    Local Performance Monitoring Specialist

    Proposal Objective

    SI is pursuing a bid for an upcoming USAID/KEA single holder award under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities through the five-year USAID/Somalia Evaluation, Learning, and Monitoring Initiative Task Order. The activity aims to verify and report on activities carried out by Implementing Partners (IPs) across Somalia, through the delivery of timely, analytical, qualitative, and quantitative information. Through visits to USAID/Somalia supported activity sites. The findings derived from monitoring and verification information must be backed with evidence and reported to USAID in a manner that allows activity managers to understand the successes and challenges on the ground quickly, and to take prompt action if needed.

    Position Summary

    SI seeks a full-time Nairobi-based Local Performance Monitoring Specialist to lead performance monitoring activities on the contract, in conjunction with the DCOP.

    **Please note: This is a local position. Only candidates with Kenyan or Somali citizenship will be considered.**

    Responsibilities:

    • Oversee program monitoring and reporting across multiple activities and programs.
    • Work with personnel and other stakeholders including partners and Mission staff providing oversight of monitoring functions, such as the creation of performance indicators, development of activity and project M&E plans, setting of targets, collection of program data, assessment of data quality, analyses of data, reporting, and impact.
    • Providing trainings to various stakeholders on results-based management and creating effective monitoring indicators, plans, processes and systems to improve performance monitoring.
    • Ensure that short- and long-term monitoring team members recruited under this contract are of a high caliber and possess the required technical expertise.

    Qualifications:

    • Master’s degree or higher in the field of international relations, economics, political science, public policy, statistics, and/or other relevant field.
    • Minimum five years of progressively more responsible experience in the design and management of indicators, M&E plans, performance targets, data quality assessments, data collection, analysis, and reporting.
    • Previous experience providing guidance in the development and updating of performance management plans.
    • Experience with creating and managing performance indicator tracking systems/databases.
    • Experience using performance monitoring data for the improvement of ongoing project/activity management.
    • Experience in the gender dimensions of monitoring.
    • Extensive experience in drafting indicators.
    • Experience providing group of various sizes and one-on-one training and mentoring on monitoring- related subjects i.e., results-based management.
    • Familiarity with USG policies related to performance monitoring.
    • Familiarity with a diverse set of programming, e.g. health, economic growth, education, governance, etc.
    • Excellent English writing skills and speaking ability; Somali language proficiency.
    • Must have an understanding of Somali culture and operating environment.
    • Willingness and ability to travel to Somalia as needed.

    Local Program Support Services Specialist

    **Please note: This is a local position. Only candidates with Kenyan or Somali citizenship will be considered.**

    Responsibilities:

    • Coordinate on and support as needed on any ad hoc program support tasks as issued by USAID/Kenya, located in Nairobi, Kenya and in Mogadishu, Somalia.
    • Arrange and coordinate meetings, including location, travel, and logistics. Up to 12 one-day meetings annually in Nairobi (35 participants each); and up to 6 one-day meetings annually in the Mogadishu Airport (35 participants each).
    • Serve as facilitator for meetings when needed.

    Qualifications:

    • Bachelor’s degree or higher in the field of international relations, economics, political science, public policy, statistics, and/or other relevant field.
    • Minimum five years of relevant experience in administration, program coordination, and/or facilitation tasks.
    • Prior experience working on and supporting USAID projects.
    • Familiarity with a diverse set of programming, e.g. health, economic growth, education, governance, etc.
    • Excellent English writing skills and speaking ability; Somali language proficiency.
    • Must have an understanding of Somali culture and operating environment.
    • Willingness and ability to travel to Somalia as needed.

    Monitoring, Verification, and Reporting (MV&R) Team Leader

This includes managing the overall MV&R work plan and process; leading the review, preparation, and editing of tools, protocols, and materials; editing final MV&R reports for submission; and presenting findings to USAID.

    **Please note: This is a local position. Only candidates with Kenyan citizenship will be considered.**

    Responsibilities:

    • Manage overall MV&R work-plan and process, and problem solves against constraints experienced.
    • Edit final MV&R reports for submission to USAID, ensuring clarity, quality, and USAID usability.
    • Lead, review, preparation, and editing of tools, protocols, and materials for MV&R activities.
    • Assist the Chief of Party (COP) manage and coordinate the MV&R team and ensure essential functions are in place, such as procurement and contracting, finance and administration, IT support and in-house technical and subject matter expertise.
    • Manage short-term technical assignments relevant to the delivery of MV&R deliverables.
    • Assist the COP and Deputy Chief of Party trouble-shoot and problem-solve matters related to field operations including contracting, payments, third-party monitor management, and report production.
    • Develop PowerPoint and ad hoc presentations of monitoring data as requested by USAID.
    • Stand in for specified functions or supervises interim MV&R staff as needed.

    Qualifications

    • Graduate degree in the field of evaluation, international development, or related technical field.
    • At least five years of international experience in the management, monitoring, and evaluation of development programs
    • Experience developing monitoring tools, training, and managing staff in the effective use of these tools.
    • Excellent English writing, speaking, and presentation skills.
    • Willingness and ability to travel to Somalia as needed.

    Local Data Management Specialist

    Responsibilities:

    • Lead on database management for ELMI activities and ensure that all results and analyses are properly documented and distributed to inform program development and that the data sets are provided to USAID following Open Data requirements.
    • Ensure project data meets USAID quality standards.
    • Conduct data analysis and cross-checking to ensure consistency with AMELPs, Mission PMPs, DQAs, PPRs, and other relevant USAID documents.
    • Lead data quality assurance.

    Qualifications:

    • Master’s degree or higher in the field of international relations, economics, political science, public policy, statistics, and/or other relevant field.
    • Minimum five years of relevant experience in information and data management systems.
    • Demonstrated experience with USAID data quality standards and data management systems.
    • Experience with USAID reporting requirements and experience working with AMELPs, Mission PMPs, DQAs, PPRs, and other relevant documents for data consistency.
    • Familiarity with a diverse set of programming, e.g. health, economic growth, education, governance, etc.
    • Excellent English writing skills and speaking ability; Somali language proficiency.
    • Must have an understanding of Somali culture and operating environment.
    • Willingness and ability to travel to Somalia as needed.
