    Marketing Officer I

    This position reports to the Senior Marketing and Communications Officer. The Marketing Officer I will implement the marketing departments plans in growing library membership, increasing awareness, participation in events, trade fairs and exhibition, updating the social media sites and ensure quality service delivery to all stake holders.

    Duties and Responsibilities:

    • Prepare periodic plans and budgets
    • Prepare publicity materials and maintain media database
    • Collate information media coverage
    • Prepare and edit the in-house newsletter, speeches and reports
    • Responsible for events organization
    • Implement marketing and communications plans and programs
    • Carry out knls branding programs and handle library’s collateral materials

    Planning Officer I

    This position reports to the Principal Planning Officer. The Planning Officer I will be responsible for production of quantitative and qualitative data to enable management to make informed and sound decisions. Ensuring that knls remains competitive among other state corporations in the country by setting achievable but challenging performance targets for each cycle of performance period.

    Principal Human Resource Officer (PHRO)

    Terms of Service: Permanent and Pensionable

    This position reports to the Chief Human Resource Officer. The Principal Human Resource Officer will be responsible for recruitment, placement, development and promotion of staff, coordination of HR budgets items, staff development, transfers, discipline, staff establishment, staff welfare and retirement benefits and updating HR Policies

    Duties and Responsibilities:

    • Interpret and implement the Human Resource policies and be the administrator of knls Terms and Conditions of Service, rules and regulations and initiate reviews when need arises.
    • Initiate manpower planning reviews, develop and maintain staff establishment to ensure optimum staffing levels.
    • Coordinate matters related to recruitment, deployment/placement and induction.
    • Compensation and benefits administration including preparing of personnel emoluments, participation in reward system reviews, pension and retirement benefits.
    • Coordination of performance management, staff performance appraisals process, implementation of performance contract, analysis and reporting the outcome of the appraisal exercise.
    • Coordination of management of leave, staff attendance and related issues approving of leave except Heads of Departments and Heads of Branches.
    • Initiate disciplinary issues / matters and follow up to completion including ensuring all court cases related to employee grievances are completed timely.
    • Coordinate staff welfare activities including insurance scheme (Group Life Insurance and Accidents Claims, check off system, medical scheme (benefits) and death in service activities and benefits.

    Qualifications and Experience:

    • Bachelor’s degree in Human Resource Management
    • Master’s Degree in Human Resource Management / Development Studies will or its equivalent will be an added advantage
    • At least five (5) years of professional experience in Human Resource Management, three (3) of which must be in a senior management level in a large organization.
    • Literacy in ICT applications especially in Human Resource Systems.
    • Familiarity with Government procedures and wide experience in Performance Contracting.
    • Membership of Institute of Human Resource Management and in good standing.

    Deputy Director (Technical Services)

    This position reports to the Director/CEO, knls. The Deputy Director (Technical Services) will provide strategic leadership by working with the Director/CEO and management team to ensure overall development and implementation of the organization’s mandate.

    Duties and Responsibilities:

    • Plan and manage operations in technical services
    • Coordinate research and performance activities of the National & Public Libraries
    • Mentor, coach and motivate staff
    • Provide leadership in implementation of Boards resolutions
    • Manage and budget for library stock in terms of books, softwares, furniture and equipment
    • Liaise with international and National organizations on professional matters
    • Develop policies to govern library operations
    • Ensure that optimum levels of staffing are maintained in libraries

    Qualifications and Experience

    • Master’s Degree in Library Information Science / Library Studies or its equivalent from a recognized Institution with at least seven (7) years of continuous service and work experience, five (5) of which must be in a senior management level in a large organization.
    • PhD in Library and Information Science or its equivalent will be an added advantage.
    • Professional knowledge and competence in the Management of Library Services.
    • Work experience in a National or Public Library environment will be an added advantage
    • Proven literacy in ICT applications.
    • Knowledge of Kenya Government financial and operational procedures.
    • Be a member of Kenya Library Association and in good standing.

    This position reports to the Principal Internal Auditor. The Internal Auditor I will assist in examining, evaluating and investigating the adequacy and effectiveness of management control systems and procedures in order to strengthen internal controls in accordance with the organizations policies, procedures and plans.

    Duties and Responsibilities:

    • Evaluate effectiveness of internal controls and the risk management process

    Chief Executive Officer

    Duties and Responsibilities:

    The Director will:

    • Be the Chief Executive Officer (CEO) of the Kenya National Library Service and be responsible for the day to day operations of the organization.
    • Provide leadership in the development and strengthening of a nation-wide network of library system that will facilitate efficient delivery of information services to all communities.
    • Establish and maintain collaboration with key local and international partners in the provision of information services to the Kenyan community.
    • Facilitate implementation of the appropriate legislation to enable knls Board to achieve its mandate
    • Provide leadership in the development of the profession of librarianship in the country in line with mandate of knls.
    • Prepare annual budgets, establish proper internal controls and grant approvals to incur expenditure
    • Be responsible for the execution and communication of the Board’s strategies, decisions and policies and be the link between the Board and its employees
    • Put in place effective administrative structures, processes and systems.
    • Direct and coordinate research activities of knls and its services and liaise with national and international organizations on library and related matters.
    • Be the Board’s Advisor on all professional matters and perform other duties as may be directed from time to time by the Board.

    Qualifications and Experience

    Knls is a parastatal with branches all over the County. The CEO of knls is a position with high responsibilities that require sound academic and professional qualifications coupled with extensive experience in the field. Applicants must have the following qualifications:

    • Master’s Degree in Library Information Science / Library Studies / Management / Information Technology/Development Studies or its equivalent from a recognized Institution with at least ten (10) years of continuous service and work experience, five (5) of which must be in a senior management level in a large organization.
    • PhD in Library and Information Science or its equivalent will be an added advantage.
    • Professional knowledge and competence in the Management of Library Services.
    • Work experience in a National or Public Library environment will be an added advantage
    • Proven literacy in ICT applications.
    • Knowledge of Kenya Government financial and operational procedures.
    • A member of Kenya Library Association and in good standing.
    • Strong interpersonal and communication skills.
    • Training on SLDP (Strategic Leadership Development Program) will be an added advantage.
    • Meet the requirements of Chapter (6) of the Constitution and should not have any present or previous litigation with the knls Board.

    Terms of Service

    • The appointment to this position is on a three (3) year term contract renewable once subject to satisfactory performance. All eligible candidates are encouraged to apply and should be able to serve a full term of three (3) years before attaining the statutory retirement age.
