    Information Management Officer

    Development and implementation of Information Management systems and strategies

    • Develops Who-does-What-Where databases, contact management,
    • Management of online information management and dissemination platforms.
    • Support and maintain a client-oriented approach with all relevant stakeholders to help to identify and prioritize information system and process requirements, implement such system and process, ensuring the information needed to support humanitarian operations is coordinated, collected, organized and made available to all humanitarian stakeholders in-country with efficient technological options.
    • Responsible to represent OCHA at different information management working groups/taskforces to bring the information management actors on one platform to discuss relevant issues, support each other and agree on common standards
    • Liaison with counterparts in standardizing, updating and developing robust information management systems through analyzing most appropriate common operational datasets required for various themes.
    • Initiating innovative activities like online GIS, web-based database & data visualization systems for supporting Humanitarian actors on various information management themes.
    • Incorporate common standards such as P-codes and other standards into datasets and products and insure that common operational coding standards are disseminated and used across cluster/sectors/taskforces for data collection and reporting.
    • Manages information to support OCHA and the United Nations system, as well as partner organizations, prevent, mitigate, manage, and recover from humanitarian disasters and emergencies
    • Determines the primary data and information elements that are required internally and externally to support inter-cluster coordination and humanitarian decision-making
    • Designs and implements a dissemination plan for all information products produced by OCHA (e.g. situation reports, data, maps).
    • Undertakes data preparedness activities in support of OCHA's response preparedness and contingency planning efforts.

    Data processing and visualization, and data analysis

    • Supports strategic and operational decision-making by processing and analyzing data and information and presenting it in the format most useful for analysis (e.g. reports, maps).
    • Responsible for designing and producing agency standard information products through systematic collection and analysis of humanitarian information related to the country and region.
    • Collection, cleaning, consolidation and documentation (metadata) relevant spatial and not-spatial datasets in line with OCHA’s “Country Level Minimum Common Operational Datasets” and disseminate to humanitarian actors in the country.
    • Preparation of baseline inventory of spatial and attribute datasets with regular update.
    • If necessary, oversees technical staff in the development of databases and other applications to support the collection and processing of context specific data (e.g.: affected population, displaced populations, demographic and vulnerability data, results of common rapid needs assessment etc.).
    • Supports the advocacy, communication and reporting functions of the Office through the collection, processing, storage and retrieval of documents, including images, of emergencies and vulnerability, as well as relief operations.
    • If required and as delegated, manages OCHA staff working directly on information management and information technology activities.
    • In collaboration with the Information Services Section (ISS) and the Field Information Services Section (FISS), apply global information management standards, policies and procedures to guide related activities within the Office.
    • Maintains products, including meeting schedules, contact lists and mapping products.
    • Produces reference and thematic maps to assist in the planning and decision making of emergency response operations.

    Knowledge building and knowledge sharing, and surge deployments

    • Deploys on humanitarian surge and support missions in Southern and Eastern Africa as requested, including to lead and facilitate information management activities.
    • Conduct Information Management and Mapping related trainings for humanitarian community and OCHA staff based on needs and requirements.
    • Provides training to OCHA staff on OCHA's information systems and standards.
    • Establishes and maintains an information network at the national level to facilitate humanitarian information exchange and the promotion of data and information sharing protocols, those developed and endorsed by the Inter-Agency Standing Committee.

    Required Skills and Experience

    Education

    • Advanced university degree (Master’s degree or equivalent) in Information Management, information systems, Data Science, GIS or related field.
    • A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    • Additional study related to technology for information management (e.g. GIS certification, Graphics design certification) is highly desirable.

    Experience, Knowledge, and Skills

    • A minimum of two years of progressively responsible experience in information management, information systems, data management, geographic information systems & mapping, and/or data visualization, is required.
    • In-depth knowledge of industry standard GIS, data visualization, data management and graphics design software, including but not limited to Adobe Illustrator, Adobe InDesign, ArcGIS. PowerBi and advanced Microsoft Excel is required.
    • Experience managing information in disaster response or complex emergency settings is required.
    • At least one year of experience working on humanitarian IM-related projects in Eastern or Southern Africa is required.
    • Relevant experience within a humanitarian organization in the UN system or a similar international organization is required.
    • Experience managing common operational datasets is desirable.

    Humanitarian Affairs Officer

    Duties and Responsibilities

    Coordination

    • Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or to fill critical gaps in Southern and Eastern Africa;
    • Support coordinated humanitarian operational preparedness for, and response to, emergencies in Southern and Eastern Africa, including through frontline surge, and support (remote and in-person) for relevant processes and products such as contingency plans, the Humanitarian Programme Cycle, flash updates, humanitarian financing (e.g., CERF) etc.;

    Information Management

    • Follow developments in countries assigned by the supervisor, keep relevant country profiles up to date, interact with the Resident Coordinator's Office coordination specialist for assigned countries, and highlight any issues of concern to feed into the daily operational update;
    • Prepare or contribute to the preparation of various written reports, response monitoring and gap analysis, including gender-related considerations;
    • Track information required for early warning of potential humanitarian emergencies in assigned areas and as appropriate promote preparedness measures, including inter-agency contingency planning;
    • Prepare briefing materials and presentations providing up-to-date analysis on trends and developments on the humanitarian situation in assigned areas;

    Advocacy

    • Review and provide advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance;
    • Assist in the production of appeals for international assistance - including Humanitarian Needs Overviews, Humanitarian Response Plans and Flash Appeals - in the region;
    • Support the preparation of relevant Central Emergency Response Fund (CERF) applications and reports in countries under ROSEA's coverage without OCHA country offices;
    • Organize and/or participate in coordinated assessment missions to build consensus on humanitarian needs and priorities in assigned areas;
    • Prepare daily and weekly updates, humanitarian overviews, and context analyses in the provinces of Western Region areas of responsibility.
    • Support advocacy efforts concerning humanitarian issues based on analysis of the humanitarian situation. Keep abreast of latest developments, help liaise with other humanitarian organizations, donors, government counterparts

    Humanitarian Financing

    • Provide expert advice on the implementation of collective community engagement mechanisms, to a standard that meets OCHA and donor requirements, and incorporating the community engagement elements of PSEA. This may include: deployment or facilitation of expert capacity on mission to undertake relevant discussions and actions; and/or remote support to colleagues working on these issues in-country;
    • Support the development of HCT Community Engagement/Accountability to Affected People (AAP) Strategies in the region, either through in-country missions and/or remote support to focal points in-country;
    • Facilitate in-country trainings (incl. ToT), webinars (incl. remotely), and local workshops to increase collective community engagement awareness among humanitarian responders - including governments, the RCRC Movement, national NGOs, international NGOs and UN agencies - and increase understanding of the importance of involving, listening to and communicating with disaster affected communities in a coordinated manner during all stages of the Humanitarian Program Cycle (HPC), to achieve Accountability to Affected People (AAP);
    • Monitor the implementation of the humanitarian projects in the Region
    • Perform other duties as required.

    Required Skills and Experience

    Experience, Knowledge, and Skills​​​​​​​

    • Minimum of 2 years with advanced Degree and 4 years with bachelor' s degree of relevant progressively professional responsible experience in humanitarian affairs, emergency preparedness , crisis/emergency relief management or other related areas is required;
    • First-hand experience carrying out humanitarian coordination in disaster response or complex emergency settings is required, including knowledge of humanitarian principles and delivery of assistance using a principled approach is required;
    • Relevant experience working on Community Engagement and/or Accountability to Affected People is highly desirable;
    • Relevant experience working within a humanitarian organization in the UN system in Southern and/m Eastern Africa is highly desirable;
    • Good knowledge of OCHA's institutional mandates, policies and guideline related to humanitarian affair s and humanitarian reform would be an asset
    • Familiarity and good knowledge of social, political and economic condition in Eastern and/or Southern Africa is desirable;
    • Proven abilities in data collection, compilation, analysis and reporting witl1 ability to write in a clear and concise manner and effective oral communication;
    • Proven skills in facilitating meetings and reporting Language requirements (Required / Desired)
    • Fluency in written and spoken English is required. Knowledge of another UN official language (especially French and/or Arabic) is highly desirable.

    JPO - UNAIDS Programme Officer

    Duties and Responsibilities

    The Mandate of the UNAIDS office in Kenya is to:

    • Provide leadership, leverage strategic partnerships and coordinate UN system wide response to support the implementation of the Global AIDS Strategy 2021-2026 and the Political Declaration Commitment by ending inequality that fuel the AIDS epidemic within the SDG framework.
    • Promote generation and use of strategic information to better understand the source of inequality and barriers that fuel new infections, track the epidemic, measure progress and impact of the response.
    • Support efforts to strengthen capacities of communities, community led monitoring and their meaningful engagement in Universal Health, social protection and human rights mechanisms applying GIPA principles.
    • Provide intellectual leadership to guide policy decisions and programmes, including the creation of an enabling political, fiscal and legal environment and full integration of HIV in humanitarian settings.
    • Promote, support and guide national partners, the UN system and private sector in integrating HIV and AIDS into wider Universal Health Coverage and country development plans both at national and subnational levels to end AIDS as a public health threat by 2030 leaving no one behind.

    Under the direct supervision of the UNAIDS Country Director (UCD), the incumbent will:

    • Will liaise and work closely with the UCO team, UN Joint Team on AIDS, GF, PEPFAR, country level partners, and Community networks to harmonize and advance an evidence-informed approach to the national AIDS response.
    • Support the UCO in contributing to the RCO led joint UN initiatives within the UN reform agenda including the SDG Partnership Platform that brings government, Private sector, Foundations and Development Partners.
    • Support engagement and partnership with private sector for innovative and sustainable solutions
    • Will have an important role in supporting the UCO, NACC, civil society organisations, People living with HIV networks, the UNJT to effectively contribute to the HIV response in addressing gender equality, advancing human rights and climate change.
    • Strengthening HIV communication and advocacy, as well as COVID-19 impact on HIV services for special groups.
    • Assist the UCO in documentation and compilations of human stories in relation to HIV prevention, treatment and care, human rights and HIV related stigma and discrimination on.
    • Support documentation of best practices and innovations for knowledge management
    • Support counties to effectively coordinate and implement KASF II and Global AIDS Strategy priority result areas towards achieving 95:95:95.
    • Assist the UCO in tracking COVID-19 developments and related data for reporting on various platforms and the impact of COVID-19 in the HIV response for special groups of UNAIDS interest (PLHIV, AGYW, women, young people, Key populations and People living with disability) .

    Required Skills and Experience

    Education:

    Working experience:

    • Minimal 2 years to maximum 4 years (with MA) or minimal 3 years to maximum 4 years (with BA) relevant working experience preferably in programme management in public or private sector at the national or international level, experience in data analysis and coordination.
    • Experience working in the areas of gender, human rights, humanitarian setting including working with refugees and internally displaced people, and civil society partnership will be an advantage.
    • Working experience within the UN system should not exceed 50% of the relevant working experience including UNV, (paid) UN internship and UN consultancy.
    • All paid work experience since obtaining Bachelor’s degree can be considered. Internships will be considered if relevant to the position.

    Languages:

    • Essential: Excellent knowledge of English.
    • Desirable: the knowledge of any other UN language
