    REACH Finance Officer

    REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

    We are looking for professionally confident, self-motivated, experienced and committed team player to fill the aforementioned position based in Nairobi Kenya.

    Position profile

    Under the line management of the Impact Country Coordinator, the Finance Officer is responsible for working with the IMPACT finance control unit and ACTED finance department in ACTED finance department in Ethiopia and Kenya/Somalia on behalf of Impact/REACH

    Objectives

    1. Act as the primary focal point for all finance-related needs for Impact in Somalia, Kenya and Ethiopia, liaising with IMPACT and ACTED departments regularly.
    2. Support the country missions in the preparation of budget proposals for multiple donors ensuring that programme are fully funded.
    3. Ensure that IMPACT and ACTED expenditure are aligned with approved budgets and ensure a proactive approach to financial monitoring of the mission
    4. Preparation of financial reporting ensuring that all donor requirements are being respected and the expenditure of the project was optimal

    FUNCTIONS

    Financial Tools and Allocations

    1. Update financial tools for REACH on a regular basis, in particular the Contract Follow up (CFU), national staff allocation table, expat staff allocation table, support cost allocation table, and budget follow ups
    2. Check SAGA (Accountancy extract ACTED) and SAGE (Accountancy extract IMPACT) on a regular basis to ensure expenses are correctly allocated.
    3. Support Coordination in understanding expenditure trends and allocating or budgeting more resources where necessary.

    Others:

    1. Travel to field locations when necessary to support with financial planning and monitoring
    2. Support with other requests from REACH Coordination as necessary.
    3. Support with other finance and compliance tasks, when necessary
    4. Support other REACH FLATS staff to cover duties when required.
    5. Protection Mainstreaming- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines

    Requested profile

    1. A Bachelor’s Degree holder in Business Administration (Finance option) or Professional CPA holder.
    2. Demonstrated experience of overall responsibility and accountability for the financial management of an organization preferably an INGO.
    3. Well conversant with computer applications-MS Office is mandatory
    4. Knowledge of accounting principles and hands on experience of using computerized financial accounting systems
    5. Good presentation and analytical skills
    6. Excellent communication skills and problem-solving skills
    7. Strong team player of high integrity, pleasant personality, ability to work under least supervision
    8. Good time management skills and the ability to prioritize
    9. High numeracy and sound technical skills

    REACH Assessment Assistant

    POSITION PROFILE

    Under the direct supervision of the REACH Assessment Officer, the REACH Assessment assistant is responsible for the management and implementation of all REACH assessments in country, including their preparation, implementation and follow-up, if relevant. S/he will also be responsible for related logistics, partner coordination, reporting and finance requirements and will be required to provide input to the strategic development of REACH in country.

    Functions

    1. Designing and implementing REACH assessment strategy and methodology and corresponding analytical frameworks;
    2. Ensuring the writing of timely and accurate assessment reports and factsheets with integration of cluster and/or partner feedback;
    3. Data quality checks and follow up with the Database team on quality of data and ensuring that data analysis is reflective of the assessment objectives
    4. Manage project timeframes and assessment schedules and work with field staff to design and implement REACH assessment procedures;
    5. Development of assessment TORS, analysis plans and indicator lists;
    6. Under the supervision of REACH Assessment Officer, external representation of REACH with Partners and the wider Aid Community through clusters and sectoral working groups;
    7. Coordinate timely and accurate reporting to REACH Assessment Officer
    8. Managing of REACH assessment field staff to ensure a smooth and timely implementation of activities;
    9. Coordinating and ensuring timely data collection, analysis and, in partnership with GIS/DB team, mapping of datasets and ensuring that all collected data are geo-referenced

    Reporting

    1. The REACH Assessment assistant is responsible for supporting the consolidation of all analyses and conclusions from each activity into REACH products such as factsheets, profiles, reports and briefs using standard formats. S/he will liaise with the REACH GIS/Database (DB) team in order to represent data, as relevant.

    Representation

    1. The REACH Assessment assistant will store, organize and disseminate assessments, project documents and best practices among ACTED and Implementing Partners (IPs). S/he will coordinate timely and accurate field-level information, when needed, and support Nairobi-level dissemination activities.

    Implementation

    1. The REACH Assessment assistant is responsible for the preparation of project ToRs, observation of field-level procedures. The REACH Assessment assistant will ensure that all field teams are comprehensively briefed on the objective, expected outputs and that the overall implementation strategy of any given activity is clearly understood. S/he will ensure that project/field staff are given training and complete all the necessary documentation in line with program requirements set by REACH.

    Accountability to Communities and Beneficiaries

    1. The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.

    Data Confidentiality and Protection

    1. The REACH Assessment assistant will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH and its partners, or collected during his/her assignment with REACH.

    Protection Mainstreaming

    1. Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines

    Qualifications and Experience

    1. Bachelor’s degree in relevant discipline (social science, development studies, research, statistics, monitoring and evaluation) required
    2. Established quantitative and qualitative analytical skills;
    3. Experience in conducting interviews including in-depth key informant interviews and facilitating Focus Group discussions.
    4. At least one year of relevant working experience in data analysis, report writing, conducting research or monitoring and evaluation.
    5. Excellent project management skills
    6. Experience using Adobe InDesign an added advantage
    7. Excellent communication and drafting skills for reporting and external coordination;
    8. Strong skills with the Microsoft Office Suite
    9. Strong technical writing skills
    10. Excellent experience using ODK for quantitative data collection, or the ability to rapidly master the process
