    Chief Procurement Officer

    Summary

    The Chief Procurement Officer/ Procurement Manager will direct and coordinate all aspects of the University's Procurement, Accounts Payable, and University Services functions. He/ she will operationalize policies, procedures, and objectives for the university's procurement activities in accordance with the Public Procurement and Asset Disposal Act (2015) and other applicable guidelines as per the law provided.

    Responsibilities of the Head of Procurement Unit

    1. Overseeing and facilitating the purchasing strategy,
    2. Planning and coordinating the activities of the Procurement Unit and managing the development and implementation of the procurement plan in the University
    3. Providing inputs for the preparation of the annual budget
    4. Receiving procurement requests from originating officers, ensuring that the proposed procurement is within the approved procurement plan, and that budgeted funds are available prior to commencement of the procurement proceedings.
    5. Co-ordinating the preparation of specifications, terms of reference, short-lists or advertisements, and pre-qualification, tender or request for quotation documents, and where so required, submission of tender documentation for evaluation prior to issue
    6. Arranging the publication of advertisements and notices of contracts
    7. Co-ordinating the process of opening of tenders and quotations and ensuring the preparation of formal records of tender or quotation opening in accordance with the Public Procurement and Asset Disposal Act (2015), and Regulations (2020)
    8. Preparing submissions for approval of award by the Vice Chancellor in accordance with the Public Procurement and Asset Disposal Act (2015), and Regulations (2020).
    9. Maintaining and updating the database of suppliers
    10. Negotiating with consultants, where necessary or other tenderers where expressly permitted, in the Public Procurement and Asset Disposal Act (2015), and Regulations (2020)
    11. Preparing notification of awards and contracts
    12. Preparing Contract Documents and Purchase Orders, in line with award decisions
    13. Maintaining procurement records in accordance with Public Procurement and Asset Disposal Act (2015), and Regulations (2020)
    14. Advising the University management on the following:
      1. Reliability of suppliers based on past dealings with them
      2. Ability of suppliers to provide credit to the University where necessary
      3. Ability of suppliers to give warranties where applicable.
    15. Supervising teams of subordinate staff in purchasing, operations and logistics. 

    Qualification Requirements

    1. Earned Bachelor’s and Master's in Procurement and Supplies Management OR equivalent degrees from accredited institution(s)
    2. At least 10 years’ experience at senior procurement position directly related to the duties and responsibilities specified.
    3. A Member of Kenya Institute of Supplies Management
    4. Computer literate, especially MS Word and MS Excel skills

    Knowledge, Skills and Abilities Required

    1. Ability to negotiate contract terms with key suppliers to ensure value for money, quality standards and delivery terms with technical and operational input from stakeholders.
    2. Ability to prepare bids, requests for quotes, and proposals in compliance with GoK policies and requirements.
    3. Ability to manage contractual arrangements and obligations.
    4. Ability to assess and report on contract compliance and product/ service quality.
    5. Ability to analyze purchasing requests/ orders for compliance with procurement procedures.
    6. Ability to forecast price and market trends to identify changes of balance in buyer supplier power.
    7. Ability to develop, implement and maintain a supplier relationship and evaluation process to measure effective supplier performance and compliance.
    8. Knowledge of accounts payable principles, procedures, and standards.
    9. Knowledge of budget preparation and fiscal management.
    10. Skills in examining and re-engineering procurement operations and procedures, and formulating policy.
    11. Ability to supervise and train employees and foster a cooperative work environment.
    12. Working knowledge of contract law.

    People Management

    1. Provide leadership to the procurement section.
    2. Be a mentor and manage a team that delivers continuous improvement, added value and cost reductions.
    3. Set department objectives and monitor ongoing progress and performance of procurement activities
    4. Ensure that the procurement function operates in accordance with required health, safety and environmental policies and procedures to ensure the safety and wellbeing of staff and other stakeholders

    Registrar – Human Capital and Administration

    Job specification:

    Applicants are required to:

    1. Have earned PhD degree in Human Resource Management, Public Administration, Business Administration or a related field of expertise from a recognized university.
    2. Possess CPS (K), CHRP or relevant professional qualification.
    3. Be registered as a member of a recognized professional administration or management body.
    4. Have a minimum of twelve (12) years administrative experience, three (3) of which must be at Deputy Registrar level or equivalent.
    5. Be computer literate.

    In addition, applicants should have outstanding professional competence in administration and management.

    Job description

    The Registrar, Administration shall:

    1. Report to the Deputy Vice-Chancellor, Administration, Planning and Development (APD) and be responsible to him on all human resource and administration matters of the University.
    2. Be the head of Administration Department and responsible for efficient management of Human Resource and utilization of resources in the Department.
    3. Facilitate implementation of Human Resources policies in the University.
    4. Be the Secretary of the University Management Board (UMB) responsible to the Vice Chancellor.
    5. Advise top management on formulation and evaluation of human resource programmes, policies and procedures.
    6. Coordinate training and development programmes of staff in the University and ensuring their implementation.
    7. Provide secretariat services to Standing Committees of Council and UMB Sub-committees.
    8. Prepare management briefs to the Vice-Chancellor on policy and management matters.
    9. Coordinate implementation and management of human resource policies in matters related but not limited to recruitment, training, discipline, industrial relations, registries and records, terms and conditions of service, schemes of service and collective bargaining agreements.
    10. Provide advice to heads of Departments regarding manpower planning, job analysis, design, recruitment and selection of staff.
    11. Ensure processing of staff engagement/disengagement is done in accordance with the approved policies.
    12. Coordinate all administration functions in the University related but not limited to performance contracting, ISO, staff performance appraisal and Human Resources Information System.
    13. Ensure proper health and safety working conditions as provided for in applicable laws.
    14. Perform any other duties assigned by the Deputy Vice-Chancellor (APD) from time to time or any other officer authorized by the Vice-Chancellor.
