    Programme Manager

    The Senior Programme Manager will be responsible for the overall coordination and day-to-day management of the programme, implemented through IPPF Member Associations in Benin, Mozambique and Nigeria. They will work closely with IPPF and MAs technical leads and cross-functional teams to ensure timely delivery against annual work plans, resolve implementation challenges, ensure donor compliance, proactively address programmatic risks, and contribute to strategic decision-making for successful project delivery. They will also collaborate closely with and report to the SHIFT Programme Manager at Action Canada who, as prime, will have the ultimate project oversight. 

    Deliverables: 

    • The overall implementation of the programme to ensure the achievement of the programme goals, objectives and to ensure the overall impact/outcomes are achieved, in line with the project objectives, and are perfectly aligned and in absolute compliance with the donor requirements. This includes programme management, budget management and partnership management. 
    • To ensure effective and efficient management of the overall programme, in line with global best-practice and standards, which includes developing appropriate technical, operational, and financial guides/policies, documents and workplans and budget formats which will allow for efficient tracking of project progress through monitoring, evaluation and reporting. 
    • To establish and maintain systems for managing project operations:  
    • Develop a detailed project implementation plan (PIP), annual and monthly project action plans and ensure the project is delivered according to the plan, donor requirements and project cycle and annual cycle.  
    • Prepare detailed project budget and continuous monitoring of expenditures throughout the project period.  
    • Strategically identify risks and risk mitigation actions to ensure successful project implementation;  
    • Monitor the progress of the project, actual vs. planned (objectives, activities, and expenditures), through analysing relevant data systematically collected over the lifetime of the project. 
    • To provide oversight, coaching, technical support and leadership to in-country project management staff, ensuring they are guided, supported and apply appropriate project implementation strategies and approaches to achieve project outcomes as indicated in the project documents. 
    • To coordinate with the IPPF country/desk officers (Architects of Cooperation - AoC), technical leads, advocacy, grants management and resource mobilization teams, as well as the Action Canada team to ensure effective collaboration in project operations and reporting. This includes taking a leadership role in various working groups as defined through the implementation of the project and its governance mechanism, as well as providing regular updates to the IPPFAR Director of Membership Support and Development, the ARO AoC Leads, and the project team, including the three Member Associations on the management and technical aspects of the project, keeping them informed of significant developments and issues pertaining to the portfolio. 
    • To maintain effective and constructive relationships with Action Canada (consortium lead), key stakeholders, and the donor. This will include timely response to donor queries, maintaining impactful relations with the donor and coordinating their field visits, as appropriate. 
    • Safeguarding: Oversight/provision of incident co-ordination resulting from concerns raised within MAs or by clients of MAs on IPPF’s Safe Report, when required. Escalate issues relating to MA financial transparency and accountability as set out in the risk assurance framework. Support and enable a safe environment, adhering to the safeguarding reporting and monitoring requirements of this role. 
    • To undertake any other duties as may be requested from time to time. 

    Reporting/Management Responsibility:

    • Youth Communications & Advocacy Associate.

    Expertise:

    • Significant experience working in a global health or international development programme.   
    • Significant experience working in programme management, including budget management and reporting to donor agencies, with preferred experience working on SRHR/FP programmes in developing countries, particularly in sub-Saharan Africa. Experience managing   Global Affairs Canada funded initiatives is an advantage. 
    • Formal programme management qualification such as PMP, PRINCE2 or equivalent preferred.  
    • Knowledge and experience implementing good programme management practices.  
    • Strong ability to read and understand financial/audit reports. 
    • Excellent information management and IT-skills 
    • Excellent time management skills, able to meet tight deadlines. 
    • Experience of managing remote direct reports.  
    • Significant experience of managing restricted donor funded programmes, preferably multi country   
    • Experience working in matrix organisations.

    Youth Communications and Advocacy Associate

    Deliverables: 

    Communication:  

    • Drafting media statements, success stories, case studies, preparing communication messaging about the SHIFTS Project and the work of the partners, preparing external communications papers and internal bulletins, editing and publishing information about the SHIFTS’ Project and supporting MAs with their public information to increase their visibility.  
    • Make sure that the Branding Guidelines of the Project are well understood and implemented by the partners/MAs and by the SHIFTS team in all the communications. 
    • Make sure the MAs regularly collect communication material, such as photos, videos, written articles, blog stories, case studies, and support them when needed in doing so. 
    • Archive all the SHIFTS Project-related communication material. 
    • Regularly conceive and prepare communications for the ARO website and for social media on the progress and successes of the SHIFTS Project and the MAs’ work. This will involve copywriting and social media visual production taking into account SHIFTS branding. 
    • Communicate closely with all stakeholders to identify story ideas and other communication products such as social media content. 
    • Contribute to the conception and implementation communication campaigns around the project. 

    Advocacy:  

    • Knowledge and/or interest in working with social movement or activist platforms, alliance building and community organising.  
    • Ability to convert communication products into advocacy tools. 
    • Willingness to support NGOs or grassroots movements to drive change at national level, including an understanding of the challenges and capacity building needs of national organisations working in service provision and national advocacy desirable.  
    • Understanding and continuous learning of Sexual and Reproductive Health, Rights & Justice (SRHRJ), LGBTQI+ issues, social movements and anti-SRHR opposition including in highly hostile contexts is an advantage.  
    • Knowledge and/or interest in developing diverse strategies and tactics to bring about social, cultural, political and legal change in a low or middle-income country. 

    The postholder may also be required to undertake additional responsibilities, as needed, to support the overall objectives and work of the team.  

    Reporting/Management Responsibility:

    • None.

    Expertise:  

    • Recently graduated with a degree (bachelor’s or masters) in the communication and/or advocacy field, and with interest and ideally some experience in content developing and writing, media, social media, social media campaigns, etc.  
    • Interest and good skills in taking photos and making simple videos and creating visuals for social media to support the projects’ storytelling. 
    • Fluency in English is required. Knowledge of French or Portuguese would be an advantage.  
    • Some knowledge or experience in web development and content production is an advantage.  
    • Detail oriented and thorough, with an ability to self-motivate and produce high-quality work.  
    • Experience in and/or willingness to learn and adapt work to online/virtual platforms keeping accessibility needs in mind.  
    • Committed to ongoing professional learning.  
    • Have excellent analytical skills, fair judgment, and a proactive, energetic approach to problem solving.  
    • Team player and comfortable with working with a wide range of multilingual and multicultural teams.

    Performance, Learning and Impact Advisor

    Deliverables: 

    • MEL Framework & Tools: Design, review, and oversee the implementation of a comprehensive qualitative and quantitative MEL framework aligned with project objectives and deliverables. Co-create data collection tools and reporting templates (e.g., Most Significant Change stories, advocacy indicators, human interest stories) and lead training on their use. 
    • Monitoring & Evaluation Coordination: Lead the development and rollout of monitoring tools, databases, and systems. Support Member Associations and subgrantees in designing tailored MEL frameworks and tools and ensure consistency across implementation sites. 
    • Capacity Building: Provide ongoing capacity strengthening for consortium partners and Member Associations on data collection, analysis, and learning approaches, ensuring tools and methodologies are inclusive and accessible. 
    • Performance Monitoring & Reporting: Regularly generate and analyse monitoring data to guide programme decisions. Coordinate the timely production and submission of all required reports in compliance with donor requirements. 
    • Learning Agenda & Evaluations: Coordinate the development and implementation of the SHIFTS learning agenda. Lead mid-term and final evaluations from design through dissemination, ensuring participatory and inclusive processes. 
    • Donor and Partner Engagement: Serve as the main point of contact on MEL for the donor and consortium partners. Facilitate validation and dissemination of evaluation findings and contribute to strategic decision-making. 
    • Knowledge Sharing & Communications: Collaborate with the communications team to translate MEL findings into accessible content for external audiences (e.g., social media posts, creative documentation, learning briefs). 
    • Field Monitoring & Support: Conduct field visits, as needed and agreed upon, to support monitoring efforts and strengthen partners’ MEL capacities on-site. 

    Reporting/Management Responsibility:

    • None.

    Expertise:   

    • Post-secondary graduate in the fields of social science, human rights, international development, or other relevant fields.  
    • Have a deep understanding and prior experience in MEL for complex international programs, work plans and budgets.  
    • Have demonstrated experience (8+ years) of planning and managing feminist research, and MEL. 
    • Detail oriented and thorough, with an ability to self-motivate and produce high-quality work.  
    • Experience in and/or willingness to learn and adapt work to online/virtual platforms keeping accessibility needs in mind.  
    • Have experience in designing accessible research tools and accessible data collection cross disability will be an asset.  
    • A good understanding of restricted donor funded programmes.   
    • Experience working in matrix organisations.
