    Program Officer – Trade, Investment and Manufacturing

    Job Purpose

    Provide technical Support in the implementation and coordination of all matters and activities of the committee.

    Reporting to the Director Committees, the Program Officer will perform the following duties and responsibilities:

    1. Participate in development of sector policies, laws, regulations, strategies, standards and guidelines on matters related to the sector.
    2. Identify, guide and advise on preparation of resource materials for induction of the Council Committee (Governors) and the County Executive (County Executive
    3. Committee Members, Chief Officers, Directors and other officers).
    4. Initiate development of advisories to County Government on the implementation of
    5. Devolved functions in the sector.
    6. Initiate development of committee reports, policy briefs, speeches and policy papers.
    7. Follow up with County Regional Economic Blocs on implementation of inter-county agreements, policy, development projects, activities and inter-county trade.
    8. Prepare, file and archive committee rules, regulations, reports, briefs, minutes and any other relevant documents in the committee.
    9. Follow up and prepare reports on the implementation and compliance on indicators related to SDGs, Gender and other international obligations, treaties and agreements in the committee.
    10. Follow up on County Governments’ participation in intergovernmental consultations and sector dialogues.
    11. Participate and prepare reports for intergovernmental and sector forums in the sector.
    12. Implement committee policies, regulations, strategies, standards and guidelines.
    13. Support in committee data collection to inform policy decisions.
    14. Support sensitization of County Governments on mainstreaming SDGs, Gender and other international obligations, treaties and agreements.
    15. Prepare letters of invitation and requisition for the venue and other necessary materials for committee meetings (Governors) and for the Caucus meetings (County
    16. Executive Committee Members, Chief Officers, Directors and other officers).
    17. Initiate the development of the committee annual work plans and budgets.
    18. Identify relevant partners to support resource mobilization for the committee activities.
    19. Initiate and prepare for the committee peer learning initiatives in the sector.
    20. Follow up on the implementation of intergovernmental resolutions relating to the committee.
    21. Support implementation of committee activities.
    22. Initiate documentation of good practices in the sector.
    23. Initiate inter county knowledge sharing and learning on devolved functions.
    24. Participate in committee in intergovernmental sector fora’s and policy discourse.
    25. Monitor, review and advise the committee on sector policies, laws, regulations, strategies, standards and guidelines on matters related to the sector.
    26. Organize and participate in meetings with stakeholders, development partners, private sector and civil society on matters of interest to County Governments.
    27. Initiate development of annual committee budgets.
    28. Monitor budget utilization in the committee.
    29. Participate in the negotiation of conditional and non-conditional grants with the National Government and development partners.
    30. Make follow ups on the release and implementation of grants to County Governments.
    31. Comply with internal controls in utilization of budgets by the committee.
    32. Support sensitization County Governments on conditional grants requirements.
    33. Guide and mentor the assistants and interns.

    Minimum Qualifications and Experience:

    Academic and Professional Qualifications

    1. Bachelor’s degree in any of the following disciplines: Economics, Finance, Commerce,
    2. Cooperative Development, International Relations, or in a related field from a
    3. recognized institution.

    Experience

    1. Have (3) years’ experience in public or private sector employment in a reputable organization.

    Functional Skills

    1. Thorough understanding of national goals, policies, objectives, and ability to relate them to Council’s mandate.
    2. Thorough understanding of Devolution as envisioned in the Constitution.
    3. Understanding of financial and human resource management.
    4. Good understanding of government policies, regulations, and procedures.

    Duration of the Assignment

    Internal Auditor

    Job Purpose

    The job entails provision of an independent and objective assurance on risk management, control, and corporate governance processes within the Council.

    Reporting to the Chief Executive Officer, the Internal Auditor will perform the following duties and responsibilities:

    1. Carrying out internal audit assignments as outlined in the audit plan in compliance with auditing standards.
    2. Gathering, collating and analyzing data on financial records, systems and processes to ensure efficiency and effectiveness of funds utilization.
    3. Collecting data on periodical financial returns, estimates and expenditure.
    4. Assessing compliance with regulations and guidelines in the Council.
    5. Carrying out audit checks and identifying any accounting errors.
    6. Undertaking spot-checks and cash surveys.
    7. Undertaking audit investigations.
    8. Preparing of working papers and audit reports in line with quality standards; and
    9. Implementing annual audit work plans.
    10. Support the preparation of annual Internal Audit budget.
    11. Review accounting, financial and budgetary systems of the Council

    Minimum Qualifications and Experience:

    1. Academic and Professional Qualifications
    2. Bachelors degree in any of the following disciplines:- Commerce (Accounting/Finance option), Economics, Mathematics, Statistics, Business Administration (Accounting/Finance option) or equivalent qualification from a recognized institution
    3. Certified Public Accountants of Kenya (CPAK) or its equivalent.
    4. Possess either Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certification in Risk Management and Assurance (CRMA), Certified Fraud Examiner (CFE) or Certified Forensic Accountant (CFA).
    5. Membership to Institute of Certified Public Accountants of Kenya (ICPAK), Institute of Internal Auditors (IIA), Information System and Control Association (ISACA) or
    6. Institute of Risk management (IRM) or any other relevant professional institution.

    Experience

    Have (3) years’ experience in public or private sector employment in a reputable organization.

    Functional Skills

    1. Broad knowledge of Public Sector Accounting Standards, principles and procedures
    2. Demonstrable knowledge of Internal audit procedures and standards such international Professional practice Framework (IPPF), Public Finance
    3. Management Act (PFMA), and ability to advice on best practices in credit operations
    4. Ability to communicate clearly and effectively with a variety of stakeholders within and external to the Council both orally and in writing
    5. IT proficiency and experience in working with large and complex data sets and use of an automated audit management software
    6. Good report writing and editing skills
    7. Good Supervisory and Management Skills

    Principal Program Officer, Urban Development, Housing and Lands

    Job Purpose

    Oversee development, implementation and coordination of all matters pertaining to Urban Planning, Housing Development and Lands.

    Reporting to the Director Committees, the Principal Program Officer will perform the following duties and responsibilities:

    Minimum Qualifications and Experience:

    Academic and Professional Qualifications

    1. Master’s degree in any of the following disciplines: Land Management
    2. Sciences, Engineering Economics, Business management/Administration,
    3. Social Sciences or in a related field from a recognized institution.
    4. Bachelor’s degree in any of the following disciplines: Land Management Sciences, Engineering Economics, Business management/Administration, Social Sciences or in a related field from a recognized institution.

    Experience

    At least eight (8) years’ experience in public or private sector employment, three (3) years of which must be on managerial role in a reputable organization.

    Functional Skills

    1. Thorough understanding of international and national goals, policies, objectives, and
    2. ability to relate them to Council’s mandate.
    3. Thorough understanding of Devolution as enshrined in the Constitution.
