    Public Financial Management (PFM) Consultant (Uganda)

    Duties and Responsibilities

    Inception and Coordination

    • Organize and participate in inception calls and progress meetings with OPM and MoFPED and other relevant central finance agencies (e.g. Budget Directorate, Treasury Services, Accountant General, Internal Audit).
    • Introduce and sensitize stakeholders to project objectives, methodology, and expected outputs.
    • Coordinate closely with UNDRR and national focal points throughout the assignment.

    PFM-for-Recovery Assessments

    • Review and input to UNDRR’s PFM-for-Recovery Assessment Guide.
    • Collect and review relevant documentation on the national PFM system, including but not limited to
    • Legal and regulatory frameworks governing public finance
    • National budget processes and fiscal decentralization arrangements
    • Disaster risk financing instruments and contingency mechanisms
    • Climate finance and public investment management frameworks
    • Previous PFM‑related assessments (e.g. PEFA, climate‑PFM, DRF studies)
    • Compile background information necessary for the PFM assessment based on the PFM-for-Recovery Assessment Guide, leveraging information from previous PFM assessments.
    • Organize and conduct interviews and consultations with key stakeholders, including but not limited to
    • MoFPED departments and agencies
    • Office of the Auditor General
    • National Planning Authority
    • Office of the Prime Minister (including disaster management functions)
    • Select sector ministries and local government representatives (as relevant). Apply and conduct analysis based a structured PFM-for-Recovery assessment framework tailored to the Ugandan context
    • Identify data gaps relevant to disaster responsive PFM, identifying:
    • Priority institutional and capacity gaps
    • Policy and regulatory reform needs
    • System and process improvements to support resilient recovery
    • Ensure gender-responsive and inclusive analysis, including consideration of differential impacts on women and at‑risk and marginalized groups.
    • Organize and facilitate validation sessions/workshops with government and stakeholders to review and confirm findings. This includes developing workshop agenda, supporting logistics preparations, facilitating sessions, and drafting/finalizing workshop reports.
    • Prepare a draft PFM assessment report for Uganda, and corresponding PowerPoint presentation materials, including analytical findings
    • Practical and prioritized recommendations
    • Clear linkages to recovery financing and readiness.
    • Revise the report based on feedback from validation workshops.
    • Ensure that PFM findings inform the National Recovery Readiness Roadmap, particularly financial preparedness for recovery and reconstruction.

    3. Capacity Building on PFM for Recovery

    • Develop PowerPoint presentations and supporting training materials for two capacity-building workshops on PFM for disaster and climate‑resilient recovery
    • Tailor materials to the Ugandan institutional and fiscal context, with focus on:
    • Risk‑informed fiscal planning
    • Budget allocation and tagging for disaster and climate risks
    • Public investment and recovery financing
    • Transparency, accountability, and audit in recovery spending
    • Support organization of two capacity-building workshops in coordination with OPM-DMD, MoFPED and UNDRR
    • Support facilitation of interactive sessions and collection of participant feedback using structured feedback tools
    • Document workshop proceedings, outcomes, key lessons learned, and recommendations for follow-up capacity development The Consultant will work Under the overall supervision of UNDRR Economic Affairs Officer.

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in public finance, economics, public policy, development studies, or related fields is required.
    • A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    • Five (5) years of relevant experience in public financial management (PFM), fiscal policy, or public sector reform is required.
    • Experience in PFM diagnostics or assessments e.g. Public Expenditure and Financial Accountability (PEFA) assessment or climate‑related PFM is required.
    • Experience in capacity building and facilitation with government officials is required.
    • Experience in working with Ministries of Finance; experience in Uganda is required.
    • Experience in gender-responsive budgeting or inclusive public finance is desirable.

    National Recovery Coordinator – Uganda

    Duties and Responsibilities

    • Inception Package & Work Plan: A fully developed and approved inception package outlining the methodology, stakeholder engagement approach, and a detailed, country-adapted work plan with clear timelines and milestones.
    • Uganda Recovery Readiness Diagnostic (Baseline Assessment): A comprehensive baseline assessment report analyzing Uganda’s policy, institutional, financial, and capacity landscape for resilient recovery, including gender and at-risk group considerations.
    • Stakeholder Mapping & Engagement Strategy: A validated stakeholder mapping and engagement strategy identifying key actors across government, private sector, and civil society, with specific attention to women and at-risk groups.
    • National Stocktake & Consultation Workshop Outputs: A successfully delivered national consultation workshop accompanied by a complete documentation package, including agenda, materials, and a report capturing validated findings and priorities.
    • National Recovery Readiness Roadmap: A finalized and government-validated roadmap outlining priority actions, financing considerations, and institutional roles to strengthen recovery readiness and “Build Back Better” implementation.
    • SME Resilience Capacity Building Package: A complete SME resilience training package, including localized materials, delivery of Training of Trainers and SME sessions, and analysis of pre- and post-training results.
    • Final Project Report & Knowledge Products: A consolidated final report summarizing results, impacts, and recommendations, accompanied by communication products such as briefs or web stories for broader dissemination. The Consultant will work under the overall supervision of UNDRR Programme Management Officer.

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in disaster risk management, development, public finance, business administration, public policy, urban planning, management or the relevant field is required.
    • A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    • Five (5) years of relevant experience in disaster recovery, public sector coordination, private sector engagement or disaster risk management is required. Knowledge of national systems related to disaster risk management and strong networks and communication skills is desirable.
    • Experience in research on disaster risk reduction related topics, in training or capacity building programmes, or in building and maintaining stakeholder networks is desirable.
