    SIBO Water and Sanitation Company Limited (SIBOWASCO) was established as a Private limited liability Company limited by guarantee on 14th June 2006 under the Companies Act (Cap. 486) of the Laws of Kenya. On 27th June 2006 the Company was contracted through a Service Provision Agreement (SPA) by Lake Victoria South Water Services Board (LVSWSB) to provide water and sanitation services to the residents of Siaya and Bondo and the surrounding towns.

    Commercial & Customer Care Manager (SIBO 6)

    Job description

    The successful candidate will report to the Managing Director and be responsible for commercial viability and business development of the Company putting in place strategies for continuous improvement of customer service delivery and monitoring and reporting on billing efficiency, revenue collection and customer care in line with the strategic plan.

    Responsibilities

    The successful candidate will be responsible for:-

    • Develop long-term business strategies and operating plans for the department
    • Ensure provision of timely and high quality client services that meet or exceed their expectations.
    • Develop and implement systems for positive customer relations management;
    • Manage and supervise commercial aspects of the company’s business operations, particularly as they relate to the revenue generations.
    • To promote new ideas and business solutions that result in extended service to the existing and new clients.
    • Ensure the provision of comprehensive commercial information systems, including up-to-date customer database, to achieve the overall company revenue objectives.
    • Carry out customer surveys and propose improvements arising from feedbacks received.
    • Develop departmental policies, procedures and action plans and budgets in line with overall company mission and objectives
    • Optimizing billings and revenue collection while reducing commercial losses to ensure financial sustainability.
    • Managing departmental staff performance, development, training and motivation for effective performance
    • Supporting line managers in developing their budgets and continuously sensitizing and training them to attain and maintain a commercial attitude to company operations while delivering services with customer satisfaction.
    • Developing and enforcing customer service standards cascaded from the service charter so as to regain and retain customer confidence.
    • Responsible for physical assets assigned by the company
    • Oversee performance management in the department
    • Prepare and submit monthly, quarterly and annual reports for the department
    • Attending promptly to complaints from customers
    • Oversee processing new customer accounts and the updating the customers register/accounts

    Qualifications

    The applicant should be in possession of the following qualifications:-

    • Bachelor’s Degree Business Administration(Accounting option) or Finance from a reputable University,
    • Be in possession of a professional qualification and a member of a professional body in good standing (CPA-K, ACCA or any other recognized body);
    • Master’s Degree in Finance or Business Administration will be an added advantage.
    • At least five (5) years’ experience in the profession, 3 of which should be in Operations in a busy Commercial environment preferably Water Service Provider will be an added advantage.
    • Experience of implementing ERP systems and conversant with Water Billing Systems; Sage Pastel Evolution will be an added advantage.
    • Proven customer management and people management experience.
    • Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.
    • Excellent analytical, problem solving and decision making skills
    • Excellent communication and presentation skills
    • Ability to lead multi skilled Team
    • Knowledge of accounting/finance system

    Finance Manager

    The successful candidate will report to the Managing Director and be responsible for the finance function of the company to perform financial analysis as per laid down procedures.

     Responsibilities

    The successful candidate will be responsible for:-

    • Formulate the company’s financial strategy and ensure it is properly implemented
    • Oversee and analyses SIBOWASCO’s operating environment and provide the senior management team with the information and analysis necessary to plan their work in accordance with the approved strategic frameworks.
    • Oversee all investment activities including putting in place appropriate strategies that are in line with company policy including risk management guidelines.
    • Ensure sound corporate governance by identifying risks and developing and implementing proper controls in order to minimize those risks.
    • Developing and implementing departmental strategies and work plans that facilitate achievement of Company objectives.
    • Continuously developing, reviewing and enforcing the financial policies, procedures and internal controls that are in line with IFRS and legal requirements
    • Develop systems for the effective and efficient management of financial resources.
    • Managing departmental staff performance, development, training and motivation for effective performance.
    • Ensure efficient revenue collection, disbursements, accounting and reporting
    • Establish the necessary systems and procedures to safeguard fixed assets including the maintenance of complete accurate and up to date fixed assets register/records
    • Ensure financial reports are prepared and submitted in compliance with the company requirements
    • Manage all finance relationships with external agencies and compliance with standards
    • Prepare budgets and periodic financial performance reports for presentation to the managing directors and Board for approval.
    • Participate in the recruitment of staff within the department, mentor and coach departmental staff, plans the work of subordinates, assigns work performance, appraises/evaluates subordinates performance
    • Monitor budgets against expenditure and advice corrective action where necessary.
    • Manage of the provision and recording of financial and accounting information for externally-funded projects and the control of all externally funded expenditure.
    • Provide timely and accurate financial reports
    • Budget preparation/ cash flow management review to ensure sustainability and giving strategic advice to board /Management
    • Prepare statutory, management and other reports as required by the various stakeholders
    • Conduct periodic review of actual performance against budget and explaining any variances
    • Work closely with CMT in all areas.
    • Perform any other duty as may be assigned by your supervisor from time to time.

    Qualifications

    The applicant should be in possession of the following qualifications:-

    • Bachelor’s Degree in Accounting, Finance or Business Administration (Accounting option) from a reputable University,

    Procurement Officer (SIBO 3)

    Job description

    This position is responsible for the management of procurement services of goods, services and works for the Company as per the Procurement Act, Regulations, Company’s procurement policies and procedures.

    Responsibilities

    • Provide leadership in the automation of procurement process in Company.
    • Ensure adherence to procurement procedures and standards through creating awareness to the users on the processes to be followed.
    • Ensure availability of quality goods and services ordered and prompt delivery of the same to the user through timely processing of the requisitions placed.
    • Manage an efficient supply base through open tendering and prequalification process for all goods & services used by the Company.
    • Heading procurement Secretariat.
    • Ensure cost rationalization by carrying out price surveys to determine price trends to help suppliers’ appraisal.
    • Manage supplier relationships through maintaining good communication and timely processing of payments for mutual benefit of the Company and the suppliers.
    • Production of management reports to inform the management on decision making.
    • Supervise and train staff in the department to enhance work efficiency.
    • Advise the management on internal control to be applied in procurement to enhance efficiency.

    Qualifications

    • Bachelor’s Degree in Business Management, Procurement & Suppliers management, or any other related field.
    • Be a member of Kenya Institute of Supplies Management, Charted Institute of Purchasing and Suppliers or possess any recognized procurement professional qualification
    • Three(3) years of relevant experience
    • Must be computer literate(MS Office) and have practical experience in report writing
    • Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.

    ICT Officer

    Location: Siaya

    Responsibilities

    • Provide technical ICT support and advice as required across the Company
    • Provide technical support for the billing system/software
    • Solve technical and application problems
    • Diagnosing hardware and software faults
    • Monitor and maintain computer systems

    Qualifications

    • At least Diploma or BSc. ICT, BBIT or any relevant degree
    • Professional qualification and at least 3 years’ experience as an ICT Administrator
    • Proficient in LAN connectivity, capable of doing basic diagnostic of connection problems.
    • Proficient in Microsoft office and Microsoft Windows
    • Proficient in Microsoft Active Directory
