    Finance and Administration Manager

    Job purpose

    The Finance and Administration Manager (FAM) will report to the COP and will be responsible for overseeing all aspects of budgeting; financial management and reporting; contract/sub-award procurement and management; asset management, logistics, and prime award compliance with terms and conditions of the award. The FAM will work with the anticipated award Senior Management to ensure that the anticipated award staff have the financial and administrative support required to deliver on the requirements of the award.

    Specific Roles & Responsibilities

    Leadership and Administration

    • Advise senior leadership regularly on financial and related matters.
    • Provide technical assistance, as needed, to local partners and LIPs
    • Design systems and processes that provide appropriate levels of security and control of project assets, resources, and operations
    • Provides overall administrative leadership for project operations, including logistics and procurement
    • Supervise departmental staff in the project in terms of timesheet review, leave management, and appraisal reviews.
    • Provide oversight in the general administration of office operations
    • Hold regular team meetings review the progress of the department under the project
    • Provide support for the Procurement division, ensuring all procurements are done, and the procurement plan is executed. Ensure Invoices/suppliers are paid as per policy.

    Financial management

    • Prepare and/or update manuals outlining policies, processes, and procedures for financial systems
    • Ensure proper accounting of all project transactions using LVCT Health’s accounting system and in line with local and funding agency requirements
    • Establish and maintain sound and transparent accounting and fiscal control procedures for financial and sub-award aspects of projects
    • Manage banking operations and reconciliations
    • Develop, analyze, and monitor program budgets; monitor and track obligations and expenditures against budgets
    • Prepare and submit annual, quarterly, and any ad hoc financial reports to Donors
    • Monitor monthly cash needs ensuring cash requirements of the project and sub-awardees are met
    • Perform final financial reviews of sub-award budgets prior to approval
    • Manage cash flow, oversee weekly payments, and approve general ledger and bank reconciliations
    • Maintain a filing system for financial documents in readiness for audits or reporting purposes and participate in financial audits
    • Work closely with Internal Audit & Compliance Manager and external auditors in the review of project financial management and development of strategies to reduce financial risk
    • Ensure program work is supported as expected
    • Provide oversight on imprest management, including issuing advances, surrender submission, and reconciliation of imprest accounts

    Compliance and Audit Oversight

    • Assess and monitor compliance with institutional and donor policies and procedures through field visits and management report reviews
    • Ensure that regular and comprehensive risk and cost-efficiency analyses are conducted

    Required Qualifications, Skills, and Experience

    • A Master’s degree in Business Administration, Accounting, Finance, Commerce, Human Resources, or other relevant fields.
    • Certified/Chartered Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), or equivalent qualification is required for this position.
    • A minimum of 10 years of experience supervising overall financial and administration operations of donor-funded activities (e.g., teams of human resource, logistics, grant/contract, and finance staff) of similar dollar value
    • Demonstrated financial management, analytical and computer skills, with emphasis on budgeting and financial analysis.

    Knowledge, Skills, and Abilities

    • Experience in USG rules & regulations
    • Strong interpersonal and influencing skills;
    • Demonstrated ability to work with teams operating at a distance successfully;
    • Excellent written and oral presentation skills

    Deputy Chief of Party

    Job purpose

    The Deputy Chief of Party (DCOP) will be responsible for the overall management and operations of the project and will be the key liaison with USAID. S/he will supervise activity implementation and ensure the program meets stated goals and reporting requirements. The DCOP will take a leadership role in coordination among USAID and key stakeholders, and other implementing partners.

    Specific Roles & Responsibilities

    Project Management: Planning and execution

    • Coordinate the technical implementation across all technical areas for all the implementing counties
    • Ensuring achievement of all program targets in the counties
    • Coordinate development and tracking of AWP and quarterly implementation & Reviews
    • Ensure vibrant liaison committees within each county between the project and the county to enable joint but county-led planning
    • Convene annual county co-creation work planning meetings
    • Liaise with technical teams from other implementing partners in the region.
    • Ensure regular and structured follow-through of action points from TA, SIMS, HQ, USAID visits, monthly catch-up meetings
    • Mentorship and capacity building for STAs and that the same is cascaded to all technical staff in the project

    Stakeholders Management and Communication

    • Convene and communicate any joint project and county planning and review meetings
    • Hold regular meetings with CEO CPGH for mutual collaborative relationships.
    • Communicating and overall coordination of any donor visits, SIMS exercises, and any other external visits to the county management and subsequent follow-up of action points.
    • Ensure partner teams within the consortium work in an integrated and harmonious manner
    • Participation in USAID/PEPFAR high-level meetings
    • Ensure private sector and FBO facilities that offer HIV services receive the necessary technical support from the project.
    • Communication on program directions/policy change and decisions of donors and/or the management to Counties/STAs/Project staff
    • Communication of any county-related and specific CGTRH matters on behalf of the project

    Management: HRH for Health and Financial

    • Line manager to Senior technical officers providing direction, performance appraisal, mentorship and responsible for their performance
    • Support HR to ensure staff have completed the mandatory courses by USAID
    • Work with HR and COP to ensure adequate staffing aligned to budgets and targets.
    • Provide oversight for efficient utilization of LVCT Health and donor resources as per approved budgets
    • Responsible for approval of staff program budgets and liquidations following expenditure, ensuring timeliness as per policy

    Project Performance Monitoring

    • Work closely with the MEAL specialist and the STAs to ensure Project complies with adhoc data requests from the donor are prepared and submitted for review and submission to the donor on a timely basis.
    • Work with MEAL to prepare presentations for monthly and quarterly USAID meetings, building capacity of technical teams to present their work
    • Responsible for coordinating and reviewing all project reports before submission to USAID.
    • Conduct regular performance review meetings- weekly/ M4 meeting
    • Participate/hold quarterly program review meetings with Counties
    • Prompt implementation of action points/CAP from SIMS, RDQAs

    Visibility and Supervision

    • Raise the project’s visibility and presence in supported counties through adequate representation in the various County/Sub-County level TWGs by the technical teams as appropriate
    • Ensure 100% implementation of the Project’s tier system of technical support to county health facilities.
    • Support officers to develop and implement their monthly/quarterly site support schedules according to the Project’s tier system
    • Conduct regular site visits to project sites to gain intimate knowledge of the project’s successes, gaps, challenges, and opportunities

    Required Qualifications, Skills, and Experience

    • A minimum of a medical degree and Master’s degree in public health, health administration, management, international health, or related field.
    • Ten (10) years of experience in a senior role leading a complex program of similar scope and dollar value, preferably in a developing country like Kenya.
    • Demonstrated expertise in all aspects of TB and TB-HIV/AIDS.
    • Seven (7) years of experience building partnerships with national and subnational governments, donors and other multilateral organizations, academia and research institutions, the private sector, local community organizations, and policy think tanks. Provide strong budget management and oversight to quickly identify problems and take corrective action.
    • Experience engaging partners and strengthening partnerships.
    • Proven ability to provide effective and primary representation with high-profile donors and government stakeholders.
    • Previous experience implementing and managing USAID-funded programs required.
    • Staff management experience and abilities that are conducive to a good and productive working environment.

    Monitoring, Evaluation and Learning Specialist

    Job purpose

    Responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impacts. They will lead the analysis of data collected for assessment of progress and areas of improvement and overall data management. They will guide reporting processes amongst technical staff and consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. They will support all the technical staff in MEL functions and will manage any MEL-related staff in the program.

    Specific Roles & Responsibilities

    Project Monitoring

    • Develop and maintain the overall framework for the project’s M&E systems (prioritizing efficient
    • HMIS for HIV/TB, including Health applications: eHTS, KenyaEMR & Ushauri/PSurvey/Nishauri,CPMIS database).
    • Ensure the project PMP is populated and shared monthly with the senior technical team.
    • Lead the team in preparing and sharing weekly POP, monthly M4, and quarterly progress reviews.
    • Monitor adherence to data management SOPs.
    • Support county and sub-county level data review meetings.

    Project Reporting (Data Management)

    • Ensure timely submission of all the required reports.
    • Ensure data concordance across different reporting platforms: DATIM, 3PM, KHIS, EKMS, NDWH.

    Project Management

    • Lead the team in the development of the annual work plan per division/program.
    • Guide the review of work plans, tracking progress/status of planned activities.
    • Monitor the SIE planned activities in the work plan (budgeting for activities, approving budgets and following up on liquidations).
    • Work with Finance Manager to monitor project efficiency (expenditure analysis against program targets’ achievement).
    • Review and approve timesheets for the SIE team.
    • Lead the TA team in writing the project’s interim report and continuation application.
    • Lead the TA team in writing the project’s annual report.

    Continuous Quality Improvement

    • Ensure chart abstraction (DQAs and SQAs) is done in all the service delivery points.
    • Support health facilities to identify, monitor and evaluate CQI projects.
    • Ensure implementation of KHQIF by all facilities.

    Stakeholder Engagement

    • Participate in DQA activities planned by NASCOP.
    • Participate in M&E and CQI TWG meetings planned by the counties.
    • Collaborate with Palladium for review and enhancement of products in KenyaEMR.
    • Collaborate with stakeholders for review of datasets and monitoring of program data in 3 PM
    • Support county-level data management engagements.

    Project Surveillance

    • Generate evidence for planning and decision-making.

    Project Evaluation

    • Participate in the final phase of the development of evaluation protocols.
    • Support with data collection, collation, and analysis of evaluation.
    • Participate in the writing of the baseline evaluation report.

    Required Qualifications, Skills, and Experience

    • A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, biostatistics, information systems, or a related field with knowledge/skills of Geographical Information Systems and information technology.
    • At least ten years of experience implementing, monitoring, and evaluating activities for complex programs in developing countries.
    • Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g., performance against each result area) and in the application of statistical methods and database management.

    Knowledge, Skills, and Abilities

    • Demonstrated research experience and skills, complemented by experience in facilitation, close collaboration with varying types of partners.
    • Demonstrated understanding, experience and competency in working with HIV programs among KP communities
    • Proven track record in operations leadership.

    Chief of Party

    Job purpose

    The Chief of Party (COP) will be responsible for the overall management and operations of the project and will be the key liaison with USAID. S/he will supervise activity implementation and ensure the program meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders, and other implementing partners.

    Specific Roles & Responsibilities

    • Overall project strategy leadership and management oversight, operations, and supervision of project implementation and ensuring the project meets goals and reporting requirements.
    • Provide technical direction aligned to the USAID and National HIV/TB in Kenya priorities.
    • Ensure an integrated vision among different stakeholders and a focus on achieving the results defined in the project.
    • Supervise project implementation and ensure the project meets stated goals and reporting requirements.
    • Take a leadership role in coordination on HIV/TB in Kenya-related issues among USAID and key stakeholders and other implementing partners, establishing and maintaining partnerships that ensure the success of the project.
    • Oversee strategies and interventions to ensure excellence and accountability to beneficiaries and USAID
    • Provide overall technical and administrative leadership to the project implementation team, including the development of strategies, budgets, work plans, monitoring and evaluation plans, and reporting.
    • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
    • Interact with numerous GOK institutions and senior-level county and sub-county-level government officials
    • Ensure that the project progresses in accordance with its contractual obligations and is compliant with donor regulations and internal organizational policies.
    • Act as the primary project contact person and liaison, ensuring the project is represented in national technical, policy, and planning forums with the donors, government, and key stakeholders.
