    Delivery Model Consultant

    Duties and Responsibilities
    Justification for request

    • The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Policy and Programme Division performs strategic planning, coordination and monitoring of UNEP's programmes as well as coordinates UNEP's engagement with the wider UN system and global processes. This post of Change Management Consultant is in the Director’s Office and will report to the Deputy Director under the overall supervision of the Director.

    Objectives and outputs expectations

    • Change management support on the Action Plan for Future Proofing UNEP’s project delivery
    • Consultation and guidance on the change management strategy for the Action Plan
    • Draft language for the change management strategy for the Action Plan
    • Presentation for external bodies on the Action Plan

    Change management plan and communications strategy for the Action Plan

    • A communications strategy integrating relevant elements of the change management plan to familiarize UNEP staff with the IPMR Transition.
    • Preparation of a PowerPoint presentation on IPMR for UNEP Townhall, emphasizing the change needed for the system to become an asset for UNEP
    • Provides strategic content for ED Monthly message, UNEP-WhatsApp broadcast, IPMR brownbag sessions, UNEP we collaborate page
    • Survey launched and focus group feedback collected after IPMR Training
    • Development of a communications strategy document
    • Roll out of the communication Plan related to the longer term IPMR changes
    • Preparation of a strategic IPMR PowerPoint presentation for Annual Subcommittee
    • Monthly check in with helpdesk to collect, analyse and summarise queries and propose solutions / recommendations that may require change management actions Extent of contract

    Review and develop content in line with QBR feedback related to change management communication.

    • A communications strategy/plan to facilitate and familiarize UNEP staff with the PPMM and the new UNEP Project Management Training Course.
    • A standard strategic presentation with associated talking points that is based on the new UNEP Programme and Project Management Manual (PPMM) and the new UNEP Project Management Training Course to be used as part of the change management trainings/coaching sessions.
    • A set of 3-5 differentiated presentations, talking points and innovative communication materials based on the Project Management themes to be used for different target groups and levels in UNEP.
    • An outreach and communication roll out strategy/Plan and approach for change management sessions on the PPMM and the UNEP Project Management Training Course.

    Preparation and facilitation of coaching sessions on Change Management for IPMR Focal Points

    • Change management trainings / coaching sessions on how to facilitate and manage the change with PPD Team
    • Support Monthly coordination meetings with IPMR focal points Extend of contract

    Preparation and facilitation of training/coaching sessions on Change Management on the PPMM and the new UNEP Project Management Training Course

    • Facilitate and support the training/coaching sessions on the PPMM and the new UNEP Project Management Training Course.

    Integration and adaption of the learnings from the Delivery Model workshops

    • Creation of materials for the combined regions / division sessions
    • Weekly updates on progress about all activities with Deputy Director

    Qualifications/special skills

    • An advanced degree in Communications, Marketing, International Relations, modern languages, linguistics, social sciences or Environmental Economics is required. A first level university degree in combination with five additional years of relevant experience may be accepted in lieu of the advanced university degree.
    • Minimum 10 years proven professional experience in Corporate Communications, Change Management, Organizational Development, or related field is required.
    • Proven experience facilitating and coordinating change management activities in a large organizational context is required.
    • Proven extensive experience providing functional leadership and expert advise; preparing complex technical papers to working groups; undertaking the drafting of reports or proposals for projects of a broader scale.
    • Experience with small to medium projects and large-scale change initiatives.
    • Ability to design implementation approaches and interventions that move the organization forward in their change efforts.
    • Creative Problem-Solver – able to think differently and creatively, see possibilities to find best solutions and to persuade others accordingly.
    • Able to build great rapport and work easily with leaders, staff and colleagues alike.
    • Possession of excellent client relationship building skills, group presentation skills, and new or emerging change management approach skills.

    Languages

    • Fluency in English is required.

    Senior Administrative Assistant

    Responsibilities

    Human Resources Management:

    • Coordinates various actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training, ensuring consistency in the application of UN rules and procedures. Liaises with central administration/executive services as required.
    • Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements.
    • Provides advice and answers general queries on classification procedures and processes.
    • Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
    • Monitors staffing tables for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff.

    Budget And Finance

    • Provides expert assistance in the preparation and development of the unit’s work programme and budget.
    • Assists in monitoring budget/work programme with respect to various budgets, trust funds, grant and other funds on a regular basis, and suggests reallocations of resources and implements the reallocations as necessary.
    • Collects data from relevant databases and prepares customized financial reports.
    • Provides assistance in the review, and preparation of the medium-term plan and its revisions.
    • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from departments/offices at headquarters and in the field, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.
    • Assists managers in the elaboration of resource requirements for budget submissions.
    • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
    • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    • Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    • Assists in the preparation of budget performance submissions.
    • Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.

    General Administration

    • Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
    • Provides assistance in drafting of host country agreements, budget agreements, or contributions for grants or other activities as appropriate.
    • Identifies and resolves diverse issues/problems as they arise and determines appropriate actions.
    • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field.
    • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations).

    Contract Administration

    • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
    • Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
    • Processes the payment of contractors' invoices and monitor payments.
    • Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

    Data

    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    • Assists with visualizations and updating information material such as web pages or brochures.

    Education

    Work Experience

    • A minimum of ten (10) years of progressively responsible experience in administration, finance, audit, human resources, procurement, or related area is required. The minimum years of relevant experience is reduced by two (2) years for candidates who possess a first level university degree.
    • Experience with analysis of volumes of data, complex formulas and pivot tables in Microsoft Excel is required.
    • Experience with Umoja Enterprise Resource Planning (ERP) systems and Power BI dashboards and reports is desirable.
    • Experience with the UN system or other similar international organizations is desirable.
    • One (1) year or more of experience in data analytics or related area is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
