    Roving Secretary (Administrative Assistant)

    Duties

    The Administrative and Program Support Rover position provides administrative, data analysis/report, program/project coordination, or management support to post.  This position addresses short-term assignments as needed by post including staffing gaps, ad-hoc projects, and/or short-term workload increases.  To provide maximum flexibility, this position may be implemented either as regular (full-time or part-time) or intermittent/irregular (a when actually employed) basis.  Post HRO or DHRO with responsibility for American HR portfolio supervises the Rover position, but the incumbent will receive work guidance from supervisor in currently assigned area.

    Qualifications and Evaluations:

    Experience

    • Two years of office administration and management experience is required.  This experience may include experience in which administration and management made up part of the responsibilities.

    JOB KNOWLEDGE: 

    Incumbent will need to have a broad knowledge of the Embassy, including all Agencies.  The incumbent will interact with employees from the Embassy and other Agencies as well. Job holder must have a good general knowledge of agency correspondence and other applicable office procedures. The incumbent must be able to respond to some questions from VIP visitors and the Front Office regarding Area. Confidentiality is imperative.  Must be able to interact with VIP visitors and the Front Office.

    Administrative Clerk (Security Escort)

    Duties

    Performs all duties of a security escort by monitoring and escorting non-cleared visitors and personnel while in controlled access areas (CAA) or in other locations within mission facilities and grounds. The position is part time, some after-hours, weekend and holiday work may be required. This position is directly supervised by the Deputy Facilities Manager. The incumbent must be able to obtain and hold a Top-Secret clearance.

    Information Management Assistant

    BASIC FUNCTION OF POSITION

    The Diplomatic Technology Assistant is a member of the [Diplomatic Technology, DT Customer Engagement] team with a security clearance. Responsible for front-line response to customer queries, both in person and through remote channels such as telephone, email, chat, and self-service request forms. Requires a Top Secret Security Clearance.

     MAJOR DUTIES AND RESPONSIBILITIES

    • SERVICE DESK SUPPORT, OPERATIONS AND SYSTEMS ADMINISTRATION 70% Utilize limited system administrator privileges to address customer issues and to provide basic hardware, applications, and systems support on both classified and unclassified systems in Controlled Access Areas (CAA) and general work area (GWA) of the mission.     Mailroom Supervisor

    Duties

    Under the supervision of an AGSO, manages all unclassified pouch and diplomatic mail operations at the mailroom, supervising and rating the Mail Clerks who support all mailroom functions. Serves as primary local liaison with airport authorities, and mail handling contractors. Sorts and distributes mail, processes incoming diplomatic pouches, and prepares diplomatic pouches for dispatch. Responsible for transportation, safeguarding, receipt and delivery of all incoming and outgoing DPO mail and unclassified diplomatic pouches. Maintains all required paperwork. Ensures all security standards are met for proper storage and handling of DPO accountable mail, DPM registered, certified and pouch material. Provides guidance to all offices authorized to use DPO and pouch services. Tracks and is accountable for all funds issued to the mailroom. Ensures all BPA contracts are kept up-to-date and tracks and updates the mailroom Franking machines required for official postage

    • Minimum of two years in external or internal customer service where tasks included, problem solving and mail handling or other related clerical experience.

    Residential Security Coordinator

    Duties

    Incumbent provides administrative oversight of post's residential security program. Serves as the point of contact on all residential security matters between the RSO, General Service Office (GSO), Facilities Maintenance (FAC), and landlords. Conducts security surveys of all current housing to ensure residential security standards are maintained and conducts security surveys on all proposed housing to ensure security suitability can be obtained and compliance with the Overseas Security Policy Board’s OSPB standards before occupancy.

    Consular Associate

    Basic Function of the Position:

    Under the direct supervision of a Consular Officer the Consular Associate is assigned a wide range of responsibilities in the American Citizen Services (ACS) Unit, Nonimmigrant Visa (NIV) Unit, Immigrant Visa Unit, and/or Fraud Prevention Unit (FPU). The jobholder may provide consular services to U.S. citizens, conducts non-adjudicatory visa processing, and assists in investigation and validation studies. Incumbent also handles correspondence with the public, attorneys, U.S. and host governments, Congress, and other parties. Must be able to secure and maintain a Secret level security clearance.

    Project Mngmt Specialist (HA - Programming) 3 Positions

    Major Duties and Responsibilities

    Project/Program Mngmt Duties (50%)

    • Project Mngmt - Contract, Cooperative Agreement, Grant, and Activity Administration
    • Oversee the implementation of assistance projects, ensuring activities align with broader strategic goals.
    • Serve as the technical liaison between USG officials and implementing partners in designated oversight roles (COR, GOR, AOR, AM).
    • Provide technical guidance and oversight to DoS assistance programs in alignment with designated responsibilities. Monitor compliance with award terms, conditions, and applicable policies and regulations.
    • Establish and maintain routine communication with alternate oversight representatives, as applicable, and provide updates on performance and activities to support the project continuity.
    • Serve as SMEs for the team providing specialized knowledge and expertise to address complex technical issues. Share knowledge across various areas to ensure technical coherence throughout the projects/ programs.
    • Program Management - Technical and Advisory Support, Program Development, and Project Design
    • Provide Technical Expertise in the Food and nonfood assistance to support program and project objectives, contributing to broader Mission and/or DoS strategic goals.
    • Engage in Planning and Strategy Development, to include the preparation and compiling of performance and reporting documents such as Country and Regional Strategies, Operational Plans, Performance Reports, and supporting activities, as applicable.
    • Contribute to the Project Design process and support activities to operationalize the Mission’s development strategies.
    • Monitoring and Evaluation - Performance Monitoring, Analysis, and Reporting (15%)
    • Develop performance monitoring plans, oversee their implementation, conduct evaluations and generate reports in support of designated programs/projects, as well as the broader office portfolio.
    • Monitor implementing partners’ performance and verifies that it conforms to the technical requirements and quality standards outlined in the award mechanism. Conduct site visits to gather data and verify progress toward project objectives.
    • Obtain project data, analyze performance data, and provide input into repositories to support the advancement of broader Mission objectives.
    • Draft, author, edit, review, and update documentation for project and other relevant administrative reporting activities. This includes the preparation of internal documents (e.g. memoranda, spreadsheets, databases, checklists, etc.) as mandated by Mission and DOS regulations, and in support of general administrative and collaboration, learning, and adapting activities.
    • Work Product: Documentation of program, project, activity performance and alignment with expected program outcomes.

    Stakeholder Engagement - USG Inter-Agency, Host Government, Donors, Partners, Multilateral Group Engagement (15%)

    • Represent the DoS in key stakeholder engagements, managing information flows and providing input to inform decision-making and advance objectives. This includes written and verbal communication, and presentations to cross-cultural audiences that convey DoS standards, policies, and priorities.
    • Build partnerships, facilitate communities of practice, and serve on working groups, committees, technical review panels, and other administrative or governing bodies that are stakeholders in the subject technical area of the position. Offer technical input and represent DoS in efforts to align actions among stakeholders during project implementation.
    • Work Product: Development and maintenance of stakeholder networks to support the identification and implementation of DoS Assistance Programs.

    Financial Mngmt - Budget Tracking, Financial Oversight, and Administrative Controls (10%)

    • Responsible for managing project and program budgets, ensuring funding pipelines, and overseeing the financial aspects of awards.
    • Prepare and monitor the financial status of awards on an ongoing basis, including tracking quarterly accruals, incremental funding, and budget execution, to ensure compliance with Agency financial regulations.
    • Work Product: Accurate and complete financial documentation for DoS assistance program activities and projects.

    Information Mngmt. - File Documentation, Upkeep, Retention, Disposition, and Collaboration (10%)

    • Establish and maintain files in accordance with DoS standards and use mandated electronic storage applications for document retention. This includes maintaining records of all monitoring and oversight activities, site visits, correspondence with implementing partners, and all other relevant actions taken in designated oversight roles.
    • Work Product: Organized and retrievable information management for DoS assistance program activities and projects.

    Requirements:

    All selected candidates must be able to obtain and hold a: 

    • Police Clearance Certificate

    Education Requirements:
