    Reporting to : Board of Directors

    Terms of Employment : Contract (three years renewable once based on performance)

    Basic Salary is negotiable.

    Job Purpose,

    Responsible for setting and executing the overall business strategy for Mombasa Water Supply and Sanitation Company Limited (MOWASSCO) and translating Board of Directors’ and shareholders’ mandates to the business and representing management on the board. The position ensures that the company meets its strategic objectives to achieve overall goals of the company.

    Key Result Areas and Duties,

    1. To provide leadership in the development and implementation of the company’s strategic plans to enhance profitability and shareholder value;
    2. Ensuring the business promotion is carried out as per developed and formulated plans so as to attain planned rate of return of assets;
    3. Ensuring effective mobilization and utilisation of resources;
    4. Advising the Board on the company’s performance;
    5. Cultivating and encouraging a productivity culture of results in the company;
    6. Establishing, directing and managing the company’s managerial, financial and operational systems, procedures and controls to ensure that they are professional, workable and sustainable;
    7. Providing strategic direction on new investments, business opportunities and change initiatives;
    8. Promote strategies of embracing ICT in the key business processes and functions;
    9. Nurturing the organisation’s human resource and ensuring that appropriate management structures, positive culture of performance is adopted and policies are developed and implemented;
    10. Providing relationship management and networking with local and global business partners, donors and stakeholders.
    11. Promoting sound corporate governance and ethical standards.
    12. Providing proactive public relations and enhancing the company’s corporate image and brand;
    13. Execute the Board of Directors’ resolutions and give timely feedback to the Board of Directors on the same.
    14. Any other duties as may be assigned from time to time by the Board of Directors.

    Education, Professional Qualifications and Work Experience:

    1. Minimum Bachelor’s degree from recognised institution in any of the following fields: Business Administration/Human
    2. Resource Management or Civil/Water Engineering or related field of Engineering or Finance/Accounting
    3. MBA qualifications in any of the following fields: Business administration/Human Resource Management or Civil/Water Engineering or related field of Engineering or Finance/Accounting is desirable.

    Professional Body Qualifications

    1. Must be a member of the relevant Professional body and a holder of a Current Practicing Certificate. Experience
    2. Ten (10) years’ experience with at least five (5) years at senior management level
    3. Prior experience in managing a multi-cultural water utility firm at senior management level is strongly desirable;
    4. Demonstratable experience in managing donor-funded projects especially in the water sector is desirable.
    5. Must have excellent understanding of the Kenyan water reforms

    Head of Finance and Commercial Services

    Job Grade : 2

    Reporting to : Managing Director

    Terms of Employment: Contract (five years renewable once based on performance)

    Basic Salary Details: 113,908 – 287,840 Kshs per month

    Reporting to the Managing Director, the successful candidate will be responsible for ensuring that all the financial resources of the company are acquired, disbursed, prudently invested, fully accounted for and reported efficiently. Should ensure that the Company is financially sound and in conformity with the overall Strategic Plan. He/she will also be expected to ensure that the strategy for service delivery and revenue generation is put in place and effectively implemented.

    KEY RESPONSIBILITIES

    1. Formulate the company’s financial strategy and ensure it is properly implemented
    2. Ensure sound corporate governance by identifying risks and developing and implementing proper controls in order to minimize those risks
    3. Spearhead formulation, implementation, maintenance and review of sound financial policies, systems and procedures to sustain the company
    4. Develop systems for the effective and efficient management of financial resources.
    5. Ensure timely and accurate accounting, reporting and analysis in order to aid management decision making
    6. Ensure efficient revenue collection, disbursements, accounting and reporting
    7. Advise the company on the financial viability of proposed investments
    8. Ensure financial reports are prepared and submitted in compliance with the company requirements
    9. Manage all finance relationships with external agencies
    10. Prepare budgets and periodic financial performance reports for presentation to the Board of Directors
    11. Ensure provision of timely and high quality client services that meets or exceed their expectations
    12. Develop and implement systems for positive customer relations management
    13. Manage and supervise commercial aspects of the Company’s operations, particularly as they relate to revenue generation.
    14. Promote new ideas and business solutions that result in extended service to the existing and new clients
    15. Develop long-term business strategies and operating plans that reflect the longer-term goals and priorities.
    16. Ensure the provision of comprehensive commercial information systems, including up-to-date customer database, to
    17. achieve the overall Company revenue objectives.
    18. Any other duty assigned by the Managing Director

    Personal Specifications

    1. A Bachelor’s Degree in Commerce, Business Management, Finance or Accounting from a recognized university
    2. A Masters in Business, Finance or Accounting is an added advantage
    3. Full professional qualification in either ACCA or CPA (K)
    4. Must be a member of the relevant professional body and in good standing;
    5. At least Eight (8) years of experience in utility or service industry, three (3) of which should have been in a senior management position
    6. Proficiency in ICT with strong MS office and internet use.

    Required skills and Competencies.

    1. Should possess excellent interpersonal and communication skills and have experience in dealing with target-based
    2. multi-disciplinary teams.
    3. Should possess sound an excellent business development knowledge and skills gained preferably in the Water Sector
    4. or in a busy and dynamic organization.
    5. Must be able to lead and motivate multi-skilled teams in a dynamic work environment.
    6. Possess relevant computer applications skills
    7. Possess leadership qualities and be a team player with a high degree of integrity and ability to relate across different professional functions and situations.
    8. Be a team player and uphold collective responsibility
    9. Be able to drive change in a dynamic business environment.
    10. Understands and can implement the regulatory obligations of the Company.
    11. Experience working with international donor agencies will be an added advantage and international business experience is a plus.

    Terms of employment: The appointment will be for a contract term of 5 years renewable subject to satisfactory performance
    evidenced by continuous achievement of performance targets.
