Tasks of the National Experts

• Capacity development of district governments for the adaptation/transfer of national youth employment-oriented policies and strategies
• Policy advice at national and district level on relevant, (over)sectoral strategies, and to improve their services, good governance Twin Track) and on land issues with a focus on youth employment and special support for young women
• Development and introduction of participation approaches (dialogue forums)/ strengthening of Interest groups (youth, female youth, other value chain actors) Creating a youth employment friendly environment
• Coaching of youth organizations
• Integration of experience at district, regional and national level
• Access to land for young people
• Moderation of events (internal and external)

Requirements 3 Experts Qualifications

• Education/training: University degree (Bachelor/master) in agricultural sciences or rural development
• Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
• General professional experience:10 years of professional experience the rural development sector
• Specific Professional Experience: 10 years of professional experience in policy advice on agriculture or rural
• Development cooperation (DC) experience: 5 years of experience working on DC projects

Experts Qualifications

• Education/training: University degree (Bachelor/master) in social sciences or political sciences
• Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
• General professional experience:10 years of professional experience the rural development sector
• Specific Professional Experience: with 7 years of professional experience in strengthening the interests of young people in rural areas
• Development cooperation (DC) experience: 5 years of experience working on DC projects

Tasks of the 4 Experts

• Takeover of the team management to control the assignments of the pool of skilled workers
• Support for youth organizations in their professionalization
• Advice to youth organizations on strengthening their lobbying activities
• Advice on the development of participation formats
• Advising youth organizations on how to improve their service offerings
• Team building and development activities
• Support for monitoring and evaluation
• Advice on communication activities
• Moderation of leadership feedback
• Reporting support for BMZ and MoALFC

• Education/training: University degree (diploma/master) in social sciences, geography or related disciplines
• Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
• General professional experience:10 years of professional experience the rural development sector
• Specific Professional Experience: 5 years of professional experience in strengthening interest groups and promoting youth organizations
• Regional experience: 5 years of work experience in East Africa
• Development cooperation (DC) experience: 3 years of experience working on DC projects
