    Director-Vocational Training

    Duties and Responsibilities

    • Coordinate, initiate, formulate and implement policies in Vocational Training Centers; develop and implement programs, policies and projects to enhance enrollment in VTC’s; train and advice on implementation of Vocational Training curricular and co-curricular activities to meet the set standards; oversee assessment of upcoming youth polytechnics capacity of registration as training institutions and examination Centers; initiate, build and strengthen strategic partnerships and collaborations among stakeholders on revitalization, rehabilitation and promotion of Vocational Training; coordinate management and disbursement of Vocational tuition scheme and grants; build capacity in Vocational Training by conducting regular human resource planning; coordinate establishment of functional Boards of Management to manage Vocational Training; liaise with stakeholders on the domestication of the drawings and bills of quantities for infrastructure development; participate in monitoring and evaluation of Vocational Training programs and projects; responsible for advising the Board of Management on prudent management of Vocational Training funds; coordinate the implementation of the departmental strategic plan, performance contracting, annual work plans and monitoring performance

    Director ECDE

    Duties and Responsibilities

    Chief Engineer - Civil/Director Infrastructure and Energy

    Duties and Responsibilities

    Coordinating the formulation, implementation and review of policies, plans, strategies, guidelines, standards, procedures, protocols and manuals on civil engineering; approving technical drawings and designs as per work request; ensuring housekeeping and maintenance of work areas adhere to set safety standards; approving scheduled and non-scheduled maintenance on cooling towers, roads, building and other civil structures in the county; complying with relevant ISO standards; approving notifications, creation, confirmation and completion of work orders in the plant maintenance management system; approving civil engineering drawings, designs and fee notes for consultants; ensuring that statutory regulations and safety rules are fully implemented and followed; validating and approving internal project blueprints and structural specifications to determine dimensions of structure or system and material requirements; approving purchase requests in the plant maintenance and management system; coordinating the monitoring of the systems performance, introducing changes and propose improvement and modification as necessary; approving technical specifications and estimates for tendering process; coordinating feasibility studies and research on civil engineering; approving project details, such as plan preparation, acceptance testing and evaluation of field conditions; overseeing inspection of projects; disseminating research findings and promotion of wider application of innovative processes and materials technology; ensuring development and implementation of the department’s strategic plan and objectives; overseeing the preparation and implementation of the department’s performance contracts; ensuring the development and review of departmental annual work plans and budgets; overseeing and ensuring prudent financial and asset management of the department; ensuring compliance with principles and values of good governance, transparency, accountability, ethics and integrity; managing departmental performance; and managing, training and development of departmental staff.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Bachelor’s degree in Civil Engineering or its equivalent qualification from a recognized institution;
    • Have relevant knowledge and experience of not less than seven (7) years in a related area within the Public Service or Private Sector three (3) of which should be at supervisory or managerial level
    • Been registered by the Engineers Registration Board of Kenya;

    Duties and Responsibilities

    Chief Physical Planner - 2 Posts

    Duties and Responsibilities

    Duties and responsibilities at this level will entail; - overseeing drawing/digitization of County, Metropolitan.     Superintending Engineer /Chief Structural Engineer

    Duties and Responsibilities

    Design, preparation of bills of quantities and detailing of structural and civil works drawings for various structures such as roads, sewage, marine works, retaining walls and footbridges.     Assistant Quantity Surveyor

    Duties and Responsibilities

    This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level entail: - preparing cost estimates, bills of quantities, monthly valuations on site, site remeasurements; and preparing variation orders.

    Duties and Responsibilities

    Assistant Director, Human Resource Management and Development

    Duties and Responsibilities

    Requirements for appointment

    For appointment to this grade, an officer must have:

    • Bachelor’s Degree in any of the following disciplines: Sociology, Public/Business Administration, or its equivalent qualification from a recognized institution Plus a
    • Diploma in any of the following disciplines: Human Resource Management, Industrial Relations, Labour Relations, Pensions or its equivalent qualification from a recognized institution;

    OR

    • Bachelor’s Degree in Human Resource Management or its equivalent qualification from a recognized institution;
    • A minimum period 5 years work experience, three (3) of which must be in a Senior HR Management level in the public service.
    • Membership to the Institute of Human Resource Management in good standing;
    • Certified Human Resource Practitioner (CHRP) with a Valid practicing certificate;
    • Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
    • Certificate in computer application skills; and
    • Demonstrated a thorough understanding of National goals, policies, objectives and the ability to translate them into human resource management policies and programmes.

    Duties and Responsibilities

    This is the entry and training grade for this cadre. Duties and responsibilities at this level will entail:- taking oral dictation; word and data processing; managing e-office; operating office equipment; handling telephone calls and appointments; maintaining office diary and travel itineraries; managing office protocol; ensuring security of office records, documents and equipment; maintaining an up to date filing system in the office; managing office petty cash; supervision of office cleanliness; and undertaking any other office administrative services duties that may be assigned.

    For appointment to this grade, a candidate must have; =

    • Bachelor’s Degree in Secretarial Studies or Bachelor of Business and office Management from a recognized institution

    OR

    • Bachelor’s Degree in Social Sciences plus a Diploma in Secretarial Studies from a recognized institution; and
    • Certificate in computer applications from a recognized institution.
