Requirements for Appointment
For appointment to this grade, a candidates must have: -
- Diploma in Clinical Medicine and Surgery or equivalent from recognized institution;
- At least three (3) years post qualification working experience;
- Valid registration from the Clinical Officers Staff Council (COC) of Kenya; and
- With a valid practicing license.
Job Description
An officer at this level shall:
- Provide health education to clients regularly on identified health needs to help prevent diseases;
- Measure and record patients’ vital information such as temperature, weight and blood pressure to help maintain good health;
- Examine, diagnose and treat diseases and injuries to restore health to patients;
- Complete health records of patients to capture health conditions and healthcare services offered to help in data collection;
- Administer medication to patients and counsel them to help restore their health;
- Maintain records of drugs used after working hours to avoid wastage and stock-out;
- Evaluate patients’ health outcomes by scheduling them for review visits when necessary to help restore their health;
- Order and interpret medical tests as need arises so as to ascertain/confirm diagnosis before treatment;

Job Description
An officer at this level shall:
- Scrutinize Patients Treatment Sheets and prescriptions for suitability of prescribed drugs in relation to dosing accuracy, drug interaction and route of administration;
- Provide drug information to patients, clinical officer, nurse and other medical staff;
- Timely and accurate posting of dispensed drugs for billing purposes;
- Place orders for stock replenishment to the pharmacy store to maintain optimal stock levels;
- Participate in regular monitoring of drugs for expiry;
- Compound, re-package and dilute drugs according to laid down guidelines;
- Counsel patients appropriately to ensure adherence to drug therapy;
- Participate in stock taking exercise and ensure timely explanation of stock variances;
- Train and supervise pharmaceutical technologists’ interns;
- Enter prescription orders into the computer and making labels appropriately;
- Prepare periodic management reports;
- Receive drugs and verify against the stock transfer printout;
- Perform stock count and stock movement analysis;

Job Description
An officer at this level shall:
- Maintain and update electronic health records for University students in accordance with established protocols and standards;
- Ensure the accuracy, completeness, and confidentiality of health information by adhering to privacy regulations and University policies;
- Organize and categorize health records to facilitate retrieval and access by authorized personnel;
- Enter demographic, medical, and treatment information into the electronic health records system accurately and efficiently;
- Verify and validate data entered to minimize errors and discrepancies in health records;
- Scan and upload paper documents and forms into the electronic health records system as needed;
- Monitor the lifecycle of health records, including retention periods and disposal procedures, in compliance with legal and regulatory requirements;
- Ensure the security and integrity of health records through regular backups and maintenance of electronic systems;
- Assist with the transfer of health records when students transition to other institutions or graduate from the University;
- Provide administrative support to healthcare providers and staff, including scheduling appointments, managing inquiries, and coordinating record requests;
- Assist in the preparation of reports, statistical analyses, and other documentation related to health information management as needed;
- Collaborate with other University departments, such as student affairs and academic advising, to ensure seamless integration of health records systems with broader University systems;
- Participate in quality assurance activities to assess the accuracy, completeness, and timeliness of health records;
- Stay updated on relevant laws, regulations, and best practices in health information management to ensure compliance and mitigate risks;
- Assist in the implementation of initiatives to improve data quality, workflow efficiency, and patient safety within the health services department; and

Job description
An officer in this Level shall:
- Prepares treatment room for patients by following prescribed procedures and protocols;
- Perform comprehensive oral examinations, including teeth and mouth inspection, charting, and thorough cleaning, including polishing;
- Document patient dental history and/or chief complaints and/or observations;
- Assess dental conditions and needs of patients using patient screening and monitoring procedures;
- Analyze x-rays and evaluate dental needs as necessary including medical history review and dental charting;
- Perform simple extractions, place fissure sealants, and apply topical fluorides and temporary fillings;
- Use dental X-ray machines to take dental radiographs and develop the film for the dentist’s analysis;
- Review pre-operative settings and make sure that the dentist has what is required to carry out dental procedures; i.e. provide necessary help to the dentist, including mixing materials, trimming, and polishing dental casts;
- Implements and adhere to infection prevention protocols including autoclaving instrument after use, cleaning the dental procedures’ space and storage of the clean;
- Undertake general treatment and care for teeth and tissue problems using specified equipment and tools and established dental hygienist procedures;
- Clean teeth using brushes, and polishers to remove plaque and stains ensuring that sterile conditions are maintained;
- Provide instruction on dental care;
- Maintain a record of day—to—day activities of the dental unit and prepare regular reports as needed;
- Undertake inventory management of equipment and supplies at the Dental Unit, including preparing orders as needed to avoid stock outs; and
- Perform any other duties as may be assigned from time to time.
