    Regional Construction Advisor -ESA

    The ESA Regional Construction Adviser will be expected to:

    • Implement the Construction Change Process, as per the workplan under the HPO Supply Chain Transformation, providing input and feedback into the change process through workstream lead.
    • Provide technical support to programmes involving Construction through review of proposals, advising on quality assurance processes and safe programming for construction.
    • Provide technical support to large emergency responses in the region
    • Provide change support to other regions, under a deployment agreement

    This role will also be expected to play a leadership role, through 360-degree support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively. In most circumstances, the post holder will be expected to mentor and/or build capacity both international and national staff colleagues, this includes working with procurement to ensure construction plans/procurement plans are completed collaboratively so that high quality materials, assets, organisations can be sourced and vetted in a timely manner and follow the principles of procurement.In the event of a major humanitarian emergency, the role holder may be expected to support the deployment of HST, act a backstop, or support short-term emergency response deployment, within limitations of workload.

    In order to be successful, you will bring/have:

    Essential

    • MA/MSc/MEng or equivalent in Architecture, Planning, Civil or Structural engineering, construction, or another relevant subject, or equivalent field experience
    • At least 7 years of professional experience in the built environment field
    • At least 5 years' experience of working in a development / humanitarian context.
    • Strong English language skills and ability to communicate clearly in both verbal and written form
    • Demonstrable experience in diagnosing organisational challenges and delivering change
    • Experience of site supervision and project management for construction
    • Strong interpersonal skills and experience of mentoring and coaching staff to achieve their goals
    • Advise on international best practice for building regulations for hazard resistance in non-engineered buildings.
    • Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
    • Demonstrated ability to set up monitoring & evaluation systems in large complex programmes.
    • Proven ability of mentoring and coaching.
    • Experience of developing and negotiating successful partnerships with institutional donors
    • Ability to write clear and well-argued assessment and project reports
    • Excellent communication skills; high level of written and spoken English
    • Proven ability to influence change at an operational and strategic level.
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

    Desired

    • Experience of designing / leading emergency shelter responses.
    • Previous experience of Construction project management across multiple locations
    • Demonstrated ability to set up learning and development processes for a large team
    • Experience of senior level representation, including coordination at national, SAG/TWG or govt level
    • CAD Skills
    • French, Portuguese, Arabic
    • Structural design skills

    Regional WASH Technical Advisor

    Every child has the right to survival, development and protection, fundamental rights which the Regional WASH Technical Advisor will work to uphold through programming and advocacy. The Regional WASH Technical Advisor will use their in-depth contextual understanding, technical expertise, and relationship building skills to define and deliver our strategic ambition and direction for WASH. In addition, the Advisor will play a critical role in growing the funding portfolio for WASH, including supporting Country Offices in identifying and positioning for key opportunities and developing proposals to ensure child outcomes. The Advisor will also provide technical assistance and capacity building to their Country Office counterparts to ensure the implementation of high quality and high impact WASH programmes, and supports the generation of evidence to demonstrate impact and sharing learning across our programmes, teams and partners. This role includes representing Save the Children in internal and external fora and contributing to thought leadership on priority issues.

    In order to be successful, you will bring/have:

    QUALIFICATIONS

    • Masters degree in public health, health related disciplines, water engineering or equivalent post-graduate qualification.

    EXPERIENCE AND SKILLS

    • At least 7 years’ experience of delivering high quality WASH programmes with experience in humanitarian preparedness and response.
    • Understanding of the development/humanitarian WASH and public health sector in East and Southern Africa region.
    • Excellent knowledge of theories and practices related to integration of WASH, including health promotion and disease prevention, community-based health interventions and school water and sanitation.
    • Knowledge of global health issues, specifically relating to children and women, and the current trends, methods, approaches, policies and strategies to address national and global health issues, using WASH approaches in the context of conflicts, natural disasters, and recovery.
    • Experience of strategy development and planning to develop multi-year, multi-stakeholder public health programmes for both development and humanitarian settings.
    • Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children’s rights.
    • Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources. 
    • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children.  Leverages evidence in advocacy work with donors and governments on policies and responses to structural drivers
    • Experience of promoting quality and impact while incorporating gender equality and inclusion, resilience and safe programming. 
    • Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.  
    • Track record in successful business development/fundraising with major institutional donors and UN agencies, in both development and humanitarian settings.
    • Significant experience in training, capacity building, and mentoring with proven experience in facilitating presentations, webinars and multi-day training events.
    • Proven ability to influence positive outcomes when not managing staff or programmes directly.
    • Experience working in East and Southern Africa, and facilitating cross-cultural teams.

    Desirable:

    • Experience in first wave humanitarian response, including multi-sector assessments and health response strategies.
    • Ability to programme with gender transformation lens.
