    Climate Change Enabling Activities Consultant

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

    UNEP is seeking services of a consultant to provide technical services in drafting, reviewing and completing a CEO Endorsement request for an Umbrella Programme Proposal of Biennial Transparency Reports and combined Biennial Transparency Reports (BTRs) and National Communications (BTR/NCs) under the United Nations Framework Convention on Climate Change (UNFCCC).

    Services will also include preparing all UNEP annexes, undertaking a stakeholder analysis/validation to ensure roles and responsibilities of stakeholders are clearly defined with emphasis on public participation and that the project is consistent with the participating countries’ national initiatives. S/he will also ensure that information of additional countries is gathered and included in the proposal; and comments from internal UNEP review processes and GEF Secretariat, Council and any other relevant reviews are addressed.

    The consultant will act under the supervision of the Task Manager Enabling Activities Portfolio of the Climate Mitigation Unit, Energy and Climate Branch. S/he will undertake the following duties:

    • Undertake a survey to gather information on stakeholder participation and consistency of the project with participating countries’ national initiatives
    • Gather and write up information on all additional countries for inclusion in the CEO Endorsement request
    • Draft the CEO endorsement in line with current GEF guidance, including information profiles for newly added countries
    • Draft additional UNEP documents and relevant annexes (i.e. Theory of Change) for internal approval
    • Address all comments from internal UNEP review processes, GEF council members and GEF Secretariat,
    • Prepare review sheets and incorporate all agreed changes in the CEO Endorsement document

    Qualifications/special skills

    • Academic Qualifications: University degree in natural resource management, biological or physical sciences or environmental sciences/studies or a related relevant degree. Post-graduate studies will be an added advantage
    • Experience: Has drafted at least 3 complete GEF CEO Endorsement documents
    • A minimum of 5years professions experience in programme or project administration, technical cooperation, or related area is required.
    • Excellent knowledge of the UN Climate Convention reporting obligations
    • Good communication skills to manage/interact with government representatives and people inside and outside of the project team.
    • Excellent drafting skills.
    • Language: Fluency in oral and written English is required

    Consultant - Digitalization of Transport in LAC

    Duties and Responsibilities

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

    The overall objective of the Economy Division of UNEP is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

    UNEP's Sustainable Mobility Unit (https://www.unenvironment.org/exploretopics/transport) is part of the Economy Division. The Sustainable Mobility Unit wishes to engage the services of a consultant for a period of 8 months to provide support to the projects of the Climate and Clean Air Coalition and the ACCESS – Digitalization of Transport project in Latin America and the Caribbean.

    The Climate and Clean Air Coalition (CCAC) through the Heavy Duty Vehicles and Engines Hub supports countries to improve the quality of the fuels, reducing the sulphur content and strengthen the vehicle emission standards. The project "Accelerating Integrated Transport and Energy Actions to Address the 1.5ºC Challenge in Central America" is aimed at rapid impact to accelerate reductions of SLCPs to raise ambition on climate change, and the associated multiple benefits. The consultant will develop reports and proposals for regional fuels and vehicle emissions standards, with an action plan and roadmap for Heavy Duty Vehicles, and to support regional actions for the promotion of low carbon
    transport, including electric mobility and energy efficiency

    The ACCESS project will be implemented in six countries in Latin America and will measurably reduce road transport GHG emissions by utilizing digitalization tools. The transport`s digitalization seeks to accelerate the delivery of avoid/shift/improve strategies in the urban transport sector to enable improved implementation and shifting to low carbon modes. The project looks to deploy existing and new solutions in data and technology to scale up positive aspects of transport innovations and curb negative aspects. The consultant will propose a training curriculum, schedule, and capacity training materials regarding the link between digitalization, sustainable transport, GHG and pollutant emissions

    Responsibilities

    • Under the general supervision of the head, Sustainable Mobility Unit (and the direct supervision of the Programme Officer  Active Mobility, Digitalization and Mode Integration the successful candidate will contribute to the following specific tasks: Prepare a technical analysis report on the current fuel and vehicle emissions regulations, for new and used vehicles, and on the air quality regulations for transport in the SICA countries
    • Develop a document containing a detailed containing a detailed training curriculum for the ACCESS project and at least two capacity building materials with the link between digitalization, sustainable transport, GHG, and pollutant emissions.
    • Develop a proposal for a regional regulatory framework for low carbon transport, including energy efficiency
    • Develop a proposal for a regional harmonized diesel fuel sulfur and vehicles emission standardsDraft a technical report on opportunities at the national and regional levels to further promote the adoption of clean and sustainable mobility, including energy efficiency.
    • Develop a subregional action plan and road map to strengthen the fuel quality and vehicle emission standards
    • Write a report with a summary of the technical support provided and workshops to support public and private transport stakeholders to address challenges for promoting the adoption of sustainable mobility, including electric mobility
    • Assist with capacity building workshops for all ACCESS countries

    Qualifications/special skills

    Academic Qualifications :

    • An advanced university degree (master's or equivalent) in Environmental Sciences, Economics, Transport, Automotive Engineering or related field is required.first level university degree in combination with an additional two years relevant work experience may be accepted in lieu of the advanced university degree.

    Experience :

    • At least 5 years work experience in clean fuels and vehicles mobility projects is required.
    • Regional programme work experience in the Latin America and Caribbean Region is required.
    • Experience in development of national partnerships and working with national strategic implementing agencies is required.
    • Prior experience working in an international organization is desirable.
    • Proven experience in developing successful fundraising proposals and project reporting to large multilateral and bilateral donors is an asset.
    • Proven analytical, presentation and communication skills are assets.

    Language :

    • English and French are the official languages of the United Nations Secretariat. For this post, fluency in oral and written English and Spanish is required.

    Communication Expert - Level B

    UNEP-GSU requests to engage a consultant who will update the ESSF and Stakeholder Response Mechanism (SRM) information on the UNEP webpages and intranet, draft communications on the ESSF and SRM and advice on a safeguards internal and external communications strategy.

    Duties and Responsibilities:

    • Provide user-friendly navigation, layout and simple non-technical language that is relatable to the public on the UNEP safeguard pages on the Environment and Social Sustainability Framework and the Stakeholder Response Mechanism;
    • Develop a 2-page brochure introducing the public to the requirements of the ESSF and SRM and related tools;
    • Reorganize content by improving navigation, pages layouts on the Safeguards intranet pages in weCollaborate;

    Qualifications/special skills

    • Education: Advanced (Master's degree) in international development, social science, communication or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Experience: A minimum 5 years of work experience in report writing, training and facilitation, presentations and communication with strong research and analytical capability is required. Experience in the international organizations is desirable.
    • Language Requirements: English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required.
