration of carbon-related landscape restoration and management elements in Child Learning and HH Resilience TP Design and/or yearly Annual Operation Plan (AOPs, DIPs, Annual Budgets)
    • Ensure interpretation and utilization of assessment, baselines, evaluations and verification on quality of designs
    • Strengthen research, learning, documentation and dissemination of WVK work on carbon project outcomes
    • Ensure development of standardized monitoring tools for tracking carbon project result indicators.
    • Facilitate Regions and Programs to develop high quality integrated landscape restoration and carbon-related climate action projects through conceptualization, innovation, development and planning
    • Gather data at National level for reporting on climate mitigation (MMR, Semi-Annual, Annual Reports) and CWB Annual Report
    • Organize trainings for staff on emerging/contemporary trends on carbon programming for increased awareness and integration.
    • Program Development and Grants Acquisition 
    • Lead in development and utilization of MOUs / working agreements with sector strategic, funding and program/project implementation partners for carbon projects
    • Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals
    • Technically support Resource Acquisition & Management (RAM) team to develop proposals/concepts to prospective donors and SOs for carbon-related projects as per the yearly set targets;
    • Engagement, Networking and Advocacy
    • Establish and maintain strategic contacts with the UN, Government, INGOs, Universities, Research Institutions, Donors and Embassies
    • Ensure WVK representation in key strategic landscape restoration and carbon-related working groups and forums

    Other Duties

    • Support tasks under environment and climate change
    • Participate and contribute in committees and task forces and;
    • Any other duty as assigned by the Supervisor.
    • At least 5 years’ experience in forestry, natural resources management, carbon project design and implementation and GHG measurements or modelling.
    • Experience leading or participating in carbon studies such as carbon feasibility study, Agriculture, Forestry and Land Use (AFOLU) carbon assessments, GHG and carbon project due diligence, and/or project design document development.
    • Good interpersonal and organizational skills with management experience an added advantage
    • Work experience in implementation of integrated livelihoods, ecosystem restoration and carbon offset projects;
    • Experience in proposal development;
    • Experience in implementing climate mitigation approaches particularly in the forestry and energy sectors.

    Qualifications

    • Minimum Bachelor’s degree in forestry, geography, natural resources management or equivalent from a reputable university.
    • Relevant post-graduate qualification(s) will be an added advantage
    • Familiarity with certification in voluntary carbon certification, e.g., Verra Verified Carbon Standard (VCS), Climate, Community and Biodiversity Alliance (CCBA), and Plan Vivo
    • Practical understanding on energy audits and GHG measurements in compliance with international standards and guidelines will be an added advantage.
    • Excellent project management skills and a good understanding of the project life cycle
    • Membership with professional bodies on environment, climate change, carbon development or forestry is added advantage
