    Natural Resource Management Coordinator

    Purpose of Position:

    Provide technical support for the successful implementation of NRM and related components of the Carbon Asset Management (CAM) activities across the designated project Counties as well as ensure smooth coordination of the overall project implementation by all partners, coordinating with other project components and working with the Programme Director towards the success of the project.

    Major Responsibilities:

    Project Planning, Coordination and Implementation (40%)

    • Responsible for the coordination of all Natural Resource Management activities and approaches implemented by partners in project
    • Organize training for the partners, selected groups and other stakeholders on the various recommended focal landscape restoration approached (Farmer Managed Natural Regeneration, enrichment tree planting, Climate smart agriculture, soil and water conservation, advocacy and policy influence etc).
    • Liaise with partners to prepare guiding material on key and contextual technical approaches for the project including Natural Resource Management NRM, sustainable Land management (SLM), Environment and climate change (ECC).
    • Contribute to effective and timely implementation of all NRM and ecosystem restoration field level interventions and initiatives with partners.
    • Ensure that all NRM initiatives within the projects area of influence meet or exceed planned outcomes and are implemented in full compliance with the project guidelines
    • In collaboration with the programme Finance Manager, monitor and support the timely and appropriate utilization of budgeted resources for all NRM related project interventions.
    • Develop and provide appropriate reporting tools and templates to partner organizations; ensure reporting on NRM interventions is properly streamlined and integrated with the overall programme report.
    • Attend the regular weekly and monthly planning meetings as called upon.

    Quality Assurance - Monitoring, Reporting and Documentation (30%)

    • Liaise with consortium partners, the Programme Director, MEAL Coordinator, Livelihoods & Resilience Coordinator, and Gender Coordinator to ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely manner in all NRM monitoring activities.
    • Supervise and monitor project interventions in strict adherence to CAM project design requirements, Kenya government regulations and other agreed standards.
    • Develop monitoring plan for NRM interventions with partners and other stakeholders agreeing on the required standards for monitoring, with support from the MEAL Coordinator.
    • Ensure project data is captured, validated and updated on approved programme M&E system.
    • Coordinate with the Programe Director and partners to effectively support the project to carry out all measurements, baselines, assessments, designs, monitoring and evaluations - in accordance with established standards, policies and procedures.
    • In Liaison with partner organization project officers and the Finance Director, track project implementation expenditure levels and value for money on all NRM, environment and climate action activities.
    • Compile the necessary monthly, quarterly and annual reports and submit to the Programme Director.
    • Regularly document success stories / innovation for sharing across the partnership

    Advocacy, Engagement, Networking and Partnerships (15%)

    • Develop context specific electronic and live media communications on NRM activities.
    • Gather and provide quality feedback and data to be used to develop technical papers and recommendations on key issues for external engagement with decision makers.
    • Participate in the Annual County Government’s Planning and Budgeting process to influence environment, climate and NRM policy and planning for ecosystem restoration.
    • Support the programme to build partnerships with Community, relevant Government authorities, research institutions, media and other stakeholders on promoting sustainable NRM and landscape restoration.
    • Participate in Sector Technical Working groups and forums at national and county levels as will be appropriate.
    • Ensure that programme stakeholders and partners are kept informed of all the Government laws and policies in respect to NRM and any changes to government laws, policies and budgets that may affect implementation of the programme.
    • Work with the other coordinators in the programme secretariat to ensure integration of messages and communication for purposes of outreach.

    Capacity Building (15%)

    • Build the capacity of partners to enable them effectively intervene in NRM, environment and climate change.
    • Ensure integration of NRM interventions with other programme activities
    • Work with partners on developing community sensitization and information material, protocols and approaches for NRM interventions in their project contexts
    • Establish specific capacity building methodologies for effective delivery & sustainability of project interventions
    • Together with partners, conduct regular reflection and learning events;
    • Facilitate and coordinate farmers NRM exposure tours across programme counties.

    Others (5%)

    • Support and coordinate other relevant initiatives by partners in the spirit of integration
    • Perform any other duties as assigned by supervisor or designee.

    Qulaification,Knowledge and Skills for the role

    • Degree in Forestry, Agroforestry, Natural Resource Management, Environmental Science, Conservation or a closely related field.
    • At least five years on job experience working with farmers, communities and multiple stakeholders on a combination of any of the following fields Forestry, Agroforestry, Natural Resource Management, Landscape Restoration and Management Climate Smart Agriculture.
    • Multi-stakeholder coordination experience is required; experience working in project consortia implementing environment and NRM projects is a plus.
    • Additional relevant on-job training on landscape governance or landscape management practices, climate smart agriculture and carbon development mechanisms is highly desired.
    • Experience working with farmers and local organizations on carbon related tree planting and ecosystem restoration activities is highly desirable.
    • Knowledge on GESI with additional training or skills in gender mainstreaming / integration is an added advantage
    • Membership to professional body is desirable (FSK, EIK etc)
    • Experience engaging with government authorities at county and national levels.
    • Good organizational, interpersonal and communication skills with good grasp of English and Kiswahili (both oral and written).

    Programme Manager

    Purpose of Position:

    To provide programmatic, technical and managerial support in the implementation of Climate Asset Management (CAM) project in Narok, Elgeyo Marakwet, Kwale, and Tana River Counties. The programme goal is Sustained improvement in eco-system restoration, livelihoods, and resilience to climate change for 250,000 smallholder farmers and pastoralists (men, women and youth) covering 250,000 hectares of land in four target Counties in Kenya. The jobholder will be required to give feedback and reports to the Consortium, partners, donor, National, Regional and subsequent Area Program Office where IMARA program is covering. S/he will be an active participant in the consortium reporting and participating in meetings and forums under the CAM Secretariat. The position Holder must be able to communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.

    Major Responsibilities:

    Program Coordination and Management

    • The jobholder will be the accountable person for the Program under World Vision Component and will work in close collaboration with the AP Managers, program staffs, Government line ministries in the Counties and Cooperating partners of this grant – Self Help Africa, World Agroforestry Centre (ICRAF), Justdiggit, Africa Harvest, Green Belt Movement, and Conservation Alive Kenya.
    • Provide technical support and guidance in implementation of the project’s objectives
    • Monitor and ensure that grant is managed and executed as per plans within time and budgets, meeting donor, World Vision and community accountability;
    • Monitor Budget Utilization in line with planned Detailed Implementation Plan (DIP) as per WVK Financial Standards and donor requirements
    • Provide effective, innovative and strategic coordinating role in the CAM project implementation;
    • Ensure that all CAM project initiatives within the program’s area of influence meet or exceed planned outcomes and are implemented timely;
    • Ensure program implementation is in compliance with Donor standards, WVK Policies & Procedures and aligned to acceptable financial & operational audit results.
    • Ensure inclusion of cross cutting themes including gender, youth, conflict sensitivity, disability and social inclusion
    • Ensure integration between the CAM project activities and other WVK livelihoods and resilience development programs in Kenya, and other relevant Global WV entities
    • Actively participate in CAM project meetings, Technical Working Groups, and Program Team meetings as appropriate
    • Manage and coordinate the CAM project team ensuring competent and motivated staff as well as manage performance of staff and encourage on-the-job coaching, identify and address learning and training needs and opportunities

    Design, Monitoring, Evaluation and Reporting 

    • Ensure accurate and quality Program Design Documents (PDD) are on file
    • Contextualize and utilize planning guidelines for the CAM project.
    • Ensure accurate and quality Annual Operation Plan (AOP) and Detailed Implementation Plan (DIP) for the program in place and utilized
    • Work closely with CAM project Secretariat MEAL to effectively support the program to carry out all measurements and assessments – baselines, assessments, designs, monitoring and evaluations -  in accordance with donor requirements and WV established standards, policies and procedures;
    • Ensure the program achieves Child Well-Being Outcomes in line with the organization’s Ministry Framework and Development Approach, and WVK’s strategic priorities and the program designs.
    • Develop monthly schedule for monitoring together with communities and partners;
    • Ensure community capacity building plan on monitoring is in place and utilized;

    Monitor monthly program expenditure

    • Ensure effective communication between IMARA Secretariat, communities/partners and the baseline/evaluation team;
    • Ensure all targeted respondents / stakeholders are mobilized in a timely manner during data collection exercise.
    • Apply Contextualized and utilized reporting guidelines
    • Generate quality Monthly Management Reports (MMR) informed by accurate analysed data written using language that is appropriate to the reader and in line with World Vision reporting guidelines;
    • Generate Quality & Accurate quarterly, semi-annual and annual reports informed by MMR and in line with donor regulations;
    • In liaison with Communications Officer, Develop context specific electronic and live media communications on program activities
    • Work with MEAL Coordinator ensure effective reflection and learning forums in the counties
    • Participate in quarterly monitoring visits to the field to review progress, gather stories of change associated with Market systems development, sustainable natural resources-based VCs, and financial inclusion to identify and address strategic gaps;

    Engagement, Networking and Fundraising

    • Represent WVK in county, national and other Regional forums as approved by the Program Director.
    • Coordinate and Manage Relationships with credible research institutions and private sector to support research component and market systems strengthening component in the program under the agreed framework. 
    • Participate in Narok, Elgeyo Marakwet, Kwale, and Tana River Counties Environmental Stakeholders forums/technical working groups as well as supporting WVK the program staff and cluster managers on engagement in relation to Natural Resource Management as well as articulating Environment and Climate change objectives in the forum. 
    • Participate in development of innovative NRM, Climate Change Adaptation and other Resilience Building concepts and proposals for building community resilience for fundraising as well as marketing Integrated NRM to various Learning forums.
    • Build and Maintain effective communications and pro-active relationships with partners including the county government and the donor
    • Collaborate with line ministries and departments in providing technical support and assistance to the program
    • Support implementing staff to successfully engage with key internal and external stakeholders, including other CAM project entities, private sector, community, religious leaders and other civil society representatives in order to maximize the impact of interventions;
    • Actively engage with peers across the CAM project Consortium and WV Partnership
    • Participate in public forums and events as appropriate.
    • Advocacy: Policy and Budget Influence
    • Coordinate advocacy and policy influence initiatives of the program at county and national level
    • Increase the visibility of WVK and the donor by maintaining active engagement and advocacy on NRM related matters
    • Ensure that staff capacity around policy and advocacy is built.
    • Take lead on integrating World Vision Global Campaign on Ending Violence against children

    Others

    • Lead and participate in daily devotions and other organizational meetings as required;
    • Participate and contribute in meetings, committees and task forces.
    • Any other duties as assigned by the Program Director or designee

    Qualification, Skills and Knowledge

    • Degree in Natural Resource Management, Agriculture,  Agro-forestry, Range land Management, Agricultural Economics, Agribusiness Management and Marketing, or any other related discipline.
    • Post graduate degree in any of the above or Business/MBA/Leadership/organizational development is desirable
    • Minimum 5 years of relevant work experience 3 of which must be in Managing multi agency livelihood and Resilience grants in ASAL Counties;
    • At least 3 years’ experience in designing, planning, implementing, supervising and reporting on integrated sustainable Natural Resource-based Value chains marketing, Business Development, Enterprise development and/or Livelihoods programming
    • Knowledge in renewable energies and alternative technologies are of advantage;
    • Experience in working with consortium partners, county governments, private sector, civil society, donors and local communities;
    • Good understanding of NRM in ASAL context and Dryland Agricultural systems Market systems strengthening, Peace Programming and Governance.
    • A broad grasp of socio - economic policy issues with respect to NRM, Agriculture, Food security, livestock and other Livelihoods, range management and marketing in both rural and often fragile context
    • Familiarity with participatory market approaches and making Markets Work for the Poor approaches
    • Deep understanding and ability to work in a fragile often interfaith context
    • Understanding of gender and diversity issues and commitment to addressing inequalities in all the key areas of responsibility
    • Ability to work under pressure and strict deadlines
    • Understanding of development/relief issues with commitment to humanitarian principles and action
    • Good financial/budget management
    • Good people management, training and coaching skills with strong conceptual and analytical skills

    Monitoring and Evaluation Officer- Tana River

    Purpose Of Position

    The position holder will lead the establishment and maintenance of an effective reporting, monitoring, evaluation, accountability and learning system, of the Climate Asset Management (Kenya) and will be based in Tana River. The position holder must be able to communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that present positive example to others and partners.

    Major Responsibilities

    20%-Program Planning

    • Together with the Program team and partners, organize and facilitate Strategic/multiyear Plans/designs and budgets for the overall program
    • Support the development of annual project plans and budgets.
    • Support local partner engagement forums including project beneficiaries.
    • Support review and update log frames, M&E Plans, Program indicators and periodic targets and detailed implementation plans.
    • Support the development of clear and implementable work break down structure for respective program activities as needed
    • Support the finance team to ensure realistic scheduling of program activities and budgets
    • Identify and document the program assets and produce a Remote Sensing /GIS activity /program map.

    25%-Implementation, Technical Support and Quality Assurance

    • Coordinate the successful roll out and implementation of all MEAL related initiatives in the program site of Tana River Counties.
    • Disseminate clear business processes for respective MEAL components to ensure consistent application and adherence to standards.
    • Develop and support implementation of program MEAL annual calendars
    • Ensure that realistic project targets are set a and tracked.
    • Organize and conduct project level data quality audits and validation forums.
    • Lead the process of capacity assessments and capacity building for staff and for potential local partners.
    • Ensure that respective staff and WVK implementing partners are provided with requisite MEAL technical support to perform.
    • Coordinate effective implementation of project Activities in collaboration with key partners and the MEAL Coordinator at the secretariat.
    • Coordinate and facilitate timely review and sharing of all program documents; plans/designs and reports.

    25%-Monitoring, Reporting and Accountability

    • Support the implementation of a digital data collection and beneficiary tracking system and database
    • support the design of a monitoring framework to track delivery against program targets/objectives.
    • Support the development and dissemination of data collection tools.
    • Coordinate field level monitoring of WVK activities and its implementing partners.
    • Coordinate, participate and report on technical field monitoring visits.
    • Ensure timely data collection, collating, & analysing, synthesizing information, updating the monitoring matrix and other monitoring systems are in place.
    • Ensure timely dissemination of monitoring data to key stakeholders for management decision making.
    • Support remote sensing and GIS Mapping of Program initiatives
    • support the appropriate use of information management systems in compliance with WV Kenya, GoK, and donor and in line with partnership agreements.
    • Coordinate the compilation and submission of program management reports as per WV standards and donor requirements.
    • Support establishment of accountability mechanisms for the program to enhance information sharing, complaints management and timely feedback flow.

    (25%)-Research, Learning and Knowledge Management

    • Support periodic reviews/evaluations of the program interventions using appropriate methodologies (such as LQAs) to determine achievements
    • Ensure that the program assessments, feasibility studies and or characterization processes are conducted in a timely manner and quality reports are produced as per standard.
    • Coordinate inter-county exchange meetings on MEAL for lessons learnt and upscale to regional and secretariat level intervention
    • Facilitate effective project level knowledge management (KM) mechanisms including documentation and sharing of innovative/promising/best practices or lessons learned and impacts.
    • Organize and conduct learning forums/events at regular points to facilitate learning by the partners
    • Facilitate ongoing and collaborative learning within WVK and partners based on key data from the performance management system.

    Other

    • Perform any other duties as may be assigned by the supervisor or designee from time to time;
    • Participate and contribute in committees and task forces as appropriate

    Qualification,Knowledge and Skills for the role

    • The holder of this position must have a Bachelor’s Degree in Social Sciences, Sociology, Economics/statistics, or equivalent degree in a relevant field;
    • At least 5 years professional experience in Project/ Programme design implementation, M&E and learning cycles
    • Results orientated person able to manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands;
    • Experience in the execution of development cooperation projects and consortiums
    • Post graduate training in Program Planning and Management, M&E or Statistics, information Science, Climate Change/ Natural Resource Management or related studies is an added advantage
    • Must also have ample experience in Public relations and be a strong team player
    • Proficiency in written and spoken English and Kiswahili
    • Statistical training certification especially on data analysis, advanced excel, SPSS, On-line data collection platforms
