    Human Resource Manager

    Ref: SNP/05/08/20)

    Essential Duties

    • Planning, organizing, coordinating and administering all human resource and administration activities in the Polytechnic;
    • Overseeing development and review of human resource and administration policies, rules and regulations;
    • Overseeing development of human resource plans and strategies;
    • Monitoring and coordinating implementation of human resource management policies, rules and regulations;
    • Developing and institutionalizing performance management process;
    • Maintaining professional human resource management standards;
    • Advising on human resource planning and succession management;
    • Advising on career development and review of Career Progression Guidelines;
    • Coordinating organizational development and job reviews;
    • Interpreting labour laws and other statutes that impact on human resource in the Polytechnic;
    • Coordinating industrial relations and staff welfare;
    • Spearheading the development and implementation of human resource management system;
    • Spearheading assessment of skills and competence needs for the organization;
    • Overseeing budgeting, allocation and optimal utilization of training resources and opportunities;
    • Reviewing of terms and conditions of service;
    • Ensuring proper utilization of human resources in the polytechnic and advising on proper deployment;
    • Ensuring compliance with all the statutory and regulatory requirements relating to Human Resource and Administration; and
    • Managing and developing staff

    Requirements and Qualifications

    • Must have served in the post of Human Resource Manager or its equivalent for a minimum period of three (3) years in a comparable institution;
    • Have Masters degree in any of the following disciplines: - Human Resource Management/Development; Manpower Studies or equivalent qualification from a recognized institution;
    • Have Bachelors degree in any of the following disciplines: - Human Resource Management; Personnel Management; Human Resource Development or equivalent qualification from a recognized institution; OR
    • Have Bachelors degree in any of the following disciplines: Economics; Sociology; Business Administration; Public Administration; Commerce with Post Graduate Diploma in Human Resource Management/Development or equivalent qualification from a recognized institution;
    • Have Certificate in a management Course lasting not less than three (3) weeks from a recognized institution;
    • Have Certificate in computer applications from a recognized institution;
    • Have a valid full membership to a professional body; Institute of Human Resource Management (IHRM)
    • Have a practicing certificate from the Institute of Human Resource Management

    Supply Chain Manager

    POST Ref: SNP/04/08/20)

    Essential Duties

    • In liaison with the Principal, determine the college purchasing needs and departmental specifications.
    • Plan and coordinate the execution of procurement activities and ensure procurement best practice is followed using the detailed guidelines provided in the PPOA.
    • Developing and reviewing procurement policies and strategies
    • Spearheading periodic valuation of polytechnic assets, market research and surveys
    • Conducting stock taking and ensuring safe custody of procured goods
    • Ensuring proper interpretation and implementation of existing policies, regulations and procedures;
    • Receive and review procurement requests and initiate procurement procedures for materials, equipment, supplies and services locally and internationally (where applicable)
    • Monitoring supplier performance to asses ability to meet quality and delivery requirements.
    • Lead negotiation efforts in major contractual agreements with suppliers.
    • Overseeing implementation and effective use of e-procurement system;
    • Coordinating preparation and consolidating procurement budgets and plans
    • Maintain appropriate records such as vendor quotations, purchasing requisitions, purchase orders and reports to ensure that the procurement process, decision, and contractual agreements are accurately documented for accountability and audit purposes.
    • Assist in any internal and external audits and the maintenance of a running list of previous audit recommendations and the status of their implementation.
    • Analyzing invoices against receiving reports before authorization of payment to suppliers and making follow-ups to ensure suppliers are paid on time.
    • Monitoring purchases of capital or recurrent expenditure against budget and usage of goods and services within the college to ensure minimal expenditure.
    • Initiating the process of disposal of unserviceable, obsolete and surplus stores and equipment.

    Requirements and Qualifications

    • A candidate must have served in the post of Supply Chain Manager or its equivalent for a minimum period of three (3) years in a comparable institution
    • Have Masters degree in any of the following disciplines: -Logistics and Supply Chain Management; Business Administration (Purchasing and Supplies) or equivalent qualification from a recognized institution;
    • Bachelor's Degree in Supply Chain Management, Procurement, or a related area from a reputable institution.
    • Have a certificate in management course lasting not less than three (3) weeks from a recognized institution.
    • Fulfilled the requirements of chapter six (6) of the Constitution of Kenya.
    • Basic proficiency with computer applications and programs including email and Microsoft Office.
    • Excellent communication and interpersonal skills.
    • Extremely well organized and self-directed individual with sound technical skills, and analytical ability.
    • Have a valid full membership to a professional body; Kenya Institute of Supplies Management (KISM) and Chartered Institute of Procurement and Supply (CIPS)
    • Have a practising Certificate from KISM.

    Information Communication Technology (ICT) Manager

    Ref: SNP/03/08/20

    Essential Duties

    • Evaluating systems and ensure adherence to established ICT standards and requirements.
    • Ensure network security through deployment and maintenance of firewall and other systems to prevent viruses and malicious software.
    • Systems development and implementation as well as prepare progress reports of system development.
    • Plan, monitor and evaluate program activities
    • Prepare budget and work plan to guide service delivery in the unit.
    • Conduct regular network and security audits to continuously manage systems security to avoid data loss.
    • Review Polytechnic ICT Policy and controls.

    Requirements and Qualifications

    • A candidate must have served in the post of ICT Manager or its equivalent for a minimum period of three (3) years in a comparable institution
    • Must have a Masters Degree in Computer Science/ICT or Electronics/Electrical Engineering from a recognized Institution;
    • A Bachelor's degree in ICT related discipline or its equivalent qualification from a recognized institution; and
    • A Higher Diploma in Computer Science/Information Communication Technology or its equivalent qualification.
    • Posses MCP, Oracle, Certified Information System Analyst (CISA), CISCO, CCN, A+ N+)
    • Demonstrated considerable knowledge and competence in systems analysis and programme design.
    • High level of integrity.
