    Chief Planning, Monitoring & Evaluation, P4

    Under the supervision of the Deputy Representative, P5, the Chief Planning, Monitoring and Evaluation is accountable for the accomplishment of the following overall end-results through undertaking programme monitoring and evaluation (M&E), exercising advisory role, providing guidance, coordination and leadership in policy and strategy development, in the oversight of the implementation of M&E recommendations, as well as in the collaboration with the UN country team in support of the attachment of the MDG.

    Integrated Monitoring, Evaluation & Research Planning (IMEP)

    • Ensure that the Country Office and national partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant gender-specific and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution.

    Duties & Tasks

    • Identify relevant strategic objectives, priorities and problems for policy and strategy development in the area of situation monitoring and evaluation
    • Provide technical guidance and collaboration in the planning and establishing the major research and monitoring and evaluation activities in multi-year and annual IMEPs, that is to be reflected in UNDAF M&E Plans
    • In close consultation with management and liaison with partners, make a professional contribution to formulation of the IMEPs from a sound gender-sensitive, results-based programming process and collaborative working relations with partners
    • Develop tools to assess and monitor effectiveness of UNICEF communication around the WFFC Commitments and the MDGs, particularly those pertaining to children, to increase the awareness of partners and enhance their engagement
    • Contribute to the incorporation of M&E tasks in the IMEPs which were identified within the CO Emergency Preparedness and Response Plan, in order to anticipate and prepare for the information needs and operational modalities of an emergency

    Situation Monitoring and Assessment

    • Ensure that the Country Office and national partners have timely and accurate and gender-specific measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

    Duties & Tasks

    • In coordination with other stakeholders, support the collection of Millennium Development Goal (MDG) indicators (through MICS or other surveys) to improve integrated national planning
    • Manage available baseline information on national statistics and key indicators through established databases (e.g., DevInfo) for easy access and use ensuring that indicators are gender-specific and equity focused
    • Prepare country level statistical reports on the status of children’s and women’s human rights issues when opportunities emerge to influence developmental gender and social policies, and provide a technical support to global reporting obligations including national reports on progress toward the MDGs, toward CRC fulfilment, and toward CEDAW fulfilment
    • Coordinate with the Country Office and partners and provide assistance in their using up-to-date information in, inter alia, Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports. Seek the feedback of the partners to improve the assistance accordingly
    • Support the CO in collecting and interpreting existing early warning data effectively to guide the adjustment of programmes and operational approaches when and as country contexts deteriorates

    Programme Performance Monitoring

    • Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

    Duties & Tasks

    • In close coordination with partners, ensure that a set of gender–specific programme performance indicators is identified and adjusted as necessary, in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, as outlined in the Programme Policy and Procedures Manual (especially, Chapter 6, section 6: IMEP)
    • Provide technical support to Senior Programme Officer to ensure that key annual programme indicators are tracked and analyzed with the contribution of implementing partners, and provided regularly to the Country Management Team/ Senior Management Team for effective programme and management decisions
    • Oversee to ensure that data collection and analysis from field visits is coordinated and standardized across programmes to feed into to programme performance monitoring and gender mainstreaming. Ensure optimum use of staff resources
    • Provide technical support to Senior Programme Officer for the implementation of evaluation recommendations and the appropriate integration of lessons learned in programme activities, especially those in the reduction of gender inequalities, is shared and used to improve gender mainstreaming results. Provide advice in order that management decisions based on Country Office performance monitoring are properly tracked and followed up
    • Provide technical advice in order that management reports including relevant sections of the annual reports are prepared drawing on monitoring and analysis of key management indicators

    Evaluation

    • Ensure that a well-prioritized and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience.

    Duties & Tasks

    • Carry out basic research and formulate proposals for evaluation strategies, policies, objectives and methodologies
    • Guide, supervise and participate in the joint evaluations with developmental partners, including joint evaluation of UNICEF or of multi-partner programs
    • Formulate Evaluation Terms of Reference and design of high quality in compliance with the organization’s programme evaluation policies, guidelines and methodology while satisfying stakeholders’ requirements
    • Provide technical advice and guidance to regional and country offices, management teams, programme managers and staff to ensure that Evaluation design and management meet quality standards as outlined in UNICEF Programme Policies and Procedures and related stand-alone Evaluation Technical Notes, ensuring that UNICEF’s most recent policies, including especially those on gender inequality, highlighted
    • Coordinate and ensure effective dissemination of findings, including especially those on interventions that reduce gender inequalities, conclusions, recommendations and lessons learned from evaluation to the intended audience as described in the Terms of Reference with a view to improving programme design, policy, strategy and performance and contributing to wider learning. 

    M&E Capacity Building

    • Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes, including those that address gender inequality.

    Duties & Tasks

    • In close collaboration with partners, ensure that an M&E capacity building strategy for national partners and institutions exists and corresponding activities are identified and implemented in the context of the IMEP or UNDAF M&E plan. Collaborate to implement capacity building strategies as a joint commitment with other developmental partners, highlighting gender as a central component
    • In coordination with senior managers, develop staff capacity development strategy and plans, and exercise effective leadership in implementing them, ensuring that Country Office staffs have the basic knowledge and skills to fulfil their monitoring and evaluation responsibilities, and training is planned and carried out to fill identified gaps. 
    • Promote knowledge of and build capacity in evaluation practices. Oversee to ensure that Country Office staff and national partners are aware of and have access to UNICEF monitoring and evaluation learning resources.
    • Ensure to facilitate that Evaluation capacity of national partner organizations, which may include local institutions such as national professional evaluation associations, is strengthened through their involvement in evaluation processes and possibly through specific capacity building initiatives
    • Actively seek partnerships with knowledge institutions for the identification of capacity gaps and develop strategies to address them

    Communication and Partnerships

    • Ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships within and outside the organization

    Duties & Tasks

    • Develop and manage key partnerships for the Evaluation Office with internal units and external institutions, including donors, evaluation societies, bilateral evaluation units and the United Nations Evaluation Group (UNEG).Collaborate with key knowledge partners (universities and think tanks) for their knowledge and their research capacities in order to generate and disseminate relevant data for the identification of child-friendly policies and their effective problem-solving mechanisms
    • Facilitate macro level integrated planning of research, monitoring and evaluation activities within the Country Office, with national partners, the UN Country Team and the wider international community, in the context of internal office management plans, the country programme process, the UNDAF and sector wide approaches, incorporating transparency on gender inequalities and using, where applicable, strategies for gender mainstreaming across sectors
    • Build partnerships within and outside the organization. Work collaboratively with clients and partners. Facilitate joint monitoring and evaluation activities with national partners, the UN Country Team and the wider international community, wherever possible in the context of the above processes
    • Partner with the Regional Monitoring and Evaluation Adviser to ensure the availability of current and accurate monitoring and evaluation data and results, highlighting gender. Participate with Regional M & E Adviser and NYHQ in developing indicators and evaluation methodologies essential to tracking gender inequalities and to evaluating the effect of interventions on improving gender equality
    • Collaborate with Regional M&E Advisers and HQ Officers for overall coordination of priority research, monitoring and evaluation activities

    To qualify as an advocate for every child you will have

    • An advanced university degree in social sciences or other relevant disciplines. Practical training in programme management and evaluation, survey and research analysis, or applied statistical data analysis in social sciences an asset
    • A minimum of 8 years of relevant professional experience in programme development and implementation including monitoring and evaluation activities
    • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

    Chief Child Protection, P4

    The Chief is responsible for managing and supervising all stages of child protection programmes/projects from strategic planning and formulation to delivery of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being, as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

    Managerial leadership

    • Establish the section’s annual work plan with the child protection team; set priorities/targets and performance measurements. Monitor work progress and ensure results are achieved according to schedule and performance standards
    • Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the team
    • Supervise team members by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently

    Programme development and planning

    • Provide technical advice and operational support to the preparation, design and updating of the situation analysis to ensure that current and comprehensive evidence based data on child protection issues is available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on child rights and protection, and to set programme priorities, strategies, design and implementation plans
    • Keep abreast of national, regional and international development priorities on child protection and rights to leverage UNICEF’s position and competencies with donors, national governments, communities and constituents to advocate and promote child protection interventions, policies and social change to achieve goals on child’s rights, protection, survival and wellbeing, as productive members of society
    • Guide and coordinate the timely preparation of programme recommendations and related documentation for inclusion in the Country Office Programme recommendation ensuring alignment with overall UNICEF Strategic (Child Protection) Plans, regional strategies and national priorities, plans and competencies
    • Collaborate with national and global colleagues, partners and allies to develop partnership frameworks to address specific needs and to leverage resources for enhancing and scaling up child protection programmes/projects. Ensure synergy, integration, coherence, and harmonization of programmes/projects with UNICEF Strategic Plans and priorities, donors’ development strategies/policies, national priorities/competencies and UN System development interventions/initiatives
    • Ensure emergency preparedness is contained in national programmes/projects to ensure the protection and well being of children in cases of armed conflict, natural disasters and other emergency situations

    Programme management, monitoring and quality control of results

    • Plan and collaborate on monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results in child protection programmes
    • Participate in major monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action and interventions to achieve results
    • Prepare and assess monitoring and evaluation reports to identify gaps, strengths, and/or weaknesses in programme management. Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals
    • Monitor programmes/projects to assess progress, identify bottlenecks and potential problems. Take timely decisions to resolve issues and/or refer to relevant officials for timely resolution
    • Plan, approve, monitor, certify, and control the use of programme resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources

    Advisory services and technical support

    • Provide technical advice to key government officials, NGO, UN system and other country office partners on strategies and best practices to influence approaches/policies, support social/economic/political/legal development planning & implementation, and to support delivery of results on child protection, human rights and other related issues
    • Coordinate and ensure the availability of technical experts (with Regional Office/HQ) to ensure timely support throughout all stages of programming/project processes
    • Participate in strategic discussions to influence policy and agenda setting for combating poverty and all forms of discrimination against women/children by advising on and advocating strategies and approaches to promote and catalyze social changes for a protective environment for children
    • Lead in country discussions on child protection emergency preparedness, programming and contingency planning to ensure proactive and appropriate responses are in place to meet onset of emergencies nationally, or in other designated locations

    Advocacy, networking and partnership building

    • Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organizations, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on child protection
    • Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnerships/alliances for sustainable results and support fund raising for UNICEF and Country Office child protection programmes and emergency interventions
    • Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on child protection and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting
    • Collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects including emergency preparedness

    Innovation, knowledge management and capacity building

    • Promote critical thinking, innovative approaches and good practices for sustainable child protection programme/project initiatives through advocacy and technical advisory services
    • Keep abreast, research, benchmark, introduce, and implement best and cutting edge practices on child protection management and information systems. Institutionalize and disseminate best practices and knowledge learned
    • Contribute to the development of policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects Organize, plan and implement capacity building initiatives to enhance the competencies of clients and stakeholders to promote sustainable results on child protection and related programmes/projects

    To qualify as an advocate for every child you will have…

    • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field
    • A minimum of eight years of professional experience in social development planning and management in child protection related areas, at the international level, is required.
    • Experience working in a developing country is considered as an asset.
    • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset. Experience in both development and humanitarian contexts is an added advantage

    Chief Nutrition, P-5, FT

    The Chief Nutrition is responsible for managing and supervising all stages of the nutrition programme, from strategic planning and formulation to delivery of results. The Chief is also responsible for leading and managing the Nutrition team as well as coordinating the early childhood development (ECD) portfolio for the office and its integration into the relevant government sectoral programmes. The Chief is accountable for ensuring that concrete and sustainable results in maternal, infant and child nutrition programmes are achieved in accordance with plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

    Managerial leadership

    • Enhance effective project and guide nutrition programming planning process including inter-sectoral and cross-sectoral planning, development and management by leading, guiding, coordinating and supporting the timely completion of the situational analysis and its periodic update through accurate and complete monitoring and analysis, addressing gender inequality and determinants of gender/sex/geographic equality; ensure the timely preparation or finalization of sectoral input
    • Promote the quality of inter-sectoral ECD programming through participation in the formulation of programme goals, and approaches to support national/county governments and partners to implement an ECD Strategic Plan including the modelling of integrated ECD centres. Bring synergy and added value to cross-sectoral ECD programme management processes using a RBM approach to planning and design, implementation, monitoring and evaluation of the ECD interventions

    Programme management, monitoring and quality control of results

    • Participate in emergency preparedness initiatives Programme development and contingency planning and/or to respond to emergencies in country or where designated

    • Build and strengthen strategic partnerships with nutrition/health sector government counterparts, national stakeholders, global partners, allies, donors, and academia, through active networking, advocacy and effective communication. Build capacity, exchange knowledge and expertise, and/or promote cooperation and alliances to achieve programme goals on maternal and child rights as well as social justice and equity
    • Develop communication and information materials to highlight programme goals, achievements and/or needs to promote awareness, establish partnerships/alliances and support fund raising for nutrition programmes (maternal, infant and child survival and development)
    • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on nutrition-related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of nutrition programmes/projects

    • An advanced university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field
    • A minimum of ten years of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care. Experience in health/nutrition programme/project development and management in a UN system agency or organization is an asset
    • Developing country work experience and/or familiarity with emergency is considered an asset
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
