    Project Officer - CESP - Kisumu

    JOB PURPOSE

    To facilitate sponsor and child transformed relationships by ensuring satisfaction and retention of sponsors through provision of quality and timely communication.

    MAJOR RESPONSIBILITIES

    Community Engagement Sponsorship Program implementation

    • Facilitate development of CESP project annual operating plan (AOP)
    • Roll out Child Protection Minimum Programming Standards in the AP using approved programming models.
    • Ensure Child protection, participation and safeguarding is integrated in the monthly, semi-annual and annual reporting
    • Ensure integration of RC in CPP&S projects/activities as beneficiaries
    • Ensure Child protection, participation and safeguarding responsive programming with specific consideration of the objectives and indicators
    • Ensure timely implementation of activities and budgets sustained at acceptable level
    • Facilitate implementation of CPP&S program and projects.
    • Support effective integration of Sponsorship operation interventions with other projects in the program.
    • Coordinate integration of Faith and Development Models: CFC, EWV, DNHFLs, SNC, COH, SSF and the facilitation of spiritual nurture of children in the AP
    • Support in the asset mapping against RC
    • Coordinate the implementation of micro projects in the AP.
    • Ensure timely capacity assessment for LI conducted annually and programs initiated to address gaps identified
    • Support roll out of new WV initiatives as guided from time to time.
    • Support implementation of Child protection, participation and safeguarding models at the AP
    • Coordinate capacity building initiatives for faith leaders, churches, FBOs, and other strategic groups within the AP as per WV strategy, policy and guidelines.
    • Coordinate training & refresher courses for CPP&S to ensure informed and CPP&S responsive programming
    • Facilitate coaching and mentoring to the AP sponsorship staff in order to attain better results in the sponsorship performance indictors/Dashboard.
    • Contextualize and adopt the use of approved training materials and methods which respond to local needs.
    • Ensure integration of advocacy and gender, equality and social inclusion (GESI) in all technical projects implemented in an AP.
    • Coordinate integration of Faith & Development modules within the AP programmes and activities.
    • Coordinate Integrated Sponsorship planning and monitoring

    Sponsorship Operations

    • Gift Notifications (GNs) are tracked, processed, closed at AP and NO and acknowledgement documentation sent to SO within the standard timeline as per the respective SO requirements.
    • Correspondences (SLs, ILs, queries, ELs etc) are tracked and processed within the standard time.
    • Facilitate production of sponsorship 2.0 products (Child Greeting Video (CGV), Child Special Moment Videos (CSMVs), Community Introductory Videos (YIVs) and Community Annual Photos (YAP)) as per guidelines/standards and timelines
    • Ensure RC level are maintained as per the AP plan
    • Ensure overage RC records are dropped as per standards
    • Facilitate development of MOUs with LIs and timely funding of the LIs
    • Ensure CWB/case management issues are addressed as per standards
    • Facilitate timely implementation of birthday bounce backs and community gifts funding.
    • Facilitate processing of APR and Christmas cards as per guidelines and timelines – ensure business processes are followed accordingly
    • Facilitate capturing of child and family participation and support  Facilitate children birth registration within the AP
    • Facilitate management of RC files
    • Ensure security of sponsor addresses/contacts
    • Facilitate effective management of RC death processes – timely reporting, development of detailed report, dropping of records, verbal autopsy
    • Facilitate effective sponsor/donor visits to the AP – ensure they sign child protection protocol and complete feedback questionnaire
    • Facilitate integration of child protection initiatives and take lead in case management – reporting of cases as per WV standards, follow for actions
    • Follow up RC Case management until closure in collaborations with other technical projects/grants Staff
    • Coordinate with Safe Guarding, Advocacy and Child Participation Officer to Follow up Protection Cases involving RC and their families

    Monitoring & Evaluation Accountability and Learning

    • Facilitate DME processes – assessments, AP re/design, baselines, project monitoring/implementation, evaluations, transition processes,
    • Facilitate learning, review and reflection forums and documentation of best practices/change stories
    • Ensure CPP&S responsive reporting with integrated data on participation, prevention and response
    • Generating quality reports – activity reports, monthly, quarterly, semi-annual and annual
    • Management of project management information system (horizon) – DIPs, ITTs, budgets and activity monitoring
    • Ensure timely sharing of SSUI reports for management decision making
    • Coordinate training & refresher courses and conduct regular monitoring to ensure that sponsorship standards and sponsorship business processes are adhered to in the AP/Local Institutions.
    • Seek useful feedback from participants and staff that will improve future capacity building.
    • Build capacity of partners effectively to collect monitoring data on CWB outcomes.

    Engagement and networking

    • Effective representation of WVK in meetings including CPP&S stakeholder meetings at county, sub-county and ward levels
    • Effective representation of WVK in Child rights stakeholder meetings at county and sub-county levels.
    • Participate in County forums including AAC, intergovernmental gender platform, CUC among others at the sub county and ward levels as will be appropriate.
    • Facilitate community forums – for planning, joint monitoring Facilitate community forums including those that address CPP&S interventions – for planning, implementation joint monitoring
    • Participation in National/International Child rights days such as DAC, IDZTFGM, IDGC, 16 days of activism as well as other WV sanctioned days including Day of Prayer, World Vision month, etc at county and sub
    • Participation in National/International Child rights days at county and sub-county level.
    • Provide information to inform fund raising initiatives at county and national level
    • Facilitate community members to advocate on child wellbeing issues to relevant stakeholders
    • Support advocacy initiatives in the AP.
    • Coordinate partnership with the Local Church, Pastor’s Fellowship other FBOs in rolling out F & D models and related activities.
    • Mobilize local Advocacy groups using CVA and CPA Models

    KNOWLEDGE, SKILLS AND ABILITIES

    • Bachelor’s degree in social sciences or related fields (Bachelor’s degree in Sociology, Psychology, Community development, Education, Community Health, Development Studies or any other related degree from a recognized University).

    • Minimum 3 years’ experience in community development work which include Child Sponsorship Operations
    • Experience in Project Management including program design, implementation, monitoring and evaluation and reporting

    Project Manager - KIERP KIlifi/Kwale

    PURPOSE OF POSITION

    To provide programmatic and technical management in successful implementation of the KIERP 2 Grant funded by USAID/BHA and implemented by World Vision Kenya to provide lifesaving WASH, nutrition, Economic recovery and Multi-Purpose Cash Assistance interventions to disaster affected people in  Tana River, Kilifi, Kajiado, Kwale, Kitui, and Makueni Counties (one or two counties)

    Project Management 

    • Ensure proper planning, implementation, monitoring and evaluation of the emergency Response project interventions in the project areas. 
    • Provide technical support and leadership to Project Officers and drivers to enable them effectively guide and support response interventions in the Counties. 
    • Ensure all project interventions are implemented within schedule, plans and budgets and regularly review project status. 
    • Ensure that the emergency response interventions are integrated with other projects in the programme 
    • Ensure identification of local needs and resources and take appropriate programming measures. 
    • Mainstream cross-cutting issues (gender, CC, environment, advocacy,  disability, child protection) in emergency and rehabilitation  programs/projects 
    • Establish operational priorities and monitor performance targets for the respective field project staff 
    • Ensure that project initiatives meet or exceed planned outcomes and are implemented in full compliance with WVK, the donor and other relevant partnership and international standards and guidelines; 

    Design Monitoring, Reporting and Evaluation 

    • Lead in the development of the project design and ensure compliance with WVK and donor guidelines and standards. 
    • Ensure timely and effective implementation of all project interventions as well as the successful achievement of proposed outcomes and intended impacts. 
    • Ensure timely and appropriate utilization of the budgeted project resources. 
    • Ensure proper application of business processes, standards and guidelines related to the project in accordance with the donor requirements.  
    • Ensure that the project achieves acceptable financial and operational audit results by implementing activities in accordance with established norm and policies. 
    • Ensure that all the activities are implemented and evaluated in accordance with the WVK and donor standards. 
    • Support the project officers to set up and maintain effective complaints and feedback mechanisms to ensure that beneficiary concerns are addressed in a timely and effective manner.  
    • Ensure that an effective and participatory and effective M&E system is established in a decentralized manner 
    • Ensure that, in general, project monitoring arrangements comply with the project agreement and, in particular, the provisions of this agreement are fully observed in the design of project M&E. 
    • Ensure quality monthly, quarterly, semi annual and annual reports are compiled and submitted in a timely manner in line with the donor requirements. 

    Capacity Building 

    • Identification and sharing of capacity building gaps among project staff, communities and partners. 
    • Lead the project in capacity building initiatives for staff, communities and partners to enable them effectively advocate for and implement project interventions. 
    • Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results. 

    Engagement and Networking 

    • Ensure adequate representation with the donor, the Government of Kenya officials (National and County), private sector, Civil Society Groups, including Faith-Based Groups. 
    • Ensure close working collaboration with key Government line ministries and other like-minded partners. 

    Resource Mobilization 

    • Map resource mobilization opportunities at local level and develop concepts and proposals in collaboration with Regional and National office teams. 

    Other Duties 

    • Any other duties as assigned by the Supervisor

    KNOWLEDGE, SKILLS & QUALIFICATIONS

    • Must have a minimum of five years’ experience with regards to the designing, planning, and implementation; supervising and reporting on integrated development relief and/or advocacy project.
    • Experience in working on donor funded programs and experience with USAID/BHA donor funded projects is an added advantage.
    • Experience supporting strategic program development including successful proposal development for humanitarian donors
    • Strong evidence of good interpersonal and communication skills
    • Budgetary and financial management skills
    • Highly flexible and organized, able to manage multiple, simultaneous demands and willing to take on new tasks on an ad hoc basis
    • Ability to work both on own initiative and as part of a team in a high-pressure environment while adhering to deadlines
    • Proficient in written and spoken Kiswahili and English.
    • Notable experience of deployment in response to rapid and slow onset emergencies, including in a program lead role
    • Must have a minimum of a Bachelor’s degree in either Development studies, Social work, Anthropology, Project Planning and Management, Disaster Management, Nutrition, Agriculture, Water Sanitation and Hygiene or a closely related field from a recognized University with relevant experience working on emergencies.
    • Good understanding of Emergency Programming and MUST have had an experience with implementation of at least a USAID/BHA funded grant

    Senior Grants Accountant - PDU & WFP

    The Role:

    The Senior Grant Accountant is the primary point of contact under the line manager supervision when it comes to providing finance technical support throughout the life cycle of a project. The position holder will be responsible for ensuring compliance to donor regulations and relevant policies for both World Vision and the Implementing agencies. S/he will provide support such as budgeting; reporting; internal & external audits; expenditure verification; risk management; capacity assessment & performance tracking of the Implementing partner as well as timely funding of partner requests; posting verified data into SUN System and ensuring balance sheet items are reconciled and up to date. The position holder will be required to have excellent analytical skills; keenness to detail & accuracy; vast experience in managing UN, EU and other multilateral and government funded grants/contracts; grants with multicurrency and dealing with both International and local NGOs.

    Chief of Party - USAID/Kenya Feed the Future project – Scaling Inclusive Food Systems

    Key Responsibilities:

    World Vision Kenya seeks a Chief of Party for an anticipated USAID/Kenya Feed the Future project. The goal of Feed the Future in Kenya is to sustainably reduce hunger, malnutrition and poverty in the Zone of Influence. The purpose is to increase agriculture-led growth, resilience of people and systems and the population’s nutritional status, especially among women and children. The project is expected to foster private sector-led agricultural production sustainably; increase productivity, farmers’ income, and the resilience of Kenyan’s agriculture and food systems. This will take a market systems approach to promote the development of inclusive business models; improve farmer access to inputs, investment, technical expertise; and foster sustainable private sector partnerships.

    The Chief of Party’s (CoP) primary responsibilities include providing overall leadership, management, and general technical direction of the entire project and consortium partners, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. The CoP will be the principal point of contact in Kenya and is ultimately responsible for all contract management and implementation. S/he will be the primary liaison with USAID/Kenya on technical matters and expected to steer operations in response to USAID/Kenya technical direction. The CoP expected to identify issues and risks related to project implementation and suggest appropriate timely adjustments. The CoP must be able to communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.

    Duties and Responsibilities

    Program Coordination and Management

    • Provide overall strategic vision and leadership for project implementation including drafting project work plans and leading the successful implementation of annual work plans and budgets
    • Provide technical oversight and guidance to consortium partners on effective strategies to realize Inclusive sustainable agriculture-led economic growth; strengthened resilience among people and systems as well as well-nourished women and children
    • Put in place coordination mechanisms for effective project delivery among the consortium partners
    • Foster integrated vision, coordination and synergy building with other WVK, government and other partners initiatives in target areas
    • Effectively manage senior programming and operations talent for optimal performance.
    • Manage team dynamics and staff well-being; provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
    • Identify performance gaps and training opportunities for project and partner staff and ensure the design and delivery of high-quality training and technical assistance.
    • Approve program expenditures, budget adjustments, and cost modification requests to donors.
    • Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyse and respond quickly to deficiencies.
    • Coordinate relationships with consortium partner organizations, including organization of review/planning workshops. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with WVK partnership principles.
    • Manage subcontractors to ensure that their performance meets or exceeds technical and financial contractual requirements
    • Ensure all staff understand and adhere to WVK staff safety and security policies and plans, and ensure the updating of such plans.
    • Ensure program implementation in compliance with USAID standards, WVK Policies & Procedures and aligned to acceptable financial & operational audit results.
    • Ensure inclusion of cross cutting themes including gender, youth, conflict sensitivity, disability and social inclusion
    • Serve as the primary point of contact to USAID as well as public, private and non-government stakeholders.

    Design, Monitoring, Evaluation and Reporting

    • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability.
    • Ensure accurate and quality Annual Operation Plan (AOP) and Detailed Implementation Plan (DIP) for the program in place and utilized
    • Ensure accurate and quality Program Design Documents (PDD) are on file
    • Put in place effective monitoring and reporting systems to guide consortium partners
    • Ensure the program quality standards adhered to per MEAL policy and procedures.
    • Provide oversight related to project results, reporting, analysis, and the use of strategic information to drive performance across the project
    • Actively identify, manage and mitigate issues and risks related to project implementation at the national and regional levels and propose risk mitigation strategies and solutions for project adjustments
    • Ensure the relevant project measurements (baseline, mid-term, end-line and any other study) are accurately and promptly conducted and results utilized to inform program management
    • Ensure effective use of resources, on-time delivery of project activity reports and partner deliverables, and overall compliance with USAID regulations and WVK policies and procedures
    • Work with MEAL Manager ensure effective reflection and learning forums and documentation of project success for internal and external communication

    Engagement, Networking and Fundraising

    • Oversee the development of communication strategies and materials, complying with donor and WVK branding and marketing requirements and procedures.
    • Coordinate relationships with consortium partner organizations, including organization of review/planning workshops and coordination forums.
    • Maintain effective and open communication throughout the project with USAID, WVK Directors, project teams, and other relevant stakeholders   
    • Represent the project at meetings and events with the USAID, Government of Kenya, the business community, non-profits, and other stakeholders
    • Build and Maintain effective communications and pro-active relationships with partners including the county government and the donor
    • Collaborate with line ministries and departments in providing technical support and assistance to the program
    • Support implementing staff to successfully engage with key internal and external stakeholders for improved trust, business development services, expanded investment in food security initiatives i.e. technology, infrastructure, skills and information
    • Ensure that all consortium partners are equipped with pre-requisite capacity to effectively deliver on their mandate. Participate in public forums and events as appropriate.
    • Pro-actively identify program expansion and scale up opportunities through public and private partner investments

    Advocacy: Policy and Budget Influence

    • Coordinate advocacy and policy influence initiatives of the program at county and national level
    • Ensure competitive/strengthened public and private of institutions and systems
    • Foster co-creation and partnership between community, private sector and county governments
    • Influence on policy review initiated for effective governance policy and institutions as necessary
    • Increase the visibility of WVK and USAID by maintaining active engagement and advocacy on project related matters
    • Ensure that staff capacity around policy and advocacy well built.

    Qualifications, Skills and Knowledge

    • Master’s degree in business management, agriculture, economics, project management or other closely related field relevant to the position
    • Minimum ten (10) years of relevant,  Chief of Party experience managing and implementing partnerships with the private sector to foster economic development.
    • At least 10 years of experience working with the private sector, agribusiness development, and market systems preferred.
    • Minimum ten (10) years of relevant,  Chief of party experience managing and implementing partnerships with the private sector to foster economic development
    • Demonstrated experience  as chief of party for USAID or other donor market systems, agriculture, or related development programs of similar or greater scope and complexity;
    • Prior experience with several of the following areas of expertise: inclusive market systems development, private sector engagement, value chain development, climate smart and/or resilient agriculture, nutrition/food security, policy and advocacy
    • Experience engaging partners and strengthening partnerships
    • Strong systems thinking and problem-solving skills, with capacity to see the big picture with ability to make sound judgment and decisions.
    • Strong relations management abilities with ability to relate to people at all levels internally and externally and strategic on how to approach each relationship.
    • Team leadership abilities with diverse/multi-disciplinary teams.
    • Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.

    • Good understanding of gender and diversity issues and commitment to addressing inequalities in all the key areas of responsibility
