    Senior Internal Auditor Grade – Kmc 5 (1 post)

    Job purpose

    Reporting to Manager, Internal Auditor, the successful candidate is responsible for providing independent assurance on the effectiveness of the Commission’s internal control systems, risk assurance framework and the governance structure.

    Key Duties and Responsibilities

    • Implementing policies, procedures, frameworks, strategies, plans, legislations, standards and regulations and audit;
    • Implementing fraud investigation and anti-corruption guidelines;
    • Conducting risk-based, value-for-money and systems audits in the Commission.
    • Carrying out audit inspections of Commission’s records;
    • Provide assurance on the state of Risk management, control and governance within the commission
    • Review budgetary performance, financial management, transparency and accountability mechanisms and processes in the commission.
    • Evaluate the effectiveness of internal controls on financial and non-financial performance management systems within the commission.
    • Preparing documents and taking minutes of the risk and audit committee of the Commission;
    • Carrying out investigations when there are indicators of fraudulent practices within the Commission;
    • Carrying out audit follow-ups on implementation of recommendations of audit reports; and
    • Analyzing data and compiling audit reports.

    Person Specifications

    The ideal candidate must possess the following:

    • Served in the grade of Internal Auditor for a minimum period four (4) years or in a comparable and relevant position;
    • Bachelor’s degree in any of the following disciplines: Finance, Accounting, Business Administration, Mathematics, Actuarial Science, Statistics, Economics or any other relevant qualification from a recognized institution;
    • Be in possession of any of the following professional Qualification: Certified Public Accountants (CPA-K), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Association of Certified Chartered Accountant (ACCA), Certified Fraud Examiner (CFE), Certificate in Risk and Information Systems Control (CRISC), Certification in Risk Management Assurance (CRMA) or its equivalent qualification from a recognized Institution;
    • Membership to relevant professional body in good standing;
    • Proficiency in computer application skills;
    • Fulfilled the requirements of Chapter Six (6) of the constitution;
    • Shown merit and ability as reflected in work performance and results; and
    • Experience in a manufacturing set up and ERP (Enterprise Resource Planning) is an added advantage.

    Manager, Information Communication Technology- Kmc3 (1 post)

    Job purpose

    Reporting to the Managing Commissioner, the successful candidate will be responsible for development, implementation, review of policies, strategies, regulations and procedures on Information Communication Technology.

    Key Duties and Responsibilities:

    • Providing professional and technical guidance to drive the implementation of ICT policies and plans in operations and business processes.
    • Developing and implementing an ICT strategy and security policy.
    • Overseeing the security and integrity of ICT systems.
    • Leading the innovation and development of new ICT systems and solutions.
    • Coordinating the maintenance of both hardware and software for operational efficiency.

    Manager, Human Resource and Administration – Kmc 3 (1 post)

    Job purpose

    Reporting to Managing Commissioner, the successful candidate will be responsible for development, implementation, review of policies, strategies, regulations and procedures on Human Resource Management and Administration.

    Key Duties and Responsibilities

    • Develop, Implement and Review Human Resource and Administration Policies, Standards, Guidelines, Regulations and Procedures
    • Custodian of approved Human Resource documents including  the Organization Structure, Career  Guidelines, Staff Allowances, Establishment &Human Resources Policy Manual;
    • Coordinate Human Resource training and development programmes;
    • Develop, review and coordinate implementation of performance management system;
    • Coordinating staff recruitment, selection, placement, administration and management of transport;
    • Provides technical advice on Human resources issues and regulatory framework;
    • Initiate the development and implementation of compensation and benefits schemes;
    • Implement human resource management rules and regulations and compliance with labour laws;
    • Manage payroll;
    • Lead the formulation of organizational development and change management initiatives;

     Duties and responsibilities will entail:

    • Overseeing the development, implementation and review of financial policies, standards, regulations and procedures;
    • Facilitating the development and maintenance of effective, efficient and transparent internal financial controls, financial and accounting systems in compliance with relevant laws and regulations;

    Duties and responsibilities at this level will entail:

    • Overseeing the development, implementation and review of policies, strategies, guidelines and procedures on plant operations;
    • Facilitating the development of specifications and cost analysis of buildings, motor vehicles and plant;
    • Spearheading the preparation and installation of various equipment;
    • Overseeing inspection and evaluation of buildings and construction works and motor vehicles;
