    Kenya National Library Service (KNLS) Board is a statutory body of the Government of Kenya established by an Act of Parliament, Cap 225 of the Laws of Kenya in April 1965.     Deputy Director, Finance and Administration

    Duties and Responsibilities:

    • Provide leadership in the development and implementation of Board policies and implementation of Board resolutions
    • Support the Director/CEO in the development and implementation of Board's strategic plan
    • Prepare and present relevant position papers to Board/Management/External Agencies
    • Provide leadership to foster a culture that promotes team capability, efficiency and reflects the values which facilitate performance, professionalism and innovation by staff
    • Oversee the formulation and implementation of Human Resource, administration and financial management policies 
    • Appraise and evaluate staff performance
    • Develop and administer suitable staff compensation benefits scheme 
    • Ensure implementation of appropriate staff development and training

    Qualifications and Experience

    • Master's Degree in Finance/Accounting/Business Administration or its equivalent from a recognized Institution with at least seven (7) years of continuous service and work experience, five (5) of which must be at a Senior Management level in a large organization
    • Professional knowledge and competence in Financial Management and Administration
    • Proven literacy in ICT applications, especially in Enterprise Resource Planning (ERP)
    • Knowledge of Kenya Government's financial and operational procedures
    • Be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing
    • Strategic Leadership and Development Programme (SLDP) Course (at least 6 weeks)
    • Work experience in a National or Public Library environment will be an added advantage

    Chief Human Resource Officer

    Duties and Responsibilities:

    • Develop appropriate Human Resource Management strategies, policies, procedures, programmes, work plans and budget
    • Facilitate recruitment, selection, placement, training and development of staff
    • Coordinate staff performance and career progression and making appropriate recommendations

    • Literacy in ICT applications especially in Human Resource Management Information Systems
    • Conversant with Labour Laws, Employment Act and Government procedures
    • Membership of Institute of Human Resource Management and in good standing
    • Attended Senior Management Course (SMC) in a recognized institution (at least 4 weeks)
    • Strategic Leadership and Development Programme (SLDP) Course (at least 6 weeks) is an added advantage

    Chief Supply Chain Officer

    Duties and Responsibilities:

    • Formulate and implement Supply Chain policies, regulations and procedurein line with the Public Procurement and Asset Disposal Act, 2015 and Regulations 2020
    • Provide professional Advisory services on supply chain management.
    • Coordinate preparation and implementation of annual procurement anddisposal plans in compliance with Public Procurement and Asset Disposal Act, 2015and Regulations 2020.
    • Prepare, implement and monitor contracts and vendor performance

    Qualifications and Experience:

    • Bachelor's Degree in Purchasing and supply management, procurement, logistics and supply chainmanagement, Business Administration (Supplies management option) or Commerce (Suppliesmanagement option)
    • Master's Degree in Purchasing and Supply Management, Logistics, BusinessAdministration, Commerce, Entrepreneurship or its equivalent qualificationfrom a recognized and accredited institution
    • A minimum of seven (7) years' relevant professional experience, four (4) years of which should be at a Senior position in a large organization
    • Membership with the Kenya Institute of Supplies Management (KISM) or Chartered Institute ofPurchasing & Supplies Management (CIPSM) in good standing
    • Certified Procurement and Supply Professional of Kenya (CPSP-K)
    • Attended Senior Management Course (SMC) in a recognized institution (at least 4 weeks)
    • Strategic Leadership and Development Programme (SLDP) Course (at least 6 weeks) is an added advantage
