    Air Transport Analyst

    KCAA SCALE 8 

    REF: ASSR/ATER/11/21 – (1 POST)

    Responsibilities

    • Assessing the financial fitness of the licensed air carriers and new applicants for air services licenses;
    • Evaluating the business plans for the new applicants for air service licenses;
    • Analyzing and updating air transport economic data on airline operations, airport operations and air navigation;
    • Monitoring economic performance of airlines in accordance with standards;
    • Preparing quarterly and annual air transport statistics involving airline fleet and personnel statistics, aircraft movement, traffic by flight stage, cargo imports and exports, route, sector, country of origin and destination;
    • Analyzing air transport statistics in accordance with ICAO requirements;
    • Analyzing air carrier schedules by routes, frequency and destination for the purposes of processing authorization of flight time tables of scheduled operations;
    • Undertaking traffic forecasting based on route, sector, region and country of origin and destination;
    • Analyzing tariffs and fares for the purposes of detecting anti-competitive practices;
    • Preparing and updating statistical and financial data base on licensed operators.
    • Performing any other duty as may be assigned by the Chief Air Transport

    Qualifications

    • A bachelor’s degree in any of the following disciplines: economics, statistics, mathematics or equivalent qualification from a recognized institution.
    • A certificate in software training g. SSPS, MATLAB, STATA, E-Views etc.
    • A certificate in air transport statistics/economics from a recognized institution will be an added advantage.
    • At least 2 years’ experience at an operational level as an Analyst.
    • Working experience in the aviation sector will be an added advantage

    Air Transport Officer

    KCAA SCALE 8

    REF: ASSR/ATER/10/21 

    Responsibilities

    • Preparing particulars of applications for air service licenses for gazettement;
    • Processing adhoc permits for approval;
    • Participating in monitoring and surveillance on air transport operations to ensure compliance with regulations;
    • Verifying documents attached to applications for air service licenses, aircraft leases and airline commercial agreements;
    • Processing applications for air service licenses, aircraft lease approvals and airline commercial agreements;
    • Maintaining registers for applications for air service licenses, aircraft lease approvals and issued air service licenses;
    • Assisting in preparation of working papers for Licensing of Air Services Committee;
    • Carrying out inspections at the airports for facilitation of air transport;
    • Participating in investigation of air transport incidences;
    • Assisting in collection and compilation of air transport statistics;
    • Participating in preparation    of    bilateral    and    multilateral    air    services agreements/negotiations;

    Qualifications

    • A Bachelor’s degree in any of the following disciplines: Civil Aviation management, social sciences, commerce, economics, information science, business administration, statistics, mathematics or equivalent qualification from a recognized institution;
    • A certificate/diploma course from an approved institution in Air Transport/Civil Aviation or related field.

    Experience

    • At least 2 years’ experience at an operational level in an airline or a civil aviation organization

    Senior Internal Auditor

    KCAA SCALE 7

    REF: IAD/05/21

    Responsibilities

    • Participation in the formulation, implementation and monitoring of Internal Audit Strategic Plan and Annual
    • Participating in the execution of multiple audit projects to achieve the scope, timing, and objectives of each assignment while ensuring applicable regulatory guidance is included in scope for assigned
    • Developing, documents and updating audit procedures for audited departments in compliance with International Standards for the Professional Practice of Internal Auditing (Standards).
    • Providing assurance to ensure that access to electronically stored and processed Authority information is adequately protected and managed.
    • Testing adequacy and effectiveness of Information Systems control measures and recommend corrective action to be undertaken in areas of weakness.
    • Developing and improving procedures to enable the Internal Audit function to optimize use of Computer Assisted Audit tools such as TeamMate+, ACL, IDEA
    • Liaising with audit clients to ensure prompt implementation of corrective actions on prior audit findings.
    • Providing advisory services to Management for enhanced service delivery and controls on various KCAA processes.
    • Identifying, areas of risks, fraud or malpractice and participating in special audits conducted by the Department.
    • Training and coaching staff to develop skills, knowledge, and expertise necessary for effective execution of the department’s services.

    Qualifications

    • Bachelor’s degree in Information Systems, Computer Science or equivalent from a recognized institution
    • Possession of an MSc or other relevant postgraduate qualification will be an added advantage
    • Professional Certification in IT Audit, Risk and Security g. CISM, CISSP, CISA, CRISC.
    • At least Five (5) years’ experience in Information System Audits or Information System Operations with at least three years as an Information Systems Auditor in a comparable organization.

    Reports To: Chief Corporate Planning Officer

    Job Purpose To assist in the formulation and monitoring of Strategic Plans and Performance Contracts.

    Scope of work/duties/responsibilities

    • Providing input to the overall strategic processes of the KCAA by compiling background information on the business environment and its impact on performance.
    • Coordinating with Line Managers on the formulation of Strategic Plan proposals and performance contracts. Ensuring Performance Contracts formulated are aligned to the Strategic Plan and the Performance Contracts between the Board and Government.
    • Coordinating meetings for the formulation of Strategic Plans and Performance Contracts.
    • Collecting data and information on the major events and activities and preparing the Annual Report.
    • Conducting analysis of economic development at national and international levels to establish their influence on the performance of the civil aviation industry.
    • Performing any other duty as may be assigned by the Chief Corporate Planning Officer.

    Qualifications

    • A degree in Economics, Mathematics, Statistics or Actuarial Science from a recognized University.

    Statistics Officer I

    Job Purpose To undertake data collection, analysis and production of statistical reports.

    Scope of work/duties/responsibilities

    • Providing input to the overall strategic processes of the Authority by collecting and analyzing civil aviation data.
    • Performing statistical, financial, industry trends analyses.
    • Liaising with Business Units to ensure that registers are updated and records maintained in an appropriate format.
    • Collecting and compiling data for preparation of reports on the performance of the civil aviation industry.
    • Assisting departments in the preparation of the annual work plans by providing statistical information.
    • Collecting and collating statistical data on aircraft movements and routings for use in review of charges for air navigation services.

    Quality Management Officer I

    Department / Section: Office of the Director, EASA
    Reports To: Director, East African School of Aviation

    Job Purpose

    Responsible for the implementation and maintenance of the School’s quality management system to ensure compliance with national and international aviation training standards and requirements of regulatory bodies.

    Scope of work/duties/responsibilities

    • Implementing Quality Management initiatives adopted by the school.
    • Preparing and implementing Internal Audit programs.
    • Participating in the provision of Quality Assurance on all services offered by EASA.
    • Preparing periodic reports to management on performance of EASA quality system and recommend review as appropriate for continuous improvement of service delivery.
    • Participating in the activities of the Quality committee and Auditors on execution QMS matters.
    • Supervising the implementation of Corrective Action Plans on all Internal and External Audit Findings.
    • Assisting in the planning and development of Quality Strategy, Policy and procedures necessary for compliance with Regulatory requirements and enhancement of customer experience.
    • Participating in the preparation of department’s annual budgets and procurement plans.
    • Liaising with external Auditors including the CAA, Certification Bodies (CB) among others in the execution of their surveillance functions to confirm continued compliance to all requirements/standards adopted by EASA.
    • Participating in the design of effective business processes and improvement of existing ones in line with EASA’s objectives, statutory, regulatory and customer requirements.
    • Participating in the implementation of quality improvement initiatives and projects in the business units as well as Reports on project progress and compliance issues and suggest remedial actions.

    • Analyzing the effectiveness of corrective action plans implemented by departments through follow-up.
    • Preparing quarterly reports on status of the EASA quality system for consideration by the EASA Management.

    Qualifications

    • Bachelor’s degree in any of the following disciplines: Aviation Management, Humanities and Social Sciences, Education, Aeronautical Engineering, Physical Sciences, Information Science, or equivalent qualification from a recognized
    • institution.
    • A certificate in quality management from a recognized institution.
    • Training in an aviation field covered by the Civil Aviation (Approved Training Organization) Regulations.

    Experience

    A minimum of three (3) years’ work experience as a Quality Management Officer.

    Knowledge and skills

    • Project management skills, including design, implementation and evaluation
    • Good Communication and interpersonal skills
    • Proficiency in computer operations
