    Grants and Partnerships Manager

    Roles And Responsibilities

    • Manage grants administration, compliance and implementation procedures, and ensure compliance with USAID grants regulations, including procurement regulations
    • Facilitate and coordinate technical design of innovative grant and partnership approaches to meet the technical strategies of the Inclusive Business Model, Financial Institutions and Business Advisory Service Providers teams
    • Support designing and conducting grants solicitation and advertisements utilizing Palladium’s Pay for Results methodologies Support the design, planning, outreach, implementation, and maintenance of partnerships for KPSA, including with internal and external partners
    • Manage grants commitments, taking into account probability-weighted pipelines and other tools to manage grant agreements against obligated amounts
    • Ensure design of grants and partnerships are aligned with the project’s technical strategy and results-based methodology and in compliance with USAID rules and regulations
    • Facilitate pre-award risk assessments of grantees and partnerships and the maintenance of meetings and workshops with partners In accordance with Palladium’s USAID-approved Grants Under Contract (GUC) manual, develop and execute all aspects of the GUC process, including development of the GUC manual
    • Support designing, preparing, and negotiating partner strategies with internal staff and potential partners
    • Assist in negotiating, in collaboration with Palladium HQ, grant terms and agreements, with potential grantees
    • Facilitate and manage grants close out and final reporting
    • Other tasks as deemed necessary

    Position Requirements

    • Knowledge of USAID grants policies, procedures, and reporting requirements
    • Bachelor’s degree in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience
    • Experience in managing grants under contract for USAID-funded programs of a similar size
    • Experience in managing innovation grants, performance-based grants, or other mechanisms to algin performance incentives with an activity’s strategic objectives
    • Experience in managing partnerships, interacting with stakeholders, collaborating on meetings and workshops, and overseeing partnership activities
    • Prior experience in a management role on a USAID funded program highly desired
    • Experience managing staff
    • Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
    • Advanced knowledge of computers and MS Excel
    • Local Kenyan candidates are preferred

    Manager, Business Advisory Services Provider

    Roles And Responsibilities

    • Manage KPSA’s business advisory services workplan and strategy to increase capacity of the private sector to access fit-for-purpose financing
    • Provide technical support on strategy to increase access to finance amongst new and existing businesses, create sustainable long-term funding vehicles, and provide a range of tools to support agricultural firm expansion
    • Assist in presenting KPSA’s business advisory services activities in meetings with public and private sector actors including GoK, non-governmental organizations, business associations, among others
    • Supervise implementing partners, sub-contractors, and grantees as they undertake tasks relating to business advisory services. Subcontractor tasks may include working with BASPs to improve the delivery of quality services to businesses in financial planning, ESG, responsible investment, and investor protection standards, and connecting businesses with potential investors and other sources of capital
    • Manage work planning and monitor the budget tied to the business advisory services component of PSA
    • Interface with the blended finance and inclusive business model work streams to ensure alignment between business advisory service providers and the promotion of business models are supported by KPSA.
    • Work with the Financial Institutions work streams to proactively build and deepen relationships between Financial Institutions and business advisory service providers
    • Travel to various regions of Kenya as needed
    • Any and all other project-related tasks as required by the Chief of Party and Palladium HQ

    Position Requirements

    • Extensive knowledge of business advisory services providers (BASP), financial services providers, and investors in Kenya
    • Robust networks in the Kenya financial sector
    • Proven track record improving businesses’ access to finance, connecting businesses with potential investors, and improving services provided by business advisory agencies

    Regional Coordinator

    Roles And Responsibilities

    • Project Planning and Implementation. Assure that detailed planning is continuously carried out and adjusted in a timely and effective manner in accordance with project requirements.
    • Closely monitor project performance and make necessary decisions using appropriate means and methods that support continuous improvement.
    • Continuously assess security and safety issues related to the project implementation.
    • Assures effective delivery of project interventions in-coordination with country office staff.
    • Communicates continuously with the Regional and or the international office staff to describe program progress and proposes alternatives/ solutions in case of poor performance or any obstacle in the implementation of the project.
    • Responsible for coordinating, organizing, and formulating required reports in accordance with project and donor requirements. Cultivates relationship with other stakeholders of the project, assuring credibility and visibility.

    Position Requirements

    • A minimum of five years of experience in USAID funded projects directly implementing large complex projects. Experience in grants administration/management of projects
    • Demonstrated ability to build and maintain working relationships with staff at multiple levels.
    • Working knowledge of budgeting and project management, monitoring and evaluation processes.
    • Demonstrated ability to establish good working relationships with key stakeholders at national and sub-national levels.
    • Analytical, attention to detail and results oriented

    Contracts and Compliance Manager

    Roles And Responsibilities

    • Design and conduct contracts, subaward and consulting assignment solicitations and advertisements.
    • Lead competitive procurement processes, draft agreements, and develop related contracts and subaward documentation.
    • Review and maintain contracts with partners and implement a strict compliance checklist on contractor activities, budgets, and processes.
    • Lead negotiations with contractors and applicants on awards, processes, and execution.
    • Conduct due diligence and negotiate agreements with contractors and sub awardees.

    Communications Manager

    Roles and Responsibilities:

    • Support the development of project deliverables, including coordinating information gathering for weekly, quarterly, annual reports and annual work plans, one-pagers, reports, etc.Contribute to the sections of deliverables related to M&E and Communications
    • Ensure appropriate branding and marking for all communications tools
    • Oversee the design and roll out of all tools to effectively communicate project activities and results, (i.e. website, videos, visual images, Investment Mapping System (IMS), press releases, flyers, etc.)

    Accountant

    Roles and Responsibilities:

    General Responsibilities

    • Liaise with the home office’s Accounting department, Project Specialist, and Case Leader, etc. to manage and troubleshoot project accounting issues as they may arise
    • Reconcile project accounting and provide back-up documentation of all financial transactions into monthly accounting package to home office
    • Establish and maintain electronic accounting tracking mechanisms, per Palladium and USAID accounting standards.
      Conduct monthly audits of local expenditures as reported by the Field Office, including local bank reconciliation and US dollar expenses
    • Review all local expenses for billing purposes
    • Produce accurate and timely financial reports
    • Maintain all accounting records
    • Act as first point of contact with local bank
    • Monitor vendor invoices and disburse payments upon approval of the COP

    Budget Management

    • Oversee finance and accounting procedures
    • Review monthly budget reports to ensure accuracy
    • Indicate project activity numbers for billings and expenses so that Project Specialist can input into budget tracking tool
    • Prepare monthly cash forecasts for COP’s review and approval

    Procurement

    • Oversee the financial aspect of procurement of goods and services for the project, ensuring compliance with Palladium and USAID policies
    • Review invoices for local services for the project

    Position Requirements:

    • 3 years of experience in finance and accounting, BA preferred.
    • Experience with USAID accounting/financial procedures preferred.

    Office Manager

    Roles and Responsibilities: 

    Palladium is seeking an Office Manager for an anticipated USAID-funded economic growth program which is anticipated to begin in 2023. The Administration Officer will be responsible for administrative support for the project office. S/he will report directly to the Director of Finance and Administration.
    The USAID/Kenya and East Africa Feed the Future (FtF) Private Sector Activity (PSA) will be a 5-year program focused on accelerating agriculture-led growth in Kenya through partnerships with large agricultural sector firms (such as processors and off-takers) and expansion of smallholder farmer out-grower schemes. The anticipated activity will focus on creating jobs and generating large scale increases in sales/exports in the agriculture sector cost-effectively and, ideally, through a sustainable and locally-led vehicle.  The activity would combine tools used in USAID’s traditional private sector development activities with tools used to mobilize finance and investment into one mechanism – supporting a range of agricultural firms to expand investments and operations via a blended finance approach.     Required Qualifications:

    • Assist in planning and coordinating regional and international travel for the project staff and consultants
    • Arrange and participate in conferences, training sessions, and meetings
    • Manning of the telephone switchboard to provide and/or oversee telephone and fax communication for all staff
    • Coordinate office logistics and services, including working across Palladium Kenya projects to compete and maintain efficient blanket purchase agreements and service agreements that all projects can tap into.
    • Receive clients and visitors, assist and resolve problems and inquiries of visitors
    • Travel to project activities in accordance with the project needs
    • Assist in the organization and execution of training events and seminars to be implemented by the project
    • Support the accounting, M&E, and communications personnel in their day-to-day duties
    • Any other tasks as requested by the Director of Finance and Administration and COP 

    Position Requirements:

    • Strong verbal communication skills in English
