    Administrative Officer, P3

    Responsibilities

    BUDGET AND FINANCE:

    • Advising and supporting the Heads of Units in the management of resources:
    • Forecasting the consolidated financial requirements of the units;
    • Monitoring consolidated budget implementation and ensuring full liquidity at all times;
    • Assisting the Heads of Units with fundraising and co-financing guidelines;
    • Acting as a focal point for the Office of Internal Oversight Services/UNEP Administrative Audit Unit;
    • Providing the required financial management information packages as effective management tools;
    • Advising the Heads of Units on matters relating to the Units budget and Counterpart contributions;
    • Advising the Heads of Units on the application of relevant UN financial Regulations and Rules, procedures and guidelines to all transactions made and agreements entered into by the Division. 

    GENERAL ADMINISTRATION:

    • Providing general administrative assistance;
    • Developing and implementing procedures;
    • Implementing and monitoring support services, including procurement of supplies and services
    • Supervising administrative support staff and providing advice on issues related to financial administration, human resources administration, and management information issues and practices to colleagues;
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Performing other related duties as required.

    Education

    • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting or related area is required. A first-level university degree in combination with an additional two (2) years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in fund management of project implementation covering the full project cycle (from development to closure) is required.
    • Experience in working with the United Nations or similar international organization is required.
    • A minimum of two (2) years of progressive managerial experience is required. Experience working at the interface of programme and finance functions, including supporting project implementation and financial monitoring, is desirable. Experience in the use of ERP systems and financial reporting tools for budget monitoring and analysis is desirable.
    • Experience in process improvement and streamlining administrative and financial workflows is desirable. Two (2) years or more of experience in data analytics or a related area is desirable.

    Senior Programme Management Officer, P5

    Responsibilities

    • Governing Bodies Unit
    • Coordinates and directs the provision of secretariat services to the sessions of the United Nations Environment Assembly (UNEA) and its subsidiary organs, in particular the Committee of Permanent Representatives (CPR), including continuous guidance and advice to the presiding officers as well as other elected offices on the conduct of meetings, organization of work, status of negotiations, and rules of procedure and established practices.
    • Serves as the Secretary of preparatory and in-session negotiating committees before and during the UN Environment Assembly, as required.
    • Supervises preparations of the procedural script for the presiding officer for each meeting and on each agenda item of the CPR, including for regular quarterly meetings of the Committee, meetings of the CPR subcommittee, the annual meeting of the subcommittee of the CPR, and the Open-Ended meeting of the CPR.
    • Supports the work of the Bureau of the CPR in preparation for the meetings of the CPR. 

    Education

    • Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, diplomacy or a related field is required.
    • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degrees and non-degrees in data analytics, business analytics, or data science programs is desirable.

    Work Experience

    • A minimum of ten (10) years of progressively responsible experience in the field of international relations, law, diplomacy, policy or sustainable development is required. Experience in the provision of secretariat support to intergovernmental processes and legislative machinery in an international organizational such as the United Nations is required.
    • Work experience in procedures and practices of an intergovernmental body is required.
    • Experience working with Major Groups and Stakeholders in intergovernmental fora and/or working in the organization of a diverse range of stakeholder groups in complex process is required.
    • Experience working with Member States and other actors for the purposes of fundraising is desirable. Experience in data analytics or related area is desirable.

    Finance and Budget Officer, P4

    Responsibilities

    • Treasurer functions for the Multilateral Fund for the Implementation of the Montreal Protocol (Multilateral Fund or MLF) In particular:
    • Prepare and report on the status of contributions and available fund balances of the MLF to the Executive Committee.
    • Collaborate with the Multilateral Fund Secretariat to meet with Parties and follow up on outstanding contributions in arrears.
    • Implement, monitor, and report on the Treasurer’s budget allocation for the Multilateral Fund Secretariat.
    • Prepare and present the annual audited report of the MLF to the Executive Committee.
    • Maintain regular communication with the United Nations Office in Nairobi (UNON), Budget and Financial Management Services, Division of Administrative Services. • Provide replenishment documents and information related to the UNEP Treasurer function of the Multilateral Fund to the meetings of the Montreal Protocol on Substances that Deplete the Ozone Layer.
    • Monitor the fixed exchange rate mechanism and, when requested, provide information on the rate of return on the investment of the Multilateral Fund trust funds held by UNEP and implementing agencies.
    • Advise the Executive Committee and provide backup support to MLF finance staff, including training on budgetary and financial aspects of the MLF.
    • Stay up to date on documents, reports, and guidelines relevant to the MLF, ensuring compliance with MLF financial requirements and United Nations policies and procedures. 

    Education

    • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. At least three (3) years of experience in finance and budget within the United Nations or similar international organization at the professional level is required.
    • Experience with financial systems and financial modules of Enterprise Resource Planning (ERP) such as System Analysis Program Development (SAP) is required.
    • Experience in review of financial statements is required. At least three (3) years' experience of grant management, fund management and donor reporting is required.
    • Extensive experience in preparing, advising, and/or interpreting financial information in an International Public Sector Accounting Standards (IPSAS)-compliant or similar accounting environment is desirable. Experience in drafting complex and comprehensive financial and budgetary or ad hoc reports is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
