    Chief of Party - USAID Kenya Youth Empowerment Activity

    This will be a five-year project based on Nairobi, Kenya, and is contingent upon award.

    Responsibilities

    The Chief of Party will be responsible for overall achievement and quality of deliverables. This will include the following: 

    • Lead the Project’s technical assistance activities and capacity building programs
    • Serve as the primary point of contact with USAID regarding day-to-day activity implementation and management matters relating to the contract
    • Achieve program results efficiently, in a timely fashion and in compliance with USAID, US Government policies and procedures
    • Oversee Project research, data, and evidence on youth, mainly in three areas: 1) youth serving systems 2) higher education capacity for research, data and evidence, and 3) County-level models for social and economic opportunities
    • Develop and maintain effective partnerships with local, regional, and international organizations
    • Ensure that project tasks and deliverables are completed, and the objectives of the project are successfully met on-time and within budget
    • Mentor staff to enhance capacity and actively contribute expertise to the contract overall and provide strategic and operational direction
    • Oversee project management systems for finance and administration, logistics, human resources and strategic operation
    • Ensure the completion of timely reports, evaluations, analyses, assessments, and deliverables that meet USAID quality control/assurance standards
    • Must be able to efficiently manage a complex program, including the recruitment and supervision of long and short-term staff and consultants for work required under this contract, and to interact professionally with senior officials and other stakeholders and development actors

    Qualifications

    • Graduate degree in a relevant field such as education, international development, non-profit management, OR a Bachelor’s degree plus two years or work experience (in addition to the eight years below)
    • Eight years of relevant experience in leading programs focused on research, youth services, workforce development, livelihoods, and/or private sector development, with at least four of those in Kenya, or countries similar to Kenya
    • Demonstrated success working and cultivating relationships at the community level with a variety of stakeholders including youth, government ministries and officials, NGOs and donors, evaluators, and community-based institutions, and local organizations, preferably on a previous USAID project
    • Demonstrated experience with working at the community level
    • Demonstrated experience with facilitative and partnership approaches, to include youth, higher education institutions, government, and the private sector with commitment to positive youth development and gender equality approaches and strategies around livelihoods and well-being, particularly for adolescent girls and young women
    • Strong understanding of the Kenyan context preferred
    • Required fluency in written and spoken English and Kiswahili, fluency in other Kenyan languages preferred

    Finance and Administration Manager - USAID Kenya Youth Empowerment Activity

    The United States Agency for International Development (USAID) Kenya Mission intends to build on its history of youth programming in Kenya, including Yes Youth Can, Kenya Youth Employment and Skills, Generation, and the Young African Leaders Initiative (YALI), with a new generation of programming that harnesses the existing assets of these programs and youth themselves while evolving in light of lessons learned from these efforts. To achieve that, the mission is seeking to implement the Kenya Youth Empowerment Activity (KYEA to support evidence-based and evidence-producing county-level models that empower youth and connect them directly to social and economic opportunities to improve their livelihoods and well-being.

    This will be a five-year project based on Nairobi, Kenya, and is contingent upon award.

    Responsibilities

    • The Finance and Administration Manager will be primarily responsible for ensuring the integrity and usefulness of the Contractor financial systems; facilitating the Contractor’s internal administrative operations; ensuring that the Contractor meets USAID Kenya’s programmatic, financial and other reporting requirements; and for delivering the results in anticipated SOW, related to providing USAID with logistical and other services
    • Oversees the day-to-day field office financial management, accounting and operations; Supervises financial and administrative staff, as required; Oversees recruitment, vetting, hiring and orientation of new staff, as required
    • Maintains and manages field office accounts, in coordination with QED headquarters (HQ)
    • Prepares and tracks project budgets and budget projections
    • Reviews vouchers and payment requests, including proper back-up documentation to ensure compliance with QED policies and procedures and USAID rules and regulations
    • Oversees procurement and inventory management of project supplies, services, and other items in accordance with USAID rules and regulations
    • Calculates and issues payroll; calculates and submits payroll taxes to the proper Kenyan authorities
    • Maintains complete, accurate and timely financial records in compliance with USAID and QED policies and procedures; Management of field office financial filing system (both paper and electronic), in coordination with QED
    • Prepares and submits monthly financial reports as directed by QED headquarters in timely manner
    • Coordinates with QED’s local legal and accounting advisors; serves as liaison between local external auditing authorities and QED headquarters
    • Treasury management, including daily supervision of cash position and accounts and petty cash
    • Oversee smooth project close-out in compliance with contract terms and USAID regulations

    Qualifications

    • A graduate degree in Business Administration, Accounting, Finance, or a relevant field, OR a Bachelor’s degree in Business Administration, Accounting, Finance or a relevant field and two years of work experience (in addition to the four years of experience required below)
    • Four years of experience in a supervisory role managing finance and administration of a donor funded activity
    • Experience cultivating relationships and collaborating with a variety of stakeholders including youth, government ministries and officials, NGOs and donors, evaluators, and community-based institutions, and local organizations, preferably on a USAID project
    • Strong understanding of multi-sectoral development theory and thorough working knowledge of USG operations, regulations, policies, procedures and programs desirable
    • Strong understanding of the Kenyan context preferred
    • Experience with relevant financial software packages, including Microsoft Excel
    • Required fluency in written and spoken English and Kiswahili; fluency in other Kenyan languages preferred

    Monitoring, Evaluation, and Learning Advisor - USAID Kenya Youth Empowerment Activity

    This will be a five-year project based on Nairobi, Kenya, and is contingent upon award.

    Responsibilities

    The Monitoring, Evaluation, and Learning Advisor will be responsible for:

    • Design and oversee performance and impact evaluations, cross-sector evaluations, whole-of-project evaluations for programming across USAID/Kenya’s Youth programming portfolio
    • Design and oversee quality, development and completion of all assessments, analytical reports and evaluations
    • Develop M&E plans, define project indicators, and collect and review monitoring data and contribute to performance and impact evaluations through questionnaire development
    • Oversee monitoring and evaluation, analyses, and assessments throughout the life of the project, including the data quality assessments, participatory data collection methods and protocols, and data quality verification techniques
    • Design, quality development and production of all data quality assessment reports, assist in the production of evaluations reports and any assessments, population-based surveys and studies including the testing of the development hypotheses
    • Interpret outcomes of implementation through data or other evidenced-based sources and provide program recommendations as needed
    • Assist in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, and management of information systems
    • Design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations
    • Support the maintenance of the Mission's PMP and the development, maintenance as well as quality control of implementing partners' M&E Plans and outputs

    Qualifications

    • A graduate degree in a relevant field, such as education, international development, non-profit management, with focus on evaluation methodologies OR a Bachelor’s degree and two years of work experience (in addition to the five years of experience required below)
    • Five years of relevant experience in designing and implementing M&E and learning systems, preferably within education, livelihoods, or private sector development programs in Kenya or similar country contexts
    • Experience in relevant technical areas, such as survey and research tool design, data collection, statistical analysis, qualitative research, and dissemination of results
    • Experience in international development and program management, with substantive work in designing and implementing M&E and learning systems, preferably within education, livelihoods, or private sector development programs in Kenya or similar country contexts, preferably on a USAID project
    • Demonstrated experience with working and facilitating partnership approaches at the community level, understanding of, and commitment to positive youth development and gender equality approaches and strategies around livelihoods and well-being, particularly for adolescent girls and young women
    • Technical experience in education development and research and a strong understanding of higher education institutions and community development
    • Demonstrated commitment to collaborating, learning, and adaptive management
    • Strong understanding of multi-sectoral development theory and thorough working knowledge of USG operations, regulations, policies, procedures and programs desirable
    • Strong understanding of the Kenyan context preferred
    • Required fluency in written and spoken English and Kiswahili; fluency in other Kenyan languages preferred
